IoT Came Into Chinese Government s Insight in 2009 On 7 August 2009, former premier Wen Jiabao visited the Wuxi Hi-tech Micronano Sensor Network Engineering and Technology R&D Centre, and proposed to establish Sensor China centre quickly In November 2009, Wen Jiabao pointed out to make breakthrough in key technologies of sensor network and IoT at the 60th anniversary of the founding of Chinese academy of science In March 5th, 2010, Wen jiabao emphasized to increase the research and application of IoT in the government working report In June 2010, former president Hu jintao pointed out to speed up the development of IoT on the congress of CAS and CAE 3 Government Intensively Promotes the IoT (in 2012) 1 In February 2012, The 12 th five-year development plan for the IoT is issued by MIIT, the UHF and microwave RFID tags, smart sensors are stressed, and demonstration projects on nine application areas will be carried out 2. In March 2012, National IoT standards promotion group is established by SAC and NDRC jointly with relevant leading departments of industries 3 On 30 th May 2012, Central government approved The 12 th five-year development plan for national strategic emerging industry, in the plan IoT is one of important tasks and major projects 4 In May 2012, NDRC issued Announcement to organize and implement the IoT technology R&D and industrialization special project of 2012, the project will especially rely on national IoT application demonstration projects which have been initiated in 10 application areas, such as transportation, public safety, agriculture, forestry, environment protection, household, e-health, industrial production, smart grid, logistics, the funding is about 600 million. In September 2012, MIIT initiated the IoT Special funding to promote the R&D of IoT system and key technology 5 on 20 th August 2012, MIIT issued Development plan outline of Wuxi sensor network innovation demonstration area (2012-2020), China will increase the financial support to the IoT industries in the demonstration area, strengthen tax support 4

Government Intensively Promotes the IoT (in 2013) In February 2013, Central government issued the state council on the guidance to promote the healthy and orderly development of the Internet of Things Overall goals: To realize the widely usage of IoT in the fields of economy and society, to master the key core technology of IoT, to basically form a safe, controllable IoT industrial system with international competitive, to become an important force to promote the development of economic and social intelligence and sustainable. Investments on IoT R&D increases continuously China promotes IoT R&D continuously via the national programs, such as Mega projects III(New generation broadband wireless mobile communication network), Mega project I(Core electronic components high-end general chips and basic software ),863 program, 973 program, national natural science foundation of China Started from 2011, MIIT set the IoT special funding project jointly with MOF to support the IoT technology R&D, application demonstration and application promotion, standards, public service platform, the fund is about 500million per year In 2012, NDRC organized and carried out technology R&D and industrialization projects of IoT Mega Project I Mega Project III 863 program 973 program national natural science foundation IoT special funding project, MIIT technology R&D and industrializatio n projects of IoT, NDRC 7 Contents 1 Policies related to IoT Contents 2 Development of IoT applications and Industries 3 Standardizations of IoT in China 4 Architecture of IoT 8

Nine important application areas in The 12th five-year development plan for the IoT Economy economic operation Smart industrial Smart logistics Smart Agriculture infrastructure Smart Grid People s livelihood Society Environment Smart environment protection Intelligen t medical Smart household Intelligent transportation Smart city security and management 9 Pilots and demonstrations for IoT application areas (1) Industrial area agricultural area Financial services Smart Grid IoT can be applied for supply chain management, production process optimization, devices monitoring and management, energy consumption control, etc. Currently there re some use cases in the steel, petrochemical, automobile manufacturing industries. According to statistics, in Chinese market more than 40% of sensor is for industrial process control and automotive electronic products. IoT can be applied for crop irrigation, production environmental monitoring, agricultural products circulation and traceability, there s some pilots at these aspect already for instance: MOC and MOF jointly carried out 20 cities pilots for meat and vegetables circulation and traceability system, using RFID, bar code, CPU card With the incentive of Gold-card-project, 2nd generation id Card, China has become the 3rd rank RFID market in the worldwide; And mobile payment applications develop rapidly, for instance, China Mobile has had 40million subscribers registered for the mobile payment service. At present, the state grid has build up 18 intelligent substations, 23 cities are constructing intelligent distribution network, and more than 100million smart meters have been installed 10

Pilots and demonstrations for IoT application areas (2) Intelligent transportation logistics area IoT has been applied in the railway system for a time and has got some achievements, while the demonstration applications in the field of urban transportation, highway, waterway are still in the initial stage, in these areas, video surveillances are used most widely. At present, ETC has been provided in 26 provinces in China, and the ETC lane number is about 4600, and the number of users reaches 5.1 million The IoT technology such as RFID, GPS, wireless sensor, etc. have been applied in many process of logistics, the use cases mainly focus on the automatic identification of items, automatic positioning, process tracing, online tracking, online scheduling Medical and health care Public safety Smart environment protection In medial and health care, IoT applications are at the initial stage overall, some application pilots such as remote health monitoring, remote medical treatment, patient identification based on RFID, personnel positioning, drug management based on RFID, medical card have been used in a wide range There re some exploration on IoT for urban safety, coal mine safety, safety monitoring of bridges, highway, tunnels, invasion prevention of the airport Urban digital and grid management based on GIS, GPS, mobile communication network has been carried out in some cities. China mobile has built up the dedicated network for IoT Now China mobile has completed the IoT dedicated network construction, deployed specified network elements to support the dedicated IoT number segment, IoT intelligent communication channel, specified charging strategy Application &service (CS domain) Core Network Access Network Whole network App&service support platform Province level APP &service support platform IoT service gateway (PS domain) App&service support platform Network Infrastructure platform IoT dedicated network, China Mobile Business Operation Support System top level BOSS Province level BOSS Network management system Business operation support platform Three platforms: network infrastructure platform, application&service support platform and business operation support platform For network infrastructure platform, it includes access network and core network. The 2G/3G access network is shared by IoT and others communication; new SMSC, HLR, GGSN are established for IoT, while other core network infrastructure is shared Application & service support platform includes province-national wide two levels dedicated IoT application & service support platform and IoT service gateway. Business operation support platform includes the new established PBOSS, as well as the other top-level BOSS, province level BOSS and network management system 13 Smart city becomes the important landing point for IoT Smart city is the hot point of city development and construction Till February 2013, there re 219 cities in China announced to construct smart city There re 151 prefecture city, 11 sub-provincial city signed strategic agreement with enterprises; in four Direct-controlled municipality only Chongqing didn t issue smart city plan; Jiangsu, Zhejiang, Fujian, Guangdong planned to build six, eight, four, nine smart cities respectively, reaching 61%, 50%, 44%, 42% of prefecture city in these provinces the smart city construction in China involves different regions, economic levels, and regional features It is throughout regions of Middle, Eastern, western part of China covering cities with different level of economic development Smart city cluster is being built, from the smart city to smart province(e.g. Zhejiang) 14

Conclusion IoT is hot in China and Chinese government is trying to improve IoT development through policies and investments Though the development of IoT is still at the initiate stage, IoT has made lots of achievements in many application areas IoT standardization is important, and the progress of IoT standardization is speeding up IoT architecture is an key research point and the relevant research is in progress, and China-Europe will cooperate on the IoT architecture research 27
