PROJECT PRESENTATIONS 26. Dissemination at the launch event of The 2010 Social Inclusion Regional Group (SIRG) [Brussels, 2010/02/23] As you can visit in its web page, the 2010 Social Inclusion Regional Group is a transnational coalition of local and regional actors keen to respond proactively to the opportunities of the 2010 European Year for Combating Poverty and Social Exclusion. The 2010 SIRG is an expert stakeholder at the European level for the Year, and it is also an official partner of the Year. The network has the following thematic priorities: eradicating child poverty, supporting inclusive labour markets, ensuring access to quality social services and decent housing, supporting the equalities and non-discrimination agenda, tackling financial exclusion and over-indebtedness. The 2010 Social Inclusion Regional Group was established following the publication of a proposal document by the North East England Office in Brussels, and the Flanders- Europe Liaison Agency calling for a rationalisation of efforts during the 2010 European Year. By rationalising efforts and working together, the funding partners of local and regional offices based in Brussels could ensure a higher quality of events, better dissemination for exposed best practices, and an efficient sharing of costs in the light of strained public budgets resulting from the economic crisis. The 2010 Social inclusion Regional group also responds to a desire by a number of local and regional actors to be more actively consulted on the future of European social policy with an acknowledgment of the front-line role played by the local and regional level and a greater engagement. The 2010 SIRG is led by a steering group of regions who have elected to allocate financial and human resources for the programming of events and activities. The steering group is currently drafting a joint work programme which will serve as the terms of reference for the 2010 Year. Many of the regions sitting on the steering group represent both the local and regional level. At present, the steering group includes the following regions and networks: - North East England-United Kingdom (Chair of the Steering Group) - Flanders-Belgium - Veneto-Italy - West Sweden-Sweden - Oslo Region-Norway - Valencia-Spain - Extremadura-Spain - North Hungary-Hungary Dissemination Report 28

Dissemination at the First Meeting of the Daphne III Project Acquiring knowledge and raising the quality of services targeted to minors victims of violence [Milan, 2010/02/24-25] The European project entitled Acquiring knowledge and raising the quality of services targeted to minors victims of violence in which the Valencian Regional Government participates through the Fundación Comunidad Valenciana-Región Europea and the Regional Ministry for Social Welfare, held its first transnational meeting on 24 and 25 February in Milan. The objective of this kick-off meeting, in which the partners of the project participated, was to analyse and distribute the activities to be carried out by each partner throughout the two years of duration. This project is integrated into the Daphne III Programme, which is the specific programme to prevent and combat violence against children, young people and women, and to protect the victims and groups at risk within the general programme Fundamental Rights and Justice of the Directorate-General for Justice, Freedom and Security of the European Commission and aims to contribute to prevent violence against children and young people, and to extend the services available to every geographic area for the protection of these victims. Another objective of this project is to exchange experiences Dissemination Report 30
PROJECT PRESENTATIONS and best practices, as well as to evaluate the quality indicators in the field of the services aimed at minors victims of violence. By means of the implementation of this project, structured in ten phases, information and data will be gathered at European level about the violence exerted on children. At the same time, this project will try to compare the legislation on this subject in the different partner countries. Consequently, the project will provide information about the services available for minors victims of violence, will enable the exchange of best practices and experiences, the establishment of common indicators for the self-assessment of these services, and the examination of the established indicators. All of this will enable to improve the quality of these services, as well as the prevention of violence, the diagnosis and the improvement in the quality of the centres at European level. To achieve these objectives, the partners will meet periodically to exchange information and best practices, to create a series of training materials, common European indicators, and to carry out dissemination campaigns that provide greater knowledge of the existence and quality of these services. Thanks to the European funds that the project benefits from (426,581 ), the implementation of the project is feasible, achieving a series of European indicators that will show the existence and quality of these services available for children and young people who have suffered violence. The project, led by the Region of Lombardy, through the Department for Family and Social Solidarity, has other European partners, coming from Romania, Bulgaria, France and Spain; they are: Galdus, Synergia, ASL Bergamo (the three Italian partners), Fundatia Parada (Romania), La Voix de l Enfant (France) and the Foundation ECIP (Bulgaria). Moreover, it is worth pointing out that Spanish partners are also participating in this European project such as the Ministry for Social Welfare, and the Fundación Comunidad Valenciana-Región Europea, which will be in charge of the dissemination of the project and its results at European scale. During the meeting, the FCVRE showed some of its projects, such as Iter. Dissemination Report 31

Various studies have shown that juvenile violence and delinquency are delicate problems to treat owing to a series of linked causes: parents, against the aggression of the youngster, leave the tasks of education to the school. yet the teacher cannot concern him or herself with behavioural education in addition to academic instruction, so when faced with a lack of respect it is common that the teachers find themselves unable to control the situation and the police are required to intervene, on many occasions in an aggressive manner which does little for the education of the youth. With this in mind, the regional council of Alicante has designed a series of police Dissemination Report 41

The main objective of the project is to attain the involvement of all those working in and responsible for, young learner education, through the creation of a cooperation network geared at avoiding delinquency and juvenile violence. ITER wants to increase the involvement of policy bodies to prevent juvenile violence, to improve the interaction between the Police and those families which have the problem and to promote cooperation between the different associations and organisations involved in this field. To achieve this objective, a series of training courses is being devised relating to the prevention of juvenile delinquency between the agents of the participating security services, those families in which the problems occur will be analysed, and cooperating organisations will give informal talks in schools among other activities in an effort to raise awareness and help prevent such problems.
