Future Wholesale User Forum Process Establish a process to communicate needs, potential opportunities in a more collaborative effort. This is a process to manage community impacting items such as the operational issues completed in the 2012 Wholesale IT program. This will be an ongoing business to business relationship between FairPoint and all CLECs who participate. 4
Future Wholesale User Forum Process 1. Working Committee - Designate representatives within the CLEC community and FairPoint to represent topics of discussion, issues that impact one another, develop plan and timeframe to resolve issues. System Issues Process Issues 2. From working committee meetings, any issues requiring attention would result in joint technical team(s) being assembled to meet separately to troubleshoot. 3. Prioritization / Ranking of items 4. Agreement that there is an issue worthy of committee engagement Distribute to troubleshooting process 5. Next Generation 911 Database Updates Mission: To seamlessly transition the Legacy 9-1-1 ALI database in the State of Maine from Intrado to a FairPoint hosted Next Generation 9-1-1 ALI database. This transition will have minimal impact on the PSAP call takers. Wholesale Impact: While the new database and new interface are different from the previous system, the general concepts are the same. As the sole 9-1-1 Database Service Provider, FairPoint is now responsible for working directly with all Carriers who have ALI records in the 9-1-1 Database. Each carrier must have a registered NENA company ID to ensure that call data is delivered correctly. 10
Next Generation 911 Database Updates How the database was cut and brought back to Maine? Received initial test MSAG and TN loads from Intrado to identify issues prior to conversion Loaded final extract of current Intrado ALI database information into the new FairPoint hosted 9-1-1 platform (911DataMaster s ALI DBMS). Coordinated and tested with all CLECs in Maine Replaced Intrado s proprietary AI cabinet to transition the ESA Links to the 5ESS (8 links split between the Portland and Lewiston Maine data centers) Performed test calls/monitored live traffic Performed Testing in a live PSAP to identify issues and resolve them prior to final PSAP transition Transitioned legacy ALI Links for the test PSAP from Intrado to FairPoint and monitored live call activity for 24 hours Transitioned all legacy ALI Links for the remaining 25 PSAPs to the new database platform 11

Bill Data Tape Updates Monthly BDT files - discrepancies between presented charges, display inconsistencies, and missing WTN values. Additionally, instances where BDTs have not been available on the customer directories. (CLEC Operational Issues # 112, 113, 114) BDT issues have resolved beginning with November invoicing: BDT charges match the PDF (paper bill) with 10/31/13 deployment OCC s and Payments properly displayed/broken out from the MRCs Summary charges display correct roll up calculations Accurate display of Total Amount Due from the previous month's BDT WTN s have been updated to Kenan Billing and accurately presented within the BDT for >80% of values after Sept Systems Synch. Product Interval Management CR 3097 implemented with the August 2013 release FairPoint established a process change at the beginning of 2013 for retail orders eliminating same day due dates for many classes of orders. In an effort to standardize intervals throughout all FairPoint customer segments, Wholesale is following this process change.
