WILL KAUL Vice president, transmission Will Kaul is vice president of the transmission division at Great River Energy, an electric generation & transmission cooperative serving approximately two thirds of the geography of Minnesota. Great River Energy s transmission system is made up of 102 transmission substations and more 4,500 miles of transmission line, including the unique 435 mile HVDC transmission line that stretches from the company s flagship power plant, Coal Creek Station in Underwood, North Dakota, to a converter station in Delano, Minnesota. Kaul is a founder of CapX2020 and has served as its chair since its formation in 2004. CapX2020 is a collaboration of eleven utilities that have jointly planned for the expansion of the high voltage transmission grid serving a large region in the Upper Midwest. CapX2020 has been successful in permitting its first group of four projects estimated at nearly $2 billion. He is also a director and the immediate past president of WIRES, a Washington, D.C. based working group that promotes investment in the transmission grid. In addition, Kaul was elected in July to serve as one of three transmission owner/developer representatives on the Stakeholder Steering Committee of the Eastern Interconnection Planning Collaborative. Kaul has provided testimony to Congress, FERC, state legislatures and regulatory agencies and has presented at numerous national conferences. Kaul has been employed by Great River Energy and one of its predecessor companies for over 30 years. Prior to his employment by the cooperative, Kaul worked at the Minnesota Legislature and for the Minnesota State Planning Agency. Kaul holds a bachelor s degree in economics from the University of Minnesota.

RYAN STAI ASSOCIATE ryan.stai@leonard.com Ryan is a senior associate in the firm s Construction litigation practice. He has gained substantial experience litigating large, complex construction cases. Ryan recently was part of the three-attorney litigation team that arbitrated a $90 million claim against the world s largest manufacturer of combustion gas turbines used in combined-cycle power plants. The arbitration hearing lasted nine weeks and involved 20 witnesses (six of whom were experts), 800 exhibits, and over 500,000 pages of discovery documents. Ryan was involved in all aspects of the case, including discovery, dispositive motions, the hearing, and post-hearing briefing and arguments. He worked closely with general counsel, corporate and plant management, and plant employees to uncover the factual background of the case, locate key documents, coordinate discovery responses and prepare for testifying at the hearing. Ryan has been involved in a number of litigated cases for a Fortune 100 company regarding energy-efficient technology and performance-guarantee contracts. He has worked on discovery matters, various motions, legal research for motions and trial, trial preparation and post-trial briefing.
