Statement of Qualifications Prepared By: JAYA Corporation 4900 University Square, Suite 30 Huntsville, AL 35816 TEL: (256) 722-0700 FAX: (256) 722-0711 EMAIL: igis@jaya corp.com Small Disadvantaged Business, SBA 8(a) Program Participant CAGE: 07DR3 GSA Advantage Contract Number: GS-1OF-0620P

JAYA Corporation, a Huntsville, Alabama based company, was established in 1995 to provide IT support, spatial technologies, and professional services to government agencies and commercial clients. Our initial business base, which continues to this day, is environmental projects that make use of spatial technologies supporting the US Army Engineer Research and Development Center (ERDC). Major areas of support include wetland delineation, riparian ecosystem assessment, aquatic biology, and spatial modeling to support the Homeland Security Program. Since our initial contract our operations expanded to providing a wide range of IT, mapping and GIS services to other federal agencies. To support these services, JAYA maintains a production facility at our Huntsville office that includes: 4 GIS workstations with ESRI ARCGIS 1 Imaging workstation based with LEICA ERDAS Imagine 2 Microsoft Windows servers 2 Linux server to accommodate an ftp site for data exchange, and Document Management System (EMC 2 Documentum Content Management Server and ERoom) 1 Large format color plotter 1 Flat bed scanner 1 Large format high-resolution tablet digitizer The workstations and support computers are connected for intranet / Internet access. JAYA Corporation is staffed with skilled image analysts, data capture specialists, GIS analysts, biologists, ecologists, web developers, mathematicians, and computer programmers managed by experienced management personnel. JAYA constantly strives to improve services and to exceed customer expectations. It is our philosophy that by maintaining emphasis on values and quality strengthens our competitive advantage and continues expanding our reputation. Today JAYA Corporation offers the following services: Spatial Technologies Data Conversion and Map Production o Scanning and digitization o Data integration GIS Geographic Information Systems/Geodatabase o Design, development, and implementation o Analysis and modeling o Application development o Web based applications o Geospatial intelligence technologies o Baseline data development

Digital Elevation Modeling o Stream Modeling and Networking o 3D scientific and engineering data visualization o 3D Terrain Modeling and Terrain Database Development Image Processing o Orthorectification o Land Use/Land Classification o Feature Extraction o Application Development Softcopy Photogrammetry Relational Database Design and Development Environmental Services Ecosystem Assessment Wetland Delineation Watershed Assessment and Planning Groundwater Monitoring System Design Wildlife/Habitat Survey Hydrogeomorphic (HGM) Approach for Assessing Wetlands Field and Laboratory Data Collection, and Data Analysis and Dissemination Web-based Data Dissemination / Repository Spatial Database Digital Document Management System / Workflow The following is a list of current and recent clients: U.S. Army Engineering and Support Center, Huntsville, AL Environmental Laboratory, U.S. Army Engineer Research and Development Center, Vicksburg, MS Missile and Space Intelligence Center, Defense Intelligence Agency Arnold Engineering Development Center, USAF U.S. Army Space and Missile Defense Command Environmental Engineering Department, Marshall Space Flight Center, NASA Southern Region, USDA Forest Service Southeast Region, U.S. Fish and Wildlife Service, Department of Interior Midwest Region, National Park Service, Department of Interior

GeoSpatial Information Technology (IT) Decision Making Support OVERVIEW OF JAYA Corporation JAYA provides government agencies with the following Information Technology (IT) services: Geospatial Modeling Environmental Remote Sensing (data and sensor) Digital Document Management Since our inception, JAYA has maintained growth by building win-win relationships with our customers based on our ability to adapt to the dynamic needs of customers, utilization of available technologies, and applying the required resources with the knowledge, skills, and abilities to successfully execute tasks and challenges. JAYA is headquartered in Huntsville, AL and is an SBA 8(a) small business. GeoSpatial Capabilities (Supports: facility/site management, environmental, terrain and map data production, map update, site analyses) GeoSpatial Database Development JAYA utilizes standard off-the-shelf technologies augmented with innovative methods to develop the geospatial data and application necessary for our customers to accomplish their goals. Data Development by Combining Existing Data with Current Information and GPS Technology JAYA addresses data development by performing the research of available existing data augmented by GPS and/or current digital data from aerial or satellite platform which minimizes design of base data. JAYA has developed a field data recorder based on an integrated platform of a tablet-pc, Trimble GPS, and ESRI ArcView. Remote Sensing Capabilities (Supports: land use analyses, map feature update, terrain modeling and analyses) Today remote sensing is synonymous with data obtain from satellites or other aerial platforms. Data when properly enhanced and orthorectified provide valuable insight to the land around us. JAYA personnel skilled with the Leica ERDAS Imagine image processing suite have developed custom procedures to automate processes associated with data imagery preparation. Digitized data sets are orthorectified, referenced to a base data set, and integrated into a geodatabase for temporal analysis or thermal data is process to identify thermally sensitive features such as groundwater springs. Field data collected using GPS technologies can be entered into a geodatabase and overlaid on the aerial imagery. Now the analysts or manager has a map with a new dimension data relative to the study area.

Environmental Services (Supports: environmental impact assessment and modeling, field data collection, and environmental data modeling) JAYA s cadre of environmental and natural resource scientists is involved in collecting, processing and analyzing data to support environmental stewardship. Support includes numerical modeling, environmental impact and risk assessments, and environmental management trade-off analyses. An example of an environmental impact analysis is the work performed to monitor the health of the sturgeon population among the Mississippi tributaries. Field collected data analyzed using GIS and statistically software packages revealed the traumatic effects of environmental changes on the sturgeon population. Digital Document Management Capabilities (Supports: enterprise, departmental, group) Today we deal with digitally prepared and stored electronic media on a daily basis - unstructured processes that make documents hard to find and retrieve. Items stored on one machine often cannot be accessed from another machine. JAYA personnel can add structure that improves productivity to a potential chaotic situation. The solution is a series of document management software which allows the user to create, revise, and comment the documents. Customized workflows determine who sees the document and who has actions. All actions are recorded providing a clear audit trail. Documents are easily retrieved by multiple users from a structured repository. Documents are not lost or accidentally deleted. JAYA can tailor a Content Management system to your exact requirements.
