Currently, UW-Madisn prepares physical educatrs fr Wiscnsin Department f Public Instructin certificatin thrugh a named sub-majr: Physical Educatin Teacher Educatin in the BS-Kinesilgy degree, Kinesilgy majr. This prpsal requests apprval t plan fr a stand-alne BS-Physical Educatin degree prgram (BS-PE). The prpsed BS-PE prgram will prepare graduates fr certificatin as Physical Educatin teachers in kindergarten thrugh twelfth grade schls in Wiscnsin and acrss the natin. Students will be prepared in accrdance with Wiscnsin Department f Public Instructin and University f Wiscnsin Schl f Educatin regulatins, State and campus teacher standards and prgram gals. The Physical Educatin prgram will be subject t regular Wiscnsin Department f Public Instructin reviews and ten-year Schl f Educatin external reviews. What is Physical Educatin? While physical educatin addresses the knwledge (cgnitive) and scial (affective) aspects f the child, its main fcus is n physical develpment and skills (psychmtr). The gal f physical educatin is t develp physically educated individuals wh have the knwledge, skills and cnfidence t enjy a lifetime f physical activity. In the United States, physical educatin is almst always mandatry fr students in elementary schls, and ften fr students in middle schls and high schls. Sme schls als require physical educatin as a way t prmte weight lss in students. 1
It is critical t have highly qualified physical educatin teachers delivering a standards-based curriculum that will assist children in adpting and maintaining healthy lifestyles. Highly qualified physical educatin teachers pssess the skills and knwledge t facilitate imprved teaching practices, strengthen the quality f physical educatin instructin, and empwer students t achieve and maintain healthy, active lifestyles. Physical educatin teachers are certified t teach by virtue f having cmpleted an accredited physical educatin teacher educatin prgram that includes an internship and passing natinal cntent exams. The physical educatin teacher educatin curriculum is based n an established bdy f knwledge grunded in anatmy, physilgy, bimechanics, mvement science and educatin curses. Physical Educatin at the University f Wiscnsin-Madisn UW-Madisn has been preparing physical educatin teachers since 1911. In fact, UW-Madisn was the first institutin in the Midwest t establish an undergraduate prfessinal prgram fr the training f physical educatrs. The prgram was established as a majr in the Cllege f Letters and Science t meet a strng demand fr physical educatrs and play leaders, evidenced by the new recgnitin f health prblems, f educatinal values f athletics, and f the relatinship f leisure time t citizenship, industrial efficiency and cmmunity life. The prfessinal prgram was granted the degree f Bachelr f Science in Physical Educatin in 1919. Physical Educatin was a degree in the Department f Physical Educatin and Dance until 1990 when the Department f Physical Educatin and Dance merged with the Department f Therapeutic Science. Dance became an independent department. The Department was renamed Kinesilgy and had three undergraduate majrs: Kinesilgy, Physical Therapy and Occupatinal Therapy. Physical Educatin became a sub-majr under the Kinesilgy majr with n change in the curriculum. Physical Therapy mved t the Schl f Medicine and Public Health and the Occupatinal Therapy undergraduate majr mved t an MS degree. Cnsequently, the Kinesilgy degree was left with ne majr, Kinesilgy, and three submajrs under Kinesilgy (Athletic Training, Physical Educatin, and Exercise and Mvement Science). Athletic Training and Physical Educatin are prfessinal prgrams and Exercise and Mvement Science is a pre-prfessinal prgram. Recently, the Athletic Training sub-majr was mved t degree status. The academic evlutin f physical educatin at UW-Madisn is utlined in Appendix A. Why Seek Degree Level Status fr Physical Educatin? The decisin t seek degree level status nw fr Physical Educatin is driven by several factrs. 2
The recent mve f Athletic Training t degree status that was mandated by its accreditatin bdy prvided an pprtunity fr the Department t evaluate the Undergraduate Prgram. While the three sub-majrs shared a cmmn curricular cre, the curses surrunding the cre differed dramatically. The Department felt the differences were enugh t warrant that these prgrams be represented at the degree level. Therefre, the department is prpsing t ffer three degrees: Athletic Training, Physical Educatin and Kinesilgy. The third sub-majr (Exercise and Mvement Science) wuld remain as the Kinesilgy Degree. This change wuld give each prgram a distinct identity and ultimately, serve students better. Graduates are cncerned that there is n ntatin related t their physical educatin preparatin n their diplma and nly mdest ntatins n their transcripts because the Physical Educatin Prgram is a sub-majr rather than a majr r degree. Althugh Physical Educatin is a "sub-majr" at the campus level, the Wiscnsin Department f Public Instructin (DPI) fficially indicates that UW-Madisn prvides Physical Educatin at the "majr" level fr teacher certificatin. (Fr DPI purpses, teacher preparatin prgrams are designated at either the "majr" r minr" level.) Prgram visibility is lw because Physical Educatin is nt listed as a campus majr. Cnsequently, many high schl students are nt aware f the physical educatin prgram at UW-Madisn. Many f the students n this campus wh chse Physical Educatin d nt discver the prgram until their sphmre r junir years. As a result, their graduatin is delayed r they chse t pursue a different majr. Mving Physical Educatin t degree status will enable students t discver ur prgram earlier and t cmplete the prgram n time by starting as freshmen. We have tried ther ptins t increase the visibility f the prgram, but have cncluded that the best way t have nging visibility is t mve the prgram t degree status. In additin, the greater visibility f the prgram will allw us t recruit a mre diverse pl f students. Ultimately, mving the Physical Educatin prgram t degree status will help us serve students better. Expedited Review We are requesting an expedited review based n the fllwing criteria: Physical Educatin has been a sub-majr since 1992, thus exceeding the criteria f six years fr expedited review. 3
The prgram has sustained student interest. In spite f lw visibility, the Physical Educatin prgram has sustained interest as demnstrated by enrllment in Kinesilgy 121 Fundatins f Physical Educatin. This curse is ne f the first curses taken by students interested in applying t the prgram. Enrllment each year is 12-20 students. Mving this prgram t a degree will require n new resurces. The curses required in the new prgram are available in the current prgram. The new degree will nt duplicate ther prgrams in the Department f Kinesilgy r UW-Madisn. The Physical Educatin sub-majr will be discntinued after the new degree is in place. Need fr a Physical Educatin Degree at UW Madisn Student Demand: Demand fr physical educatin teachers is cnsistent. Admissin t the Physical Educatin prgram is limited t 15-20 new students per year. Currently, all graduates f the UW-Madisn Physical Educatin prgram receive ffers t teach. The prgram des nt anticipate increasing student enrllment in the near future, and any enrllment increases wuld be cntingent n increased resurces and teacher demand. N new resurces are requested fr this prpsal. Natinal Labr Trends / Emplyment Outlk: U.S. Bureau f Labr Statistics (BLS) prjected emplyment grwth fr teachers f kindergarten thrugh secndary schl t be abut as fast as average, with a ptential grwth f 17% frm 2010 t 2020 (www.bls.gv). Cmpensatin fr physical educatin teachers vary by city and schl district, but the median 2011 reprts n PayScale.cm shw the middle half f physical educatin teachers earned $31,894-$49,754. Fitness and recreatin sprts centers als hire physical educatrs t wrk with children s prgrams. Emplyment in these areas is expected t grw by 24% frm 2010 t 2020. Childhd besity has reached epidemic prprtins. A 2005 Gvernment Accuntability Office reprt identified increasing physical activity as the mst imprtant cmpnent in preventing besity. Physical educatrs play a critical rle in preventing childhd besity and assciated chrnic diseases by inspiring students t be physically active. Learning Outcmes: The Physical Educatin Prgram at UW-Madisn seeks t be a leader in physical educatin teacher training by ffering a prgram that prvides a strng basic science fundatin cupled with extensive didactic, labratry, and field experiences. a variety f student-centered learning pprtunities t develp critical thinking, prblem slving, and decisin-making skills required t teach effectively. The prgram prepares students fr graduate study in educatin, physical educatin, and Kinesilgy. Student learning utcmes are aligned with the framewrk f the Natinal Assciatin fr Sprt and Physical Educatin and the University f Wiscnsin Teacher Educatin Standards. Graduates f UW-Madisn BS- Physical Educatin Teacher Educatin Prgram will meet the University f Wiscnsin Teacher Educatin Standards (See Appendix B). Curriculum Overview The prpsed 4 year 120-credit prgram prvides rigrus preparatin fr physical educatin teacher candidates in the basic sciences, Kinesilgy cursewrk, and curriculum and pedaggy. Students participate in substantial field wrk during the prfessinal sequence. They are trained t wrk with a brad range f students with different learning needs and abilities, and wh cme frm varied cultural and sci-ecnmic backgrunds. All curses listed belw are currently ffered. The BS in Physical Educatin will allw students t learn frm faculty with active research prgrams cmmitted t the creatin f new knwledge in the field f educatin and kinesilgy. Thus, this prgram is entirely aligned with the research, teaching and utreach missins f the campus. Relatin t Other UW-System Academic Prgrams Eight ther UW-System institutins currently ffer Physical Educatin teacher preparatin prgrams. The prgram at UW-Madisn has been unique in its lng histry, rigrus science preparatin fr students, and link t riginal research in human mvement and exercise. Apprval f the prpsed change has n impact n the number r cnfiguratin f State teacher educatin prgrams in Physical Educatin. The presence f this prgram at a majr research university like UW-Madisn places it in a strng psitin t maximize available resurces in the educatin cmmunity t create vibrant experiences fr students. Lastly, the ability t expse students t cutting edge educatin research has a psitive impact teacher preparatin and interest in graduate study. Initially a B.S. degree in Physical Educatin, it became an Optin: Physical Educatin in 1990 when the Physical Educatin and Dance Department was renamed the Department f Kinesilgy.
