1 Purpose Pacific County Market Livestock Project 4-H/FFA Organization Livestock Show and Auction The purpose of the Pacific County Fair 4-H/FFA Organization Livestock Show and Auction is to assist young people with the development of skills and abilities. The Auction s specific goals include: 1) Increased responsibility and judgment of the member; 2) Improved knowledge of livestock production practices and demonstrated skills in putting those production practices to work; 3) Opportunity for young people to meet and become acquainted with business leaders and those who buy their animals and help to finance the show; 4) Provide a financial return as a reward for a young person s hard work and efforts; and 5) Create a public awareness of positive and constructive youth efforts in Pacific County. Schedule of Events Monday, April 20 th Forms Intent to Sell, Condemn Carcass Due in the WSU Extension Office Sunday June 14 rd Mandatory Tag Day 4-6 PM Monday August 3 st Pacific County Fair Entry forms are due Tuesday, August 25 th 1:00 3:00 PM Sheep & Horses Veterinary Health Inspection 3:00 8:00 PM Veterinary Health Inspection all other species 6:30 PM Weigh-in for all auction animals and 4-H/FFA Organization livestock record and short story due Thursday, August 27 th 4-H/FFA Organization livestock shows - Times are subject to number of animals in each show. 2 Rule 1 Entries and Eligibility RULES AND REGULATIONS a) Entries are open to FFA Organization and 4-H Club members from Pacific County, Washington, regularly enrolled in livestock projects within their respective state authority. You cannot be enrolled in another county with market livestock auction project. b) Entries are due to the WSU Extension Pacific County Office, P.O. Box 88, South Bend, WA 98586, by April 21 th For information, call WSU Extension at (360) , (360) , (360) , (360) Ext c) One entry form will be used for all contests entered. Your entry form must be signed by your parent and instructor/4-h Leader. Please provide all information requested. Include your zip code. Every exhibitor expecting to earn $600 or more on the sale of their animal must provide their social security number. Member must also complete a Pacific County Fair Entry Form, which is due by August 3, d) All 4-H Clubs and FFA Organization Chapters are required to perform Herdsmanship duties during the entire Pacific County Fair. Failure to do so will result in the forfeiture of all premium monies for the club or chapter. e) Ownership of project animal must be by the following date of the current year: (NEW THIS YEAR) Steers April 1, 2015 Lambs April 1, 2015 Hogs April 1, Goats April 1, 2015 f) Exhibitors can enter only the 4-H or FFA Organization division not both. g) 4-H State policy mandate that an exhibitor must be in the third grade as of the current 4-H year to sell any market animal. h) Partnership entries are ineligible, as well as Chapter or Club owned project animals. i) An exhibitor may tag up to 2 hogs or 2 sheep or 2 goats or 2 steers or any mixed combination but may only sell one animal at the sale. 3 first animal across the scale Tuesday night weigh in is your market animal. j) All exhibitors are responsible to their respective Vocational Agriculture Instructor, 4-H Club Leader, and County Extension Staff and show Management throughout the entire Fair. The Code of Conduct must be signed and accompany all entries for eligibility. k) All animals must meet sales weight requirements in order to show and/or sell. Those animals receiving a white ribbon in type will not be eligible for auction and sale. l) Exhibitor will contact three potential buyers of his/her animal, one of which did not buy an animal in the 2014 auction. The list of potential buyers is due by August 3, 2015 to the Pacific County Extension Office. m) Parental involvement is expected to assist with supervisory, documenting auction sale, hauling animals, thank you pictures, form collection, emcee program. n) Exhibitors are responsible to transport their own animal to slaughter. Failure to do so will forfeit sale proceeds. o) Proof of attending a quality assurance class is required to sell in the auction. Completion of a quality assurance class any time during your project is all that is required. Proof of attendance is kept on file at the Extension Office. Quality Assurance is available online at: for intermediate and senior members. Rule 2 Record Sheet; Fitting and Showing; Livestock Judging Contest In order to receive sales and premium monies, the exhibitor must complete the 4-H/FFA Organization Market Animal Record Sheet and turn this sheet in prior to weigh-in. Additionally, exhibitors must enter one lot of Fitting and Showing in order to receive sale and premium monies. Exhibitors are strongly encouraged and expected to participate in the livestock-judging contest, if one is offered. Rule 3 Under/Over Weight All project animals will be consigned for sale. The underweight animals will not be permitted in the market show or sale. Animals are weighed once. Page 3 of 9
4 Rule 4 Fee No entry or pen fee will be charged. A consignment fee of the sale price will be charged. If the carcass is condemned during the slaughter process, the seller will absorb the loss and the consignment fee waived. The buyer s offer becomes void. The slaughter fee will be paid by the Market Animal Committee on that condemned animal. Rule 5 Sifting Committee A committee of three competent individuals will pass on the entries of all classes. It will be the duty of this committee to examine the entries and see that they are entered in the proper class. The committee will also have the authority to withdraw from competition any entry that does not meet specifications or classification requirements of the show, or is not of grade or quality sufficient to entitle it to competition. The committee also will have the authority to withdraw from the auction sale any animal that in their opinion is not carrying sufficient quality, finish or care. Rule 6 Hold Harmless Clause All entries will be accepted with the understanding that neither the show management, the show organization or the Pacific County Fair nor their officers shall be held responsible for any loss that may arise, or damage that may occur to livestock or exhibit during the show or sale. Rule 7 Hay/Bedding Bedding will be furnished by the Pacific County Fair. Exhibitors should bring their own hay, grain and other concentrated feeds. Exhibitors will be responsible for cleaning out stall after removal of their project animal or face loss of their premium. Rule 8 Stall Posting All exhibitors must display the standard 4-H/FFA stall information card. For Sale signs over non market animals are not allowed. Rule 9 Sale Order Grand Champions will sell first. Reserve Grand Champions will sell second. Blues will be selected by order picked by the judge. 4-H/FFA Organization will alternate sale order for Champion and Reserve. The seller must present their own animal to the sale ring. Page 4 of 9
5 Rule 10 Show Attire Appropriate show attire is required in the show and sale ring. Ribbons exhibited on sale animal at time of sale will be ribbons earned for that animal at type show only. Rule 11 Judging Contest All exhibitors MUST prepare their animal(s) for use in the judging contest if requested to do so by the show management. Failure to do so will result in the forfeiture of sale and premium monies. Exhibitors should participate in the Judging Contest if one is offered. Rule 12 Curfew There will be a curfew from 10:00 PM to 5:00 AM, at which time all exhibitors must be out of the barn area. A watchman for the Pacific County Fair, with legal authority, will be in attendance to enforce this curfew, and to see that no one molests the animals or causes any disturbance. Rule 13 Supervision All exhibitors must have adult supervision. Exhibitors from distant points can arrange to have a local adult responsible for supervising him/her during the show. Exhibitors who do not have adult supervision may lose premium money if the show management feels it is justified to impose this penalty. Rule 14 Authority The Superintendent will have the final authority over entries in each division. Rule 15 Health Regulations Health requirements will be as they appear in the 2015 Pacific County Fair Premium Book. The Livestock Auction Committee reserves the right to test any market animals that will be processed for the presence of any illegal substances, at the cost of the exhibitor. Additionally, all animals are to be fed a commercial quality livestock grain ration. The use of illegal drugs and/or improper use of animal health products or foreign substances will not be tolerated in the Youth Livestock Auction. Extension personnel, 4-H volunteers, families, youth, and fair/show officials have a legal and moral obligation not to misuse these products. We have the responsibility to Page 5 of 9
6 tell others not to use these substances and to report those who do use any illegal substance. The administration of any drug or medication, which could affect an animal s performance resulting in an unfair advantage or the disposition of the animal, is unacceptable. Additionally, there are federal penalties for using illegal substances that are going into the nation s food supply. The Wholesale Assurance Statement form must be turned in at weigh in before animal crosses scale. Rule 16 Mandatory Country of Origin Labeling (COOL) Mandatory Country of Origin Labeling (COOL) was implemented starting on September 30, 2008 by the USDA. As a result, all cuts of beef, pork, lamb, goat, and chicken must have documentation as to the origin of the animals to be marketed in the U.S. and international meat industry. This act requires effective documentation of 4-H or FFA Organization market animal projects that will be sold for meat purposes. Using the Health Record for Quality Assurance on line at 4h.wsu.edu satisfies the COOL requires. Page 6 of 9
7 CLASSIFICATIONS Division 1 Beef Class #1 Market Steer Beef Rules: Steers will be divided into weight class after all weight is completed. Additionally, classes may be divided at the discretion of the superintendent. Open to beef breed steers only. Dairy or dairy cross steers are not permitted. Animals must be dehorned and double tied at all times. Steers must weigh at least 1050 pounds (NEW THIS YEAR), but not more than 1450 pounds. In order to sell, steers must grade good (+) or better with a yield grade of 3 or less. Steers must be halter-broken by June weigh-in, and must lead in the show and sale rings. All steers must be accompanied by a certificate of permit, hauling slip, upon arrival at show grounds. The sifting committee may disqualify any animal showing signs of scars, hernia, arthritis, foul sheath, sores, bruises or blemishes that might damage the carcass. Final decision on what class animals will enter will be up to the superintendent. Steers shown shall not be over 20 months of age. Division 2 Sheep Class #1 Market Lambs Sheep Rules: Lambs will be divided into weight classes after all weighing is completed. Additionally, classes may be divided at the discretion of the superintendent. Lambs must weigh between pounds. The sifting committee may disqualify any animal showing signs of scars, hernia, arthritis, foul sheath, sores, bruises or blemishes that might damage the carcass. Only wether or ewe lambs are eligible and they must show all lamb teeth. Lambs should be of a standard market breed or a standard market breed cross breed. Page 7 of 9
8 Lambs must be able to show in ring. If a lamb is dragged into the ring, exhibitor and lamb will be asked to leave the ring and will not sell. Division 3 Swine Class #1 Market Hogs Swine Rules: Hogs will be divided into weight classes after all weighing is completed. Additionally, classes may be divided at the discretion of the superintendent. Only barrows or gilts are eligible. All hog entries must weight pounds. Hogs should be of a standard market breed. Pot bellied pigs are not allowed in the auction. A hog over 300 pounds must earn a blue ribbon in type to sell. The sale weight will be listed as 300 pounds. The shifting committee may disqualify any hog showing signs of scars, hernia, arthritis, foul sheath, sores, bruises or blemishes that might damage the carcass. Division 4 Goat Class #1 Market Goats Goat Rules: Goats must be meat breed or full sized goat cross. Goats must weigh a minimum of 60 pounds. There is no maximum. Goats will be tagged or have tattoos and must be dehorned. Preferred date of birth for kids must be January or February of current year. The shifting committee may disqualify any animal showing signs of scars, hernia, arthritis, foul sheath, sores, bruises or blemishes that might damage the carcass. FITTING AND SHOWING Every exhibitor must fit and show or premium monies will be withheld. Refer to the current 4-H project material for specific Fitting and Showing guidelines. Page 8 of 9
9 TAG DAY Upon receipt of entries, animals will be inspected and tagged by the Show Committee. It is the exhibitor s responsibility to make their animals available for tagging and inspections. Failure to do so will void the entry. Scale will be accessible on designated days only, as set by the committee. MANDATORY TAG DAY will be held on Sunday, June 14, 2015, at the Pacific County Fairgrounds, starting at 4:00 PM. If you find you are not able to participate contact the sale chairperson in writing. Scales will be open the first Sunday in August (August 1, 2015) from 4:00-5:00 PM to check the progressive weight of your animals. Page 9 of 9
