MINUTES WEST VIRGINIA COUNCIL FOR COMMUNITY AND TECHNICAL COLLEGE EDUCATION December 14, 2006 A meeting of the West Virginia Council for Community and Technical College Education was held on December 14, 2006 beginning at 9:30 a.m. at Charleston Town Center Marriott in Charleston, West Virginia and by conference call. Council members present were: Robert Brown, Stan Cavendish, James Cole, Michael Garrison, John Panza, Clarence Pennington, Ronald Radcliff, Nelson Robinson, Ruth Thompson Scott, and Gregory Smith. Present by telephone was Jason Cuomo. Absent was: Stanley Hopkins. Call to Order Chairman Robinson called the meeting to order and noted that a quorum was present. 1. Approval of Minutes Mr. Garrison moved the adoption of the minutes of the October 19, 2006 meeting of the West Virginia Council for Community and Technical College Education. Mr. Smith seconded the motion. Motion carried. Academic Affairs 2. Revised Admission Standards and Procedures for A.A.S. Nursing Program at West Virginia University at Parkersburg General Mr. Pennington moved the adoption of the following resolution: College Education approves the revised institutional guidelines for admission to the A.A.S. in Nursing Program at West Virginia University at Parkersburg effective Spring 2007. Ms. Scott seconded the motion. Motion carried. 3. Deloitte and Touche Presentation on FY 2006 Consolidated Audits Mr. Smith moved the adoption of the following resolution:

College Education accepts the filing of the audited financial reports for the fiscal year ending June 30, 2006. NOTE: Mr. Smith abstained from voting on the motion stating a personal conflict. 4. Final Approval of Series 35, Correspondence, Business, Occupational and Trade Schools Phil Melick of Jackson Kelly Attorneys at Law, representing Mountain State College and Michael Callen, Attorney at Law, representing West Virginia Junior College, addressed the Council regarding concerns related to Series 35. Mr. Smith moved that the Council postpone action on Series 35 until its next meeting in January. Mr. Garrison seconded the motion. Mr. Brown voted against the motion. Ms. Ruth Thompson Scott abstained from voting. With the majority voting in favor of the motion, the motion carried. 5. Performance Indicator Report Mr. Brown moved the adoption of the following resolution: College Education accepts the Performance Indicator Report. 6. Approval of Institutional Compact Update College Education approves the 2005-2006 compact update submission for each community and technical college. 7. Fall Enrollment Report Jim Barton, Director of Research and Technology, presented the Fall Enrollment Report detailing an increase in full-time equivalent (FTE) enrollment of 1.3% and a slight decrease in headcount enrollment of 0.4%. He discussed census trends in relation to the results of the enrollment report.

8. Resolution Honoring Mr. James W. Barton WHEREAS, Mr. James W. Barton has served with distinction as the Director of Research and Technology for the West Virginia Council for Community and Technical College Education and the West Virginia Higher Education Policy Commission; and WHEREAS, Mr. Barton carried out his responsibilities in providing services to our community and technical colleges with dedication, commitment, and the utmost professionalism; and WHEREAS, Mr. Barton established a congenial working relationship with the chancellor and community and technical college presidents in providing leadership in the development of institutional peer groups; and WHEREAS, Mr. Barton has provided invaluable leadership in collecting, analyzing, and disseminating necessary data to inform the general public and constituents regarding community and technical college education; and WHEREAS, Mr. Barton provided the expertise, vision and patience for advancing technology in the Central Office; and WHEREAS, Mr. Barton will be returning to his native California to be near family and allow his daughter to be unconditionally spoiled by her grandparents. THEREFORE, BE IT RESOLVED, That the West Virginia Council for Community and Technical College Education expresses its gratitude for his service and extends its best wishes for continued success and personal happiness in the future; and FURTHER BE IT RESOLVED, That this resolution be inscribed upon Council minutes on this 14 th December 2006. day of 9. Acceptance of Community and Technical College at WVU Tech Legislative Study Report

Mr. Brown moved the adoption of the following resolution: College Education accepts the Community and Technical College at WVU Tech report as submitted with additional recommendations. FURTHER RESOLVED, That the report be approved for submission to the Legislative Oversight Commission on Education Accountability. Ms. Scott seconded the motion. Motion carried. 10. Resolution Honoring Dr. Ervin V. Griffin WHEREAS, Dr. Griffin served with distinction as the inaugural president of West Virginia State Community and Technical College; and WHEREAS, Dr. Griffin established the foundation for West Virginia State Community and Technical College to soar to greater heights in the delivery of community and technical college education to the Advantage Valley Community College Network district; and WHEREAS, Dr. Griffin provided the necessary leadership for West Virginia State Community and Technical College to achieve independent accreditation through the Higher Learning Commission of North Central Association of Schools and Colleges; and WHEREAS, Dr. Griffin guided West Virginia State Community and Technical College through dramatic increases in student enrollment; and WHEREAS, Dr. Griffin gave generously of his time and worked vigorously to advance the development of a comprehensive community and technical college system in West Virginia; and WHEREAS, Dr. Griffin embarks on a new phase of his professional endeavor as President of Halifax Community College in Weldon, North Carolina; THEREFORE, BE IT RESOLVED, That the West Virginia Council for Community and Technical College Education expresses its gratitude to Dr. Ervin V. Griffin, Sr. for his leadership and

commitment to advancing community and technical college education in the State of West Virginia; and FURTHER, BE IT RESOLVED, That this resolution be inscribed upon the Council minutes of December 14, 2006. Mr. Panza seconded the motion. Motion carried. Information Items 11. Advisory Council of Students Presentation John Segsworth, Chair of the Advisory Council of Students, addressed the Council regarding the following concerns and issues for students across the state: Tuition Cost of Textbooks Financial Aid The Council thanked Mr. Segsworth for attending today s meeting and extended its gratitude for the information provided. 12. Advisory Council of Faculty Presentation Leslie Lovett, Chair of the Advisory Council of Faculty, addressed the Council. She elaborated on the following points: How Faculty Serves West Virginia How Faculty Quality is Assessed How Faculty are Bridging the Gaps to Provide a Better Educated Citizenry Faculty concerns and issues Ms. Lovett highlighted were: Reaching More Students Securing Research Grants and Contracts Meeting First Year Student Needs Attracting and Retaining Qualified Faculty State Appropriations and Legislative Funding Increase to the National Average Faculty Salaries, Retirement and Tenure Allowing Higher Education Employees to Serve in the Legislature 13. Marshall Community and Technical College Capital Project Update

Per the request of the Council, Dr. Robert Hayes, Interim President of Marshall Community and Technical College, provided an update on the progress of capital projects at the institution highlighting the new site selection for the College. Executive Session Items It was noted for the record, that the Council elected to remain in open session for the following items: 14. Confirmation of Marshall University Community and Technical College Interim President College Education approves the appointment of Dr. Robert B. Hayes as Interim President of Marshall Community and Technical College as proposed by the institutional board of governors. Mr. Panza seconded the motion. Motion carried. 15. Confirmation of WV State Community and Technical College Interim President Mr. Smith moved the adoption of the following resolution: College Education approves the appointment of Dr. Ron Bartley as Interim President of WV State Community and Technical College as proposed by the institutional board of governors. 16. Approval of Board of Advisors Appointments at Pierpont Community and Technical College Mr. Pennington moved the adoption of the following resolution: College Education approves the nomination of Mr. Frank Koenig, Ms. Katherine Wagner, and Ms. Kathy Casseday to the Pierpont Community and Technical College Institutional Board of Advisors. Mr. Panza seconded the motion. Motion carried.

17. Approval of Presidential Compensation Packages at Pierpont Community and Technical College, Community and Technical College at WVU Tech, and West Virginia University at Parkersburg Mr. Panza moved the adoption of the following resolution: College Education approves an increase in compensation for presidents of Pierpont Community and Technical College, Community and Technical College at WVU Tech, and West Virginia University at Parkersburg as recommended by the respective Boards of Governors. Ms. Scott seconded the motion. Motion carried. 18. Request for Executive Session by Council Member Greg Smith Mr. Smith moved that the Council go into executive session pursuant to WV Code 6-9A-4 for the purpose of discussing Council membership. 19. Adjournment There being no further business, the meeting was adjourned. 20.
