Key Points of China e-government 12th Five-year Plan 1. Promoting the e-government development is a key task of China's 12th five-year plan. 2. e-government plays an important role in the government administration of party committee, government, CPPCC, courts, procuratorate, etc. 3. In 2011, MIIT published 12th Five-Year Plan in National e-government. In chapter "Constructing a Complete e-government Platform", the document mentions: Comprehensively improve the e-government technical support capability. Encourage local governments to construct a unified regional e-government cloud platform under the guidance of national e-government plan and design, reducing the construction and O&M cost, improving the quality, and enhancing the security. Encourage the e-government O&M to be market-oriented and professional. Integrate quality management and e-government management. Evaluate the system integration quality based on the construction and maintenance capability and efficiency of a complicated system.

Definition: e-government Public Platform Based on Cloud Computing On the basis of the cloud computing technology, utilize the existing resources of equipment room, computing, storage, network, information, and application support. Exert the advantages of cloud computing including virtualization, high reliability, versatility, scalability, and elasticity. Create comprehensive e-government service platforms to provide government departments with services including infrastructure, support software, application functions, information resources, operation security, and information security.

Public affair properties: Direct users are government departments at each level. The goal is to support the government's public management and services. Service departments do not need to construct infrastructure or resources, but only need to focus on service applications, such as requirement analysis, planning, information resource construction, application development and implementation, O&M, and security of services. 3. Universal properties: Unified construction, usage, and sharing by all departments Unified construction, usage, and sharing of application systems.

e-government Public Platform Properties 4. Service properties: The main function is to provide e-government services to government departments. The e-government public platform encapsulates technologies, resources, security, and equipment room environment into services, promoting professional services and reducing construction complexity. Information resources are not only assets but also services. 5. Open properties: The platform adopts open technical standards and system architecture. The platform provides open services. Each tenant can use resources and services on the platform according to their permissions.

Top-level Design of e-government Public Platform 1. Service resource design: The application of the cloud computing mode in e-government improves the infrastructure resource utilization, reduces construction and operation cost, and ensures the construction and application achievements. It supports the application development and information sharing of each department. 2. Technical service design: Construct a comprehensive e- Government technical service system, promote the market-oriented and professional e-government O&M, improve the e-government technical service capability, and reduce the e- Government construction and O&M cost. 3. Service system design: Strength the leadership and coordination. Establish a unified work mechanism and system specifications. Adhere to the overall planning, pilot priority, and gradual implementation. Construct a national e- Government public platform with a consistent goal and sufficient communication. 4. Application development design: Clarify the system architecture and system functions of the e-government public platform. Make clear the requirements of government departments. Each government department does not need to consider the technical details of e-government project construction. The e-government public platform provides technical support, O&M services, and security protection.

Top-level Design Guidelines on e-government Public Platform Based on Cloud Computing 1. From April to December 2012, MIIT has prepared Top-Level Design Guideline on e-government Public Platform Based on Cloud Computing, and deployed the platform pilots in Shaanxi, Fujian, and Hainan 2. The Design Guideline consists of five parts: design objectives, design direction, design goal, design rules, and design contents.

Top-level Design Guidelines on e-government Public Platform Based on Cloud Computing Design objectives: 1. Make clear the construction rules, implementation procedure, and operation protection of the e-government public platform. 2. Make clear the measurable goals on reducing construction and operation cost and improving infrastructure. 3. Make clear the system architecture and service functions of the e-government public platform. 4. Make clear how the e-government public platform provides services to government departments.

Top-level Design Guidelines on e-government Public Platform Based on Cloud Computing Design contents and key points: 1. Requirement design: Meet the requirements on service changes, cross-region/cross-department application, application handling, and reliable operation. 2. System architecture design: Design the infrastructure, security protection, and O&M protection of the e-government public platform with comprehensive service functions. 3. Infrastructure service design: Design infrastructure services for computing resources, storage resources, and network resources of the e-government public platform. 4. Support software service design: Design support software services for the e-government public platform. 5. Application function service design: Design universal application service software for the e-government public platform.

Information resource service design: Design an information resource content indexing tool for the e-government public platform. 7. Information security service design: Design security protection services for the e-government public platform. 8. Pilot Deployment of the Top-level Design 1. In March 2013, MIIT held an e-government public platform top-level design work symposium in Xi'an, and summed up the design pilot experience and discussed the follow-up work. 2. In May 2013, MIIT deployed a new round of top-level design pilot. The pilot sites are: province-level (9), deputy province-level (4), city-level (6), and key pilot provinces (2).

Standard System of e-government Public Platform 1. In 2011, MIIT published 12th Five-Year Plan in National e- Government. In chapter "Constructing a Complete e- Government Platform", the document mentions: Set up an e-government cloud computing standard. Accelerate researches to develop e-government cloud computing standards, mainly including the standards on the system architecture, technologies, application classification services, application migration, data management, public platform security, application security, information security, service security, performance evaluation, platform and information management, and technical service management.

Glossary and definition: Standard scope: provides basic glossaries and definitions in the e- Government public platform technical domain. 2. Service management standard: Standard scope: specifies the basic requirements, management roles, responsibilities, and management sectors of service management on the e-government public platform. 3. Service implementation standard: Standard scope: specifies requirements on top-level design, infrastructure services, support software services, application functions and deployment services, information resource services, information security services, operation protection services, service handling and delivery, service protection, and service quality assessment during the construction of the e-government public platform based on cloud computing.

System and data management technical interface Standard scope: specifies the data interface standard for service data encapsulation across the e-government public platform and between the e-government public platform and existing e-government systems.

First Batch of National Standards of China 1. In June 27, 2013, MIIT held a workshop on the national standard drafts on the e-government public platform based on cloud computing, and received suggestions from enterprises, research institutes, and O&M organizations. 2. In June 28, 2013, MIIT held an expert symposium on the national standard drafts on the e-government public platform based on cloud computing, and received suggestions from experts and leaders from national informatization consultation committee, central informatization departments, and provincial informatization departments.
