YES NO DUTIES AND RESPONSIBILITIES Under the direction of the Assistant Secretary-General and Chief Information Technology Officer (CITO), the incumbent will assist with the consolidation of ICT units in the Department of Management as well as formulates and implements the substantive work programme of Infrastructure Management Service. His/her main responsibilities will include: oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas within, OICT, the Secretariat, and with other organizations of the United Nations System, as appropriate. The incumbent s responsibilities include: Leads, supervises and carries out the work programme of the Service under his/her responsibility Directs and oversee all instrastructure development and change management activities in OICT. Contributes to the development of the overall ICT strategy for the Secretariat. Evaluates a broad range of emerging echnologies to determine their maturity and applicability to the Secretariat. Interacts with internal and external clients, vendors and partner organizations to ensure continuous customer satisfaction. Coordinates and oversees the preparation of reports for presentation to ICT governance bodies, such as the ICT Executive Committee and the ICT Advisory Group, and intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.. Fosters teamwork and communication among staff in the Service and across organizational boundaries. COMPETENCIES Professionalism: Knowledge of Infrastructure project implementation, global telecommunications technologies, server technologies and operating systems, high capacity storage technologies, email systems, physical security systems, building management systems, personal computers management including software distribution/patches, mobile devices and remote access technologies (eg Citrix). Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. QUALIFICATIONS Experience: A minimum of fifteen years of progressively responsible experience in planning, designing, development, implementation and maintenance of information systems or related areas. Experience in managing large-scale Infrastructure Technology and application environments including physical data centers, data/voice/video/security networks (LAN/MAN/WAN), global telecommunications technologies, server technologies and operating systems, high capacity storage technologies, email systems, physical security systems, building management systems, personal computers management including software distribution/patches, mobile devices and remote access technologies (eg Citrix) is required. Experience in Infrastructure project implementation, including upgrades of the above technologies required. Ability to produce reports and papers on technical issues and to review and edit the work of others. Familiarity with strategic management concepts, strategy, change management, enterprise architecture framework, relevant technology platform is highly desirable. Certification/training in project management framework (e.g. PMI, Prince 2) is desirable. Indepth knowledge of the ITIL framework is desirable. Knowledge of business process improvement and reengineering techniques is desirable. Knowledge of UN rules, regulations, administrative processes and procedures is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations. Education: Advanced university degree (Master s degree or equivalent) in an ICT-related field such as: computer science, mathematics, information management, management information systems, engineering, or business administration. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Languages: English and French are the official languages of the Secretariat of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage. 2

However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013 Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions. The expression Internal candidates, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
