Hughes Technical Center. The position involves designing, developing and implementing a comprehensive geospatial information management system in support of various programs the federal research and development facility. Responsible for complete hardware and software specification configuration and implementation in a distributed network environment. This includes; all project and staff management, geospatial data development and migration, user based application development, GPS data development and systems integration, photogrammetric data development and analyses, integration of advanced geospatial modeling and analyses using various advanced GIS GPS modules and tools. Provides scientific analyses and technical support for various environmental, health and safety and facilities engineering and security projects and provide technical support to various research and development projects. (January 1996 July 1999) Provided professional consulting services specializing in geographic information systems. Performed complete project assessment, development and implementation on all aspects of GIS and related projects. This included technical assistance, hardware and software configuration, software technical support, data development, training and project implementation. Environmental Program Manager Atlantic County Division of Public Health (July 1989-June 1997) Developed and implemented Unix based Arc/Info geographic information systems (GIS) program. This involved all aspects of GIS planning, development and implementation at a regional-county level including; hardware/software installation, data development, advanced spatial analyses, application development, project management, staff education, field data collection and database integration training course development, and systems administration. 2 Extensive experience in research grant writing, program administration and implementation of awarded grants that enabled the development of spatial management systems. This included, health risk assessment and evaluation, coastal flood hazard planning, response and mitigation programs integrating real-time weather and environmental data with high resolution 3D coastal and terrain models, modeling of ground water flow dynamics in multiple watershed areas for development of prototype spatial analysis models. Environmental Specialist New Jersey Department of Environmental Protection (August 1988-July 1989) Performed various inspections and investigations pursuant to Resource Conservation and Recovery Act, Water Pollution Control Act and Spill Compensation and Control Act. Coordinated publicly funded environmental remedial investigation and action projects. Developed and implemented multi-media sampling audit and site assessment studies for development of remedial action plans. Performed document preparation and review of various environmental projects including RCRA Part B applications, regulatory/policy proposals, RI/FS plans and other technical documents. Environmental Health Specialist Atlantic County Department of Health (December 1985-August 1988) Investigated environmental and public health complaints and issues. Responded to incidents involving hazardous materials and wastes including accidental releases, illegal disposal and underground storage tank investigations. Monitored short and long-term environmental remediation projects. Research, Patent Awards and Grant Implementation Late Pleistocene soilscape of a sandy coastal plain, Pinelands National Reserve, New Jersey, Coauthored an examination of terrestrial past permafrost environments like the Pinelands adds to the range of Earth analogs available for Mars studies. These areas are especially important to the understanding of mid-latitudinal planetary climate change dynamics, areas most affected by diurnal, seasonal, and long-term climate perturbations. We provide examples from a well-preserved pine forest region along the US East Coast (39º 40º N), which experienced multiple episodes of permafrost aggradation and degradation during the last 200,000 years using modern remote sensing LiDAR systems. Presented at the 3rd International Conference on Terrestrial Mars Analogues (October 2012) Ancient Eolian Land-Forms and Features from a Terrestrial Mid-Latitude Periglacial Environment. Coauthored periglacial geomorphology studies using a remotely sensed LiDAR, historic aerial photography imagery data analyzed with field geologic and geochemical analyses to identify and model ancient eolian land-forms (2012). Presented to Third International Planetary Dunes Workshop - Remote Sensing and Image Analysis of Planetary Dunes. Academic research presented to NASA (April 2012). Supervisory Control and Data Acquisition Systems for Offshore Vessel Navigation System Awarded US and Japanese Patents for Supervisory Control And Data Acquisition (SCADA) system that autonavigates vessel enabled to extract energy from wind and/or water currents primarily in offshore marine environments using integrated technologies of global positioning systems, weather, remote and on-board sensor data and geographic information systems. (US Patent Numbers 7,698,024, 7,962,251 and 8,260,476 Japanese Patent Number ). Coastal Flood Hazard Assessment Wrote and awarded and implemented FEMA funded project to develop a continuous elevation model of coastal region integrated with real-time tidal telemetry data into GIS based coastal risk management tool. 5 Great Egg Harbor Scenic and Recreational River System Cooperative Agreement Awarded and implemented project to provide extensive mapping, technical cartographic assistance, geographic information system services and provide long-term GIS data repository in support of the Great Egg Harbor Scenic and Recreational River project in cooperation with the National Parks Service. Well Head Protection Demonstration Grant Award Authored and implemented research grant project implementing groundwater protection through the use of geographic information systems technologies. The project involved data collection, integration and management, 3D spatial analyses, 2 and 3D groundwater modeling, land-use risk evaluation and public education program development and implementation. Geographic Information System Program Grant Developed and implemented GIS through the awarding of grant funds from the New Jersey Department of Environmental Protection Division of Science and Research.
