OPEN EXAMINATION For DATA PROCESSING MANAGER I This examination is being administered through the Special Examination and Appointment (SEA) Program which uses an alternative examination and selection process for filling specified positions. DIVISION POSITION LOCATION : Information Systems : Unit Manager : Sacramento SALARY : $5318 - $6993 FINAL FILING DATE : July 10, 2014 This position may be subject to allocation approval by the Human Resources Branch. RESPONSIBILITIES Under the general direction of the Data Processing Manager (DPM) III within the Enterprise Services Support Section, the Unit Manager oversees the Asset Management Unit (AMU) which is responsible for the tracking and disposing of Information Technology (IT) equipment, ensuring the Remedy Asset Management System (RAMS) is updated, and coordinating the loaner laptop program and the software asset management program which ensures compliance with software procurement/management standards, regulations, and policies. MAJOR DUTIES INCLUDE Directs the analysts responsible for tracking all incoming IT assets and ensures the RAMS is updated and customers are promptly notified of the hardware and/or software receipt. Through subordinate staff, directs and coordinates the proper disposal of IT equipment and ensures the RAMS is updated. Directs and coordinates the departmental laptop loaner program which provides check-in and check-out services. Directs and coordinates the DMV software asset management program ensuring appropriate computer software management practices. Ensures that computer software the DMV uses or purchases with State funds is legally procured and is used in compliance with licenses, contract terms, and applicable copyright laws. Prepares audit responses related to the DMV Software Asset Management Program. Tracks IT Asset Management processes and procedures for all DMV Divisions. Participates in the decision making process related to IT Asset Management roles and responsibilities, including strategic plans, annual goals, objectives, reviews of metrics, and development of action plans. Assesses, develops, and implements all staff annual training needs and prepares annual performance evaluations. Mentors and leads the areas of career development, work strategy, process improvement, and system automation. Evaluates the work of subordinate staff to ensure conformance to processes, procedures, policies, and standards. Evaluates staff s current and future workload, and takes appropriate action to optimize work schedules. Plans, directs, coordinates, and assigns project workload and tasks related to asset management and software management. Resolves discipline, grievance, and complaint issues. Recruits and hires for vacancies within the IT AMU. Prepares project reports, schedules, and the more complex documentation related to the support services and activities of the AMU. 2

MAJOR DUTIES INCLUDE CONTINUED Attends all IT project meetings related to the purchase of IT software and hardware, providing input and recommendations related to IT asset management and software compliance. Complies with security policies and procedures established by the data owners and the Information Security Officer. Implements the technical means to preserve the integrity and security of the department s information assets, and manages the risks associated with those assets. Advises the data owners and Information Security Officer of control vulnerabilities, and recommends alternatives to enhance data security and integrity for existing and developing systems. Performs other job related duties as required. POSITION SPECIFIC QUALIFICATIONS/EVALUATION CRITERIA In addition to the minimum qualifications listed, the following position specific qualifications will be evaluated. MINIMUM QUALIFICATIONS Either I One year of experience in the California state service performing electronic data processing duties of a class with a level of responsibility equivalent to Information Systems Technician Supervisor II. Four years of progressively responsible experience in EDP systems design, programming, or operations, at least two years of which shall have been in a supervisory assignment. (Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility equivalent to Information Systems Technician Supervisor II.) Or II Education Experience: The following educational background is required of all competitors who wish to be given credit for experience under the outside experience pattern for any level: Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) KNOWLEDGE AND ABILITIES Knowledge of: Principles, practices, and trends of public administration, including management, organization, planning, cost/benefit analysis, budgeting, and project management and evaluation; employee supervision, training, development and personnel management; current computer industry technology and practices; principles of data processing systems design, programming, operations, and controls; State level policies and procedures relating to EDP; the department s goals and policies; department s Equal Employment Opportunity Program objectives; a manager s role in the Equal Employment Opportunity Program and the processes available to meet Equal Employment Opportunity objectives. SPECIAL PERSONAL REQUIREMENTS Demonstrated ability to act independently with flexibility and tact. ADDITIONAL DESIRABLE QUALIFICATIONS In appraising the relative qualifications of candidates for all levels, consideration will be given to the extent and type of experience related to the electronic data processing functions listed in the Scope of this specification and to the extent and type of pertinent education beyond that required under Minimum Qualifications. Preferred additional education includes courses in public administration. Job-selection criteria specific to each position and consistent with the knowledge, skills, and abilities of the classification will be applied.
