OBJECTIVE 10: ALERT AND NOTIFICATION OBJECTIVE Demnstrate the capability t prmptly alert and ntify the public within the 10-mile plume pathway emergency planning zne (EPZ) and disseminate instructinal messages t the public n the basis f decisins by apprpriate State r lcal fficials. INTENT This bjective is derived frm -0654 which prvides that OROs shuld have the capability t prvide prmpt instructins t the public within the plume pathway EPZ. (See evaluatin criteria frm Planning Standards E. and N.) Specific prvisins addressed in this bjective are derived frm the Nuclear Regulatry Cmmissin (NRC) rule (10 CFR Part 50.47, Appendix E.IV.D.3.), FEMA's Standard Guide fr the Evaluatin f Alert and Ntificatin Systems fr Nuclear Pwer Plants (FEMA-43), and FEMA Guidance Memrandum (GM) AN-1, "FEMA Actin t Qualify Alert and Ntificatin Systems Against -0654/FEMA-REP-1 and FEMA-REP-10." Demnstratin f this bjective fcuses n the cmpletin f activities required fr alert and ntificatin sequences fr areas within the plume pathway EPZ by adherence t the OROs plans. Cntents f the ntificatin messages resulting frm activities in this bjective are cvered in Objective 11, Public Instructins and Emergency Infrmatin. DEMONSTRATION CRITERIA E.5.,6.,7. 1. Activities assciated with primary alerting and ntificatin sequences are cmpleted within 15 minutes f the initial decisin by authrized ffsite emergency fficials. Explanatin Respnsible OROs shuld demnstrate the capability t prvide bth an alert signal and an initial instructinal message t ppulated areas thrughut the 10-mile plume pathway EPZ within 15 minutes f the decisin by authrized ffsite fficials t activate the alert and ntificatin system t implement prtective actin recmmendatins (PAR). shuld be demnstrated in cnjunctin with all primary ntificatin systems fr the general ppulatin, including the Emergency Bradcast System (EBS). Alert and ntificatin capability shuld be demnstrated by respnsible OROs in all permanent and transient ppulatin areas within 10 miles f the nuclear pwer plant ther than exceptin areas, 5-10 miles frm the nuclear pwer plant. Exceptin areas are areas specifically designated in ORO plans as areas where the 45-minute alert and ntificatin prvisin applies. Generally, these exceptin areas are remte areas, rural areas, pen water areas, rivers, hunting areas, recreatinal areas, private cmpunds, beaches, natinal frests, and ther lw-ppulatin areas that may require special alerting and ntificatin prcedures. All exceptin areas shuld be apprved by FEMA. Respnsible OROs shuld be able t cmplete the fllwing actins within 15 minutes f each decisin t alert and ntify the public and issue PARs fllwing ntificatin by the licensee f a declared emergency classificatin level (ECL) [Ntificatin f Unusual Event (NOUE), Alert, Site Area Emergency (SAE), r General Emergency (GE)] at the nuclear pwer plant. Make a decisin cncerning the need t prvide emergency alerting and ntificatin t the public. (This decisin pint is the trigger fr the 15-minute sequence. The prcess f decisin making is addressed in Objective 9, Plume Prtective Actin Decisin Making.) Select an apprpriate pre-scripted message, mdify a pre-scripted message, r frmulate an ad hc message. Cmplete crdinatin activities with all ther OROs with whm such crdinatin is required n bth activatin f the alerting system and timing and cntents f the ntificatin message. Activate the alert signal(s). Cmplete all crdinatin steps with EBS statin(s) in rder t ensure that the crrect message is bradcast. (This entails: - statin ntificatin f which pre-scripted message is t be used, r transmissin f hard cpy f an ad hc message t the statin, r arranging fr direct tie int an EBS statin by an ORO spkespersn and D.10-2 September 1991

- receipt f verificatin frm the statin f the ad hc message r the instructin fr use f a pre-scripted message.) Cmplete all primary rute alerting and ntificatin activities, if applicable. Initiate disseminatin f the emergency message t the public via the EBS and any ther means specified as primary in the ORO plan. (In the case f primary rute alerting and ntificatin, the message is prvided by means f public address (PA) system(s). In the case f special ppulatin devices, all ntificatin messages are initiated.) Failure by respnsible OROs t cmplete the initial alert and ntificatin sequence within 15 minutes will result in the identificatin f a Deficiency. This is because f the critical imprtance f this functin fr prtecting public health and safety. While ther alert and ntificatin sequences ther than the initial ne are timed, but nt evaluated, Deficiencies shuld nt be identified fr the alert and ntificatin capability if the 15 minute time frame is nt met fr these sequences. Hwever, this des nt preclude the identificatin fr such situatins based n emergency functins ther than alert and ntificatin. Extent f Play Under this criterin, all alert and ntificatin actins fr each sequence leading t the frwarding f emergency messages t radi and televisin statins shuld be perfrmed as they wuld be in an actual emergency. Hwever, it is nt necessary t actually activate r sund the sirens (r ther alerting methds) r bradcast the exercise EBS messages. The extent-f-play agreement fr this bjective shuld specify whether sirens will be activated and messages bradcast ver EBS, Natinal Oceanic and Atmspheric Administratin (NOAA) weather statin, radi system, PA system, tne-alert radis, telecmmunicatin devices fr the deaf (TDD), etc. All actins in the Explanatin sectin shuld be demnstrated, including replying t and verifying receipt f messages with EBS statins. In additin, primary systems such as TDDs, tne-alert radis, telephne calls t individuals and institutins specified in the plan shuld be demnstrated thrugh means such as telephne calls t a cntrl cell (e.g., TDDs and tne-alert radis actually being activated with a message). During exercises, if OROs vluntarily chse t cntact special needs ppulatins t prvide emergency infrmatin, they may d s. If this ptin is selected, FEMA will evaluate such cntacts. When evaluating the demnstratin f the time prvisins assciated with this bjective, the fllwing grund rules apply: Evaluatrs shuld recrd the times fr all alert and ntificatin sequences, starting with the decisin by the respnsible gvernmental fficial(s) t alert and ntify the public. Fr ntificatin by the EBS, the last time t be recrded is the time that the EBS statin(s) begins the bradcast, actual r simulated. Since messages may nt be actually bradcast, it is assumed that bradcast cmmences as sn as all interactins between respnse rganizatins and the EBS statins are cmpleted. Fr primary rute alerting and ntificatin, the last time t be recrded is the time f cmpletin f all rutes demnstrated. While all alert and ntificatin sequences shuld be timed, FEMA's evaluatin shuld be made nly n the initial (first) sequence regardless f whether r nt the accmpanying emergency message cntains a PAR (e.g., shelter r evacuate). Where activatin f sirens is accmplished electrnically and simulated rather than demnstrated, evaluatrs shuld secure the time f alert system activatin frm the individual simulating the activatin. Als, when EBS message bradcasts are simulated, evaluatrs shuld secure the time that EBS messages are verified by invlved EBS statins and the time statin bradcasters indicate fr initiatin f the bradcasts. If an rganizatin has multiple rutes fr primary rute alerting and ntificatin, nly ne rute shuld be demnstrated and evaluated per respnsible ORO. This rute shuld be demnstrated exactly as it wuld be in an actual emergency. All alert and ntificatin activities alng rutes shuld be simulated. The PA system shuld be demnstrated by a test message alng the rutes r at sme agreed upn lcatin. The evaluatr shuld recrd the time the decisin was made by OROs t alert and ntify the public, the time rute alerting teams started the particular designated rutes, and the time teams cmpleted the designated rutes. Explanatin Respnsible OROs shuld demnstrate the capability t prvide alert and ntificatin f the public shuld primary alert and ntificatin systems fail. The suggested time frame fr cmpletin f the backup alert and ntificatin prcess is 45 minutes. D.10-5 September 1991

Extent f Play Backup alert and ntificatin system(s) shuld be demnstrated and evaluated nly in the event the exercise scenari calls fr failure f the primary system(s), r sirens actually fail t functin. Only ne rute shuld be demnstrated and evaluated per respnsible ORO. If demnstrated, all backup alert and ntificatin activities shuld be cmpleted as they wuld be in an actual emergency, accrding t the rganizatin's plan, subject t extent-fplay agreement. E.6. 3. OROs use supplementary rute alerting t cmplement primary rute alerting and/r ntificatin methds. Explanatin OROs may chse t prvide supplementary rute alerting and ntificatin in additin t primary rute alerting and ntificatin methds. Since prvisin f this emergency activity is discretinary, demnstratin f supplementary rute alerting and ntificatin is nly necessary when this prvisin is incrprated in ORO plans. Extent f Play Supplementary alert and ntificatin capabilities shuld be cnducted as they wuld be in an actual emergency as specified in ORO plans, subject t the extent-f-play agreement. Only ne supplementary alert and ntificatin rute shuld be demnstrated and evaluated per respnsible ORO. E.6. 4. OROs prvide an alert signal and begin transmitting an initial instructinal message t exceptin area ppulatins lcated 5 t 10 miles frm the nuclear pwer plant within 45 minutes f the initial alert and ntificatin decisin. (If there is n exceptin area, this criterin des nt apply.) D.10-6 September 1991

Explanatin Respnsible OROs with exceptin areas 5-10 miles frm the nuclear pwer plant shuld demnstrate the capability t accmplish alert and ntificatin f the exceptin area ppulatins within 45 minutes f the decisin t activate the alert and ntificatin system. Exceptin areas are generally extremely rural, lw-ppulatin areas such as rural farms, hunting areas, recreatinal areas, pen water areas, natinal frests, beaches, and rivers. Respnsible OROs shuld demnstrate the capability t cmplete all steps in the alert and ntificatin sequence described in Demnstratin Criterin 1. Extent f Play All alert and ntificatin activities shuld be cnducted as they wuld be in an actual emergency. Subject t the extent-f-play agreement, the alerting and ntificatin f ne exceptin area per respnsible ORO shuld be selected fr demnstratin and evaluatin. This rute shuld be the mst ppulated and difficult rute amng the rutes called fr in the plan. Rutes shuld be demnstrated exactly as they wuld be in an actual emergency. All alert and ntificatin activities alng rutes shuld be simulated. The PA system shuld be demnstrated with a test message alng the rute r at sme agreedupn lcatin. N.1.a. 5. All activities described in the demnstratin criteria fr this bjective are carried ut in accrdance with the plan, unless deviatins are prvided fr in the extent-f-play agreement. Explanatin Respnsible OROs shuld demnstrate the capability t fllw plicies, implement prcedures, and utilize equipment and facilities cntained in their plans and prcedures. OROs shuld demnstrate that they can fllw sequences utlined in the varius prcedures and perfrm specified activities, as necessary. Extent f Play Under this criterin, all activities shuld be carried ut as specified in the plan, unless deviatin frm the plan is prvided fr in the extent-f-play agreement. D.10-7 September 1991

CLARIFICATION OF TERMS Activatin refers t a prcess by which a facility is brught up t emergency mde frm a nrmal mde f peratin. Activatin is cmpleted when the facility is ready t carry ut full emergency peratins. Alerting the public refers t activating an attentin-getting warning signal thrugh such means as sirens, tne alert radis, rute alerting, and speakers n cars, helicpters, and bats. Cntrl cell refers t exercise persnnel wh facilitate interfaces with nnparticipating grups, such as State and lcal gvernment fficials and special needs ppulatins. Crdinatin, in this bjective, means that the ORO either ntifies ther participating OROs f its intended actins r cnsults with them n the timing f alert system activatin r the initiatin r cntents f emergency messages t the public. Emergency classificatin level(s) (ECL): (1) Ntificatin f Unusual Event indicates that unusual events are in prcess r have ccurred that indicate a ptential degradatin in the level f plant safety. N releases f radiactive material requiring ffsite respnse r mnitring are expected, unless further degradatin f safety systems ccurs. (2) Alert indicates that events are in prcess r have ccurred that invlve an actual r ptential substantial degradatin in the level f plant safety. Releases are expected t be limited t small fractins f the Envirnmental Prtectin Agency (EPA) prtective actin guides (PAG) expsure levels. (3) Site Area Emergency indicates that events are in prcess r have ccurred that invlve actual r likely majr failures in the plant functins needed fr prtecting the public. Releases are nt expected t exceed EPA PAG expsure levels, except near the site bundary. (4) General Emergency indicates that events are in prcess r have ccurred that invlve actual r imminent substantial cre degradatin r melting, with ptential fr lss f cntainment integrity. immediate site area. Emergency infrmatin refers t material designed t imprve public knwledge r understanding f an emergency.
