Official Plan Amendment Proposal Summary File N o : D01-01-15-0006 Manotick Secondary Plan City - initiated Official Plan Amendment Date: August 5, 2015 Planner: Rose Kung Ward: 21 Rideau-Goulbourn Ward Councillor: Scott Moffatt Planning Area: The Official Plan Amendment (OPA) applies to the entire Village of Manotick. The Planning and Growth Management Department undertook a review of the existing Manotick Secondary Plan as a result of a project to update village plans older than five years as part of the update of the Official Plan (OP). Due to the extent of updates required, a separate project was initiated in early 2014 involving Manotick residents, property and business owners as well as other interested individuals. Three public consultations/open houses were held as well as smaller meetings with a public consultation group which represented various stakeholders. The draft Manotick Secondary Plan and associated zoning changes were presented at the third meeting on June 27, 2015. The Mud Creek Subwatershed Study is being completed in parallel with the secondary plan update. As part of this study, minor changes to the City s Natural Heritage System mapping have been identified in and around the Village of Manotick. These proposed changes were also presented at the meeting on June 27, 2015. Purpose of Official Plan Amendment Proposal: The proposed Official Plan Amendment will: (1) Replace the existing Manotick Secondary Plan found in Volume 2C with the proposed Manotick Secondary Plan; (2) Update Schedule A Rural Policy Plan to adjust the Village boundary to be in accord with the village boundary found in the Manotick Secondary Plan; (3) Remove the former City of Nepean policies relating to Manotick found in Volume 2C of the Official Plan; (4) Amend the OP s Schedule L Natural Heritage System Overlay and replace it with an updated schedule; (5) Amend the OP s Schedule H Road Network Select Villages to add the Mahogany community s collector road, and; (6) Amend the OP s Permitted Uses in Village s policy to increase retail and commercial services up to a maximum of 11,000 sq.m. gross leaseable area at the Mews.
Proposal Details: Further to the section above, the details of the OPA are as follows: (1) The proposed Manotick Secondary Plan is attached. Highlights of the Plan include: a n updated land use plan and policies, servicing policies directing future expansion of central services and addressing existing private septic and wells; plans for future pedestrian and cycling networks; ways to increase access to the Rideau River, a National Historic River and a UNESCO World Heritage Site and; some opportunities to increase ground-oriented multi-unit residential development outside of the Village Core. (2) The lands located south of Barnsdale Road, east of Rideau Valley Drive and north of Bankfield Road will be included in the Village designation shown on Schedule A Rural Policy Plan since the village boundary does not match the one shown in the Secondary Plan (existing and proposed). (3) Policies entitled Former City of Nepean, 2.9 Manotick Village are out of date and proposed to be removed from Volume 2C. The policies refers to lands located in the former City of Nepean (bounded by Mud Creek, Ottawa Road #8 and Ottawa Road #13), which are to be included as part of Manotick and refers to development of these lands until a Master Drainage Plan and Servicing Study has been completed. These studies have been undertaken and some of these lands have already been developed. (4) As a result of the Mud Creek Subwatershed Study, the natural heritage system overlay has been updated and this information will replace Schedule L Natural Heritage System Overlay in the Official Plan. The proposed schedule is attached. (5) Existing arterial and collector roads in Manotick are shown on Schedule H Road Network Select Villages. The Mahogany community s collector will be added to this Schedule. (6) Section 3.7.1 Villages, Policy 7, which pertains to permitted uses including retail and commercial service facilities up to 10,000 sq.m. gross leaseable area (gla). In order to accommodate future growth of the Mews shopping centre (including a possible grocery store expansion), it is proposed that the current limit be expanded to 11,000 sq.m. gla in Manotick.
Related Planning Applications The land to which the proposed Official Plan Amendment applies is the subject of a City-initiated amendment to the Zoning By-law (File No. D02-02-15-0034). Timelines and Approval Authority Deadline for comments is September 5, 2015. The target date the proposed Amendment will be considered by the City s Agriculture and Rural Affairs Committee in the Fall 2015. Submission Requirements If you wish to be notified of the adoption of the proposed Official Plan amendment, or of the refusal of a request to amend the official plan, you must make a written request (i.e., return the attached comment sheet) to the City of Ottawa. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Ottawa before the proposed Official Plan amendment is adopted, the person or public body is not entitled to appeal the decision of the Council of the City of Ottawa to the Ontario Municipal Board. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Ottawa before the proposed Official Plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
