JOB DESCRIPTION POST TITLE: POST NUMBER: WEB DEVELOPER IT14 GRADE: 9 RESPONSIBLE TO: RESPONSIBLE FOR: LIAISON WITH: BUSINESS DEVELOPMENT & PROJECT MANAGER N/A ICT Team, all users (customers) of MDDC ICT systems (officers, members, and members of the public), and with external contractors, suppliers, and other organisations, as necessary KEY CORPORATE ACCOUNTABILITIES: 1. To support ICT Services in meeting the Corporate Aims and Objectives. 2. To provide ICT support to users on a day-to-day basis, according demands and priorities, and/or as directed by Head of Business Information Services. 3. To contribute to the efficient running of ICT systems and services, achieving cost savings where possible 4. To develop and support the Council s web sites as directed KEY SERVICE ACCOUNTABILITIES: 1. To provide day to day support, advice and guidance to all users of MDDC, according to defined priorities and service level agreements, working with other ICT Team members where appropriate, logging and recording resolutions of all calls, using the ServiceDesk system. 2. To achieve high levels of customer satisfaction. 3. To diagnose hardware and software faults, liaising with external suppliers as necessary, implementing solutions to problems, and maintaining and creating all necessary documentation including diagrams and procedures and training guides 4. To promote and maintain a high level of data security for all council systems and networks, achieving PSN compliance annually. 5. To maintain inventory of hardware, software and configuration items, and carrying out installations and configurations as directed. 6. To maintain knowledge of current and emerging technologies, through research and training, and evaluate where appropriate. 7. To provide technical advice in liaison with external suppliers. 8. To provide project management or project support for ICT related projects

To develop and maintain the web sites using a range of industry standard and proprietary tools eg open source, middleware, business processing applications, online forms, and programming languages (eg javascript, C#, Visual Basic, HTLM5) 10. To operate as a member of the ICT Team, providing cover for other Team members, and to promote skills exchanges. 11. To support internal training courses, and where appropriate, deliver training. 12. To arrange and administer external training courses where appropriate. SOFTWARE COPYRIGHT Where the postholder develops, alters, or otherwise amends computer software or programs with which he/she comes into contact in the course of his/her employment, any copyright in such software or programs coming into existence by reason of such development of amendment shall become the property of and vest in Mid Devon District Council. Intellectual copyright shall remain with the author. OTHER DUTIES: In order to deliver services effectively, a degree of flexibility is needed and the postholder may be required to perform work not specifically referred to above. Such duties, however, should not normally exceed those expected of an employee at that grade. PERSON SPECIFICATION WEB DEVELOPER Qualifications and Experience: Knowledge and Expertise: ESSENTIAL Minimum 5 GCSEs (grade C or above) including English and Maths or equivalent ITIL Foundation level Experience in ASP.net, C# PHP, Java, HTLM5, CSS Experience with web services such as XML, SOAP, Apache, IIS server operating systems Windows, Linux & variations etc MSSQL, MySQL Knowledge of Microsoft operating systems (desktop and server) Knowledge of computer networks and protocols business processes network security and data protection requirements. Skills: Ability to communicate well, both orally and in writing to a range of audiences Ability to operate effectively under sustained pressure to strict deadlines Ability to diagnose and resolve a range of complex technical issues Ability to conduct research and produce briefs on ICT systems Personal Attributes: High personal standards, organised self discipline to work to deadlines, to prioritize, plan and DESIRABLE An appropriate professional qualification or degree Customer care management Prince2 qualification data and telephone communications networks Experience in application development Understanding of Oracle databases Understanding of thin client technologies (e.g. CITRIX) Understanding of telephony Ability to acquire additional skills and promote selfdevelopment.
