Box 5013 Burlington, Ontario L7R 3Z6 fieldingj@burlington.ca Ms. Jane MacCaskill, Commissioner of Corporate Services and Regional Treasurer The Regional Municipality of Halton 1151 Bronte Road Oakville, Ontario L6M 3L1 Jane.MacCaskill@halton.ca Dear Mr. Fielding & Ms. MacCaskill: RE: McMaster University 2013 Annual Report Following Tranche Contribution Year and Response to Additional Information regarding the Contribution Agreement proposed changes I am pleased to provide the City of Burlington and the Region of Halton with the 2013 Annual Report following a tranche contribution year as required under Section 8.1 of the Contribution Agreement and in compliance with Schedule D of the Amendment to the Contribution Agreement dated April 2010. The report provides an update on the Ron Joyce Centre for Advanced Management Studies and the Halton McMaster Family Health Centre and teaching affiliation. As well it will address the questions raised about the proposed changes to the Contribution Agreement in the letter from the City of Burlington dated April 12, 2013.
McMaster submitted a request to amend the Contribution Agreement, to the City of Burlington and the Region of Halton, on January 17, 2013. This proposed amendment captures two critical events: firstly, the completion date for the Halton McMaster Health Centre to be extended by a year to July 1, 2014, and secondly, the steady state for the Ron Joyce Centre will be achieved in 2015 and include no less than 500 FTE students. More details about these changes and in particular how the revised targets will be met in accordance with the agreements are included in the attached report. We look forward to further expanding the Family Medicine program to enhance the services available to the citizens of Burlington and Halton as the new facilities become available, and to the synergies that will follow the continuing development of University Graduate Education and Executive Education at the Ron Joyce Centre. Please be assured of our commitment to the project, and of our enthusiasm for expanding our presence in Burlington and Halton. We are most grateful for your material support and the willingness of all concerned to help us move forward. If you need any additional information I would be happy to provide it, and I look forward to the continuing progress that I will be able to detail in our next report. Unfortunately I am not able to attend the City s Development and Infrastructure Committee meeting on May 27 as I will be out of town, and I am also not available to attend the Region s Administration and Finance Committee on June 12 as I will be involved in the McMaster Convocation Ceremonies. There will be a McMaster representative attending each meeting. When the details of the meeting are available please forward them to my attention. Halton Site Family Medicine Residency Program Reporting Requirements in Section 8.1 of the Contribution Agreement As at April 30, 2013 Halton Site Family Medicine Residency Program The Halton Site of the McMaster Family Medicine Residency Program has successfully completed the second phase of development. An update on the status of these initiatives is provided below. Halton McMaster Family Health Centre (HMFHC) There are four FTE (full-time equivalent) physicians working out of the HMFHC in its temporary location on Harvester Road. The Department of Family Medicine and the FHT (Family Health Team) working at the HMFHC are actively recruiting two additional FTE physicians for this location. In addition, two new recruits have started at the Centre to facilitate the transition of two existing physicians as they finalize their retirement plans. Ground has broken at the construction site for the building on Joseph Brant property that will house the new Centre. The design and development group for the clinic portion continue to meet weekly to ensure that the clinic is not only state-of-the-art but highly functional and fit-out within agreed budget parameters. An amendment was completed to extend the completion date of the construction for the Centre. Building construction will be completed by the end of 2013/beginning of 2014 to allow the fitout to begin with complete move-in and occupancy to take place by July 1, 2014. Teaching Affiliation In June, 2013, we will celebrate the graduation of the first cohort of five residents from the Halton Site. These residents will be joined by their families, representatives from the region of Halton and City of Burlington, preceptors, Hospital leadership as well as members from McMaster University and the Department of Family Medicine for this historic event.
As of July, 2013, the final phase of expansion for the Department of Family Medicine will be complete. This expansion included the addition of two new PGY1 positions in the Halton Region. There will be eight PGY1 (Post Graduate Year) Family Medicine residents and six PGY2 Family Medicine residents completing rotations in the region. Eight residents are located with the HMFHC, and six are out in the community (including Milton, Burlington and Georgetown). All specialty rotations for these residents are taking place within the Halton Region through the participation of Joseph Brant Hospital, Oakville Trafalgar Memorial Hospital, the Milton District Hospital and the Georgetown Hospital. This new initiative continues to enjoy a cooperative and unified working relationship with both the Halton Healthcare Services Clinical Education Campus (CEC) and the Joseph Brant Hospital CEC. The MacCare Director for Halton, Medical Affairs Director for HHS, Medical Affairs Director for JBH, the Site Director and the Manager of Education for the Department of Family Medicine at McMaster University all meet regularly to expand and develop unique and exciting learning opportunities in the Halton region. Interesting, diverse and dynamic elective and selective opportunities for residents are also being developed to round out the education opportunities and experiences at this site. We also have a full-time DFM, McMaster University Education Associate situated in the region who works with the MacCare administrative staff to support not only the learners in the region, but the preceptors and leadership as well.
Ron Joyce Centre for Advanced Management Studies Reporting Requirements in Section 8.1 of the Contribution Agreement As at April 30, 2013 The DeGroote School of Business is pleased to provide the City of Burlington and the Region of Halton a progress report as required under Section 8.1 of the Contribution Agreement. This report provides post-occupancy statistics including student enrolment, faculty and staff on site, fees, program development and Executive Education offerings. In January, the School of Business welcomed its new Dean, Dr. Leonard Waverman. Dr. Waverman joins us from the Haskayne School of Business at the University of Calgary where he held the position of Dean. Dr. Waverman s focus over the coming months is to refine a new strategic direction for DeGroote that will lead to the fulfillment of our planned Executive MBA program and also to grow enrolment in our full time, part time and Co-Op MBA programs. DeGroote s new Dean has regular office hours at the Ron Joyce Centre. Property Title Transfer The transfer of the title for the land was complete effective October 31, 2012. Student Enrolment MBA Programs McMaster offers three MBA Programs; full time studies, part time studies and a Co-Op studies program. At April 30, 2013, there were 521 students enrolled in the three MBA programs. Including MBA students, Co-Op work term students, visiting students and exchange students, the current population totals 650 individual students whose primary McMaster campus is the Ron Joyce Centre. The admission cycle is well underway for the fall and winter terms of 2013/14 and early indicators are very favourable. We are slightly behind our original projections of 600 FTE students by 2014. New programming was the basis for these projections in 2009. The Executive MBA and a revised curriculum for the MBA program will be designed to generate growth for DeGroote and the Ron Joyce Centre and provide 500 FTE students by 2015. Faculty There are currently five full time faculty members on site and an additional 18 full time faculty that split their time between the Ron Joyce Centre and the Hamilton campus. There is also a dedicated librarian on site. This represents a total of more than 13 FTE faculty
Staff Fees members on site. The total teaching resources assigned to the Ron Joyce Centre exceeds 65 when special lecturers and industry professors are included. The Ron Joyce Centre has over 22 staff on site dedicated to Dean s office staff, student support, recruitment, admissions, career development, Executive Education and IT support. Including staff employed by Sodexo, our building maintenance and food service partner, staff FTE on site is approximately 30. MBA fees are set in compliance with the Ministry of Training and University guidelines. Currently, MBA course fees equal approximately $1900 per course for domestic students. International student fees are approximately $3600 per course. Additional fees are applied for those students who enroll in the Co-Op program (approx. $1,750 per student). These tuition fees are adjusted and approved by the McMaster Board of Governors annually. Executive Education offers the following fee schedule (per student) depending on the program offering: 1 day = $ 795.00 3 days = $2,070.00 5 days = $3,180.00 Program Development Status Dr. Waverman has begun to engage faculty and staff members in defining and developing a curriculum for an Executive MBA program. Strategy sessions have begun and we expect to begin engaging our community partners over the next several months. Early estimates are to launch the Executive MBA in 2015. The MBA program completed an external curriculum review in the spring of 2012. An action plan is underway and the goal is to create a more flexible offering that will result in growth in our full time and part time cohorts.
Executive Education DeGroote s Executive Education Centre continues to grow and has doubled its revenue over the previous fiscal year. During the 2012/2013 fiscal period, over 1100 students have attended programs across 28 separate course offerings. Custom programming in the Executive Education area continues to be a source of growth for this division. Since the November reporting period, an agreement with the City of Burlington for a multi-year, municipal management program has been completed. The program is now underway, and feedback by the students is very encouraging. In addition to the above, the Executive Education Centre continues to offer the Woman s Breakfast Speaker Series (one per month for 10 months). These sessions typically have an attendance of 40 to 85 people and many participants attend other Executive Education programs. Fourth Floor Development Dr. Waverman and DeGroote s Advancement team have begun to develop fundraising opportunities that will support the completion of the fourth floor. Our target for the completion of the fourth floor is no later than December 31, 2015. The fourth floor completion is a critical component of the growth strategy for the Ron Joyce Centre. Other Activities The Ron Joyce Centre continues to attract the attention of local organizations as a desirable venue to hold such events as training sessions, new product launches, annual meetings and executive retreats. Revenues for the current fiscal exceed those of the previous fiscal year by 80%.
