New for 2008 The opening ceremony will be held in Heritage Hall near the registration and exhibit areas. Adam Edelen, Executive Director, Kentucky Office of Homeland Security, will be speaking on Homeland Security issues of importance to all first responders. The featured speaker will be Dr. Paul Davis. Dr. Davis is President and founder of Applied Research Associates, Inc., a research and consulting group established in 1976 and based near Washington, D.C. He is also well known for his work in the area of fitness and his association with the Firefighter Combat Challenge Program. In addition to speaking at the opening ceremony, he will conduct a four-hour seminar Thursday afternoon in Heritage Hall entitled Fireground Ergonomics: Working Stronger, Working Smarter. Kentucky Fire Commission s new Candidate Physical Ability Test (CPAT) equipment and program will be on display in Heritage Hall. The cookouts will be located at the West end of Heritage Hall which will provide for more room and quick access to Cox Street parking lot. The application form (located at the back of the brochure) will be accepted through May 31, 2008. A nonreturnable application fee of $45.00 must accompany your application form. After May 31, the registration fee is $65. The application fee also allows participants full access to the 4-day program including the exhibits on Friday and Saturday. Non-registered participants may see the exhibits; however, they must speak with a vendor to obtain a meal ticket for the cookout. This system consists of procedures for effective control of personnel, facilities, equipment, communications and operations. 100 Homeland Security and Emergency Management Co-Supervisor: Tom Arnold, Kentucky Office of Homeland Security Co-Supervisor: Wayne Mullannix, Kentucky Division of Emergency Management 101 Crime Scene Management for Emergency Responders What every Firefighter and First Responder Needs to Know The Crime Scene Management for Emergency Responders course provides response personnel with the knowledge of how to implement proper procedures and guidelines for crime scene management/preservation when responding to various types of emergency incidents that could include Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE). This is a very popular course nationally and is only the third offering in Kentucky. NOTE: This 1-day course will be held on Saturday Limited to 60 students. Lead Instructors: Center for Domestic Preparedness, Anniston, AL 102 Response to Radiological - Nuclear Incidents (Awareness - Train-the-Trainer) This Train-the-Trainer course is radiological/nuclear overview designed for firefighters, first responders and other personnel who are likely to be the first to arrive on the scene of a radiological/nuclear incident. It focuses on the basics of radiation, possible health effects, hazard identification, and proper notification procedures. Includes the following: Basic properties of radiation and its effects on responders in a radiological environment The health effects on the responders and the basic principles of emergency medical treatment Applies concepts used to reduce exposure while operating in a radiation environment The use of techniques to determine the radiological hazards and to make tactical decisions Describe the issues and considerations associated with managing large-scale rad./nuclear incidents NOTE: This 1-day course will be held on Saturday No Limits Lead Instructor: Marion L. Sloane, Senior Operations Specialist, Bechtel Nevada 103 ICS 300: Intermediate ICS for Expanding Incidents This course provides training on and resources for personnel who require advanced application of the Incident Command System (ICS). The target audience for this course is for individuals who may assume a supervisory role in expanding incidents or Type 3 incidents. These incidents may extend into multiple operational periods. This course expands upon information covered in the ICS-100 and ICS-200 courses. This course will include but not be limited to: unified command, incident/event assessment and objective development, the ICS planning process, incident/event resource management, transfer of command and demobilization. Prerequisite: Participants must have completed ICS 100, 200, 700, 800. NOTE: This 3-day course will be offered Friday through Sunday Limited to 30 students. Lead Instructor: KyEM and KCTCS Instructors 104 Meth Lab Awareness (New Course) This course will provide the participant an overview of the emerging methamphetamine threat in Kentucky. The drugs effect on the individual will be discussed however the primary emphasis will be the recognition of clandestine labs and their dangers to the first responder. Clan lab detectives/ technicians will display the equipment and materials utilized in the production of meth and discuss the process. Participants will be provided an instructional CD, Meth=Death and after completion of the session, should be able to conduct an introductory awareness class in their communities. 200 Fire Suppression Co-Supervisor: Bill Bailey, Lexington Division of Fire & Emergency Services (LFD) Co-Supervisor: Ed Schmidt, KY Fire Commission - State Fire Rescue Training, Area 2 201 Aircraft Firefighting Off-site Course (Bluegrass Airport) This course is designed to provide an overview of aircraft rescue and fire fighting for the structural firefighters. Topics of instruction will include aircraft types, systems, tactics and strategy, suppression and rescue. Each firefighter will receive instruction and will participate in a live fire training evolution. The control and extinguishment of fuel spills, interior cabin fire with flashover, wheel/brake fires, and engine fires will be practiced. Full personal protective equipment, to include NFPA approved coat, pants, hood, gloves, helmet, and SCBA are required for participation. NOTE: This 2-day course will be held Thursday through Friday and repeated on Saturday through Sunday. Limited to 20 students. Lead Instructor: Chief Scott Lanter, Bluegrass Airport 202 Structural Firefighting - House Burn (New Course) Off-site Course This course will provide an overview of firefighting for the intermediate level firefighter, presenting new techniques and equipment and emphasizing hands-on training in a live fire setting. Students must be in good health and physical condition. Governor s Commission Certification (minimum of 150 hours) is required and will be checked prior to course starting date. Students are required to bring their own SCBA with spare bottle and NFPA approved turn-out gear. Trimmed mustaches will be permitted, however due to NFPA standards, students with beards, goatees, etc. will not be allowed to participate. Turnout gear and SCBA required Thursday afternoon and Friday. Pre-registration is recommended for this course. NOTE: This 2-day course will be held Thursday through Friday. Limited to 35 students. Lead Instructor: Harold Hoskins, Major Lexington Fire and Emergency Services 203 Rapid Intervention (RIT) The intense 4-day class designed for the experienced firefighter who wants to expand their knowledge, skills, and performance during RIT operations. Classroom portions will be limited, focusing on the Development of RIT Programs, Preventing RIT Activations and Commanding RIT Operations. Hands on segments will be extremely demanding both mentally and physically by reviewing and developing skills of firefighter survival, rescue, and RIT Team operations. Training will conclude with increasingly difficult scenarios utilizing basic skills and tools. Prior exposure to firefighter survival and rescue training is strongly recommended. This is a HANDS-ON class so Full PPE is required, limited quantities of SCBA s will be available. NOTE: This 4-day course will be held Thursday through Sunday. Limited to 40 students. Experienced fire instructors will cover the basics of hose, ladders, SCBA, and PPE. The course will include hands-on drills and the opportunity for students to don protective equipment and extinguish live fire in a controlled environment. This course will also cover the minimum 20 hours of training needed for the new fire department member prior to emergency response activity as recommended by the Kentucky Fire Commission. NOTE: This course will run Thursday through Sunday. Class is limited to 30 students. Full PPE is required including SCBA and a spare cylinder. Students must be 18 years of age. Instructors: Lexington Fire Department Training Bureau Staff. 205 Pump Maintenance and Testing Off-site Course (Lexington Fire Training Center) This course will cover the proper maintenance and annual service test procedures for pumping apparatus. It is designed to help you develop a working knowledge of fire pumps and maintain your apparatus in the most serviceable condition possible. NOTE: This 2-day course will be held Saturday through Sunday. Practical work requires work clothes and full turnout gear. Lead Instructor: Kevin Callihan, KY Fire Commission - State Fire Rescue Training, Area 10 206 Fireground Ergonomics: Working Stronger, Working Smarter East Hall Dr. Paul Davis, a former firefighter/paramedic, will deliver a seminar on the latest concepts in firefighter fitness. The purpose of this seminar is to define physical fitness dimensions and identify/quantify critical firefighting tasks. NOTE: This course will be held 1:00-5:00 p.m. Thursday. Lead Instructor: KBEMS Staff 302 EMS Evaluator Required by Kentucky regulations, this course is designed to equip the evaluator to competently and effectively evaluate candidates at practical skills examinations of all levels. It ensures fair and objective evaluation of candidates by acquainting evaluators with accepted, standardized procedures promoted by the NREMT and the State of Kentucky. It promotes consistency at practical skills examinations across the state by providing the evaluator with a working knowledge of regulatory requirements, evaluator qualifications and responsibilities, and staffing/equipment requirements. 300 Emergency Medical Services continued Co-Supervisor: Mike Gribbin, Lexington Division of Fire & Emergency Services (LFD) Co-Supervisor: Letch Day, Kentucky Board of Emergency Medical Services (KBEMS) 303 EMS Instructor Curriculum Orientation This class is designed to educate the EMS Instructor candidate in utilization of the U.S. DOT National Standard Curriculum as the training guidelines for initial and refresher training for First Responder, EMT-Basic and Paramedic Education conducted throughout the Commonwealth. This course is one of the requirements to become an EMS Educator certified by the Kentucky Board of EMS. NOTE: This 4-hour course will be held 12:00 noon-4:00 p.m. Thursday. Limited to 25 students. Lead Instructor: KBEMS Staff 304 EMT Refresher Off-site Course (Lexington Fire Training Center) This is the mandatory section of the U.S. DOT EMT-Basic Refresher as required for recertification as a National Registry EMT-Basic. This 18-hour course will also qualify as CE s for state recertification as an EMT- Basic. Course includes sections on Disaster Management/Mass Casualty Incidents, Airway Management, Patient Assessment, Medical/Behavioral Emergencies, Trauma, Emergency Childbirth, Pediatrics and Ambulance Operations. This course includes the 2-hour HIV/AIDS education requirement. Students should bring a CPR pocket mask, penlight and stethoscope. NOTE: This 3-day course will be held Friday through Sunday. Topics will cover scenarios such as: Farm machinery and heavy equipment rescues, safety and rescues involving all-terrain vehicles and riding lawn mowers, techniques for setting up a landing zone, and many more. Students will be trained with hands-on scenarios involving various types of rural and urban farming equipment and become familiar with their functions. Safety equipment needed for this course include: Helmets, eye protection, extrication jumpsuit/turnout gear, gloves, and boots. Limited to 40 students. NOTE: This 2-day course will be held Thursday through Friday and Saturday through Sunday. Students will be instructed in the most effective rescue techniques designed to protect both the victim and rescue personnel. Simple and sophisticated rescue equipment will be employed as the situation requires. Full personal protective equipment without SCBA is required. Prerequisite: One year of service and a working knowledge of basic rescue tools. NOTE: This 2-day course will be held Saturday through Sunday. 400 Special Operations Co-Supervisor: Casey Hall, Coordinator - Kentucky Fire Commission - State Fire Rescue Training Coordinator, Area 5 Co-Supervisor: Rick Jordan, Battalion Chief - Lexington Division of Fire & Emergency Services (LFD) 403 Structural Collapse This program is designed to give the emergency responder the knowledge and skills required for interior rescue shoring operations. The class will cover shoring operations and shoring size-up, use and training of rescue personnel in shoring operations, setting up shoring operations, and specific interior shoring procedures using wood and pneumatic shores (diagonal brace, T-shore, door shore, window shore, horizontal shore, laced-post shore, vertical shore, and two-post vertical shore). In this important course you will learn about the Insurance Services Office including a historical perspective of previous grading schedules. An overview of the current Fire Suppression Rating Schedule will be presented. All grading items and the individual weighting assignments in fire alarm, fire department and water supply will be covered. The establishment of needed fire flows and their importance throughout the grading process will be emphasized. Public Protection Class 9 and individual property fire suppression evaluations will be explained. Important correlation between insurer loss experience and public protection classifications is included. Basic Chaplaincy prepares us for the major crises we all hope never happens. What do we do the rest of the time? In this two-day we will be exploring practical ways to take care of our brothers and sisters in the fire service as well as their families. How do we build up our fire fighters and their families so they can withstand the storms of life? - and then if or when the storm rages, how can we support these families in their time of crises? Completion of both Chaplain classes will fulfill all requirements to be a certified Chaplain through the State Fire Commission. NOTE: This 2-day course will be held Friday through Saturday. Participants may attend the entire program or only one of the segments. Segment One Thursday Basic Fire Inspection Techniques Target audience new or prospective fire inspectors and active fire inspectors desiring to review inspection techniques. This segment will deal with basic fire inspection techniques, including inspector qualities, inspection procedures, identifying common fire violations, and fire hazards in specific occupancies. The class will also cover the Kentucky standards of safety as they relate to existing facilities. The class will include an inspection simulation in which students will identify fire hazards from photos. Segment Two Friday to Sunday NFPA 101, Life Safety Code & NFPA 1, Uniform Fire Code Target audience while there are no prerequisites for participation in this segment, students should have some prior code knowledge and experience in fire inspections, including those students attending segment one. The first part of this segment will cover the basic requirements for existing buildings found in NFPA 101, Life Safety Code. It will cover the general requirements for all facilities as well as the specific requirements for occupancies including assembly, education, mercantile, business, residential, storage and industrial. It will not cover those facilities which are the primary responsibility of the state fire marshal such as day care, health care or ambulatory care. The second part of this segment will introduce the students to the basic provisions of NFPA 1, uniform fire code which are not contained in the life safety code. If possible, students attending the second segment should bring a 2006 life safety code, a 2006 NFPA 1, UFC and a calculator. While the inspector certification test is not a part of this class, arrangements to administer the test can be made.
