1. The Spanish Test Site and Trials Description The Spanish SAR system is handled by SASEMAR. In the POSEIDON Spanish Testsite there are several VTS of different types and organised in 2 geographical areas, which are constituting a RTIS: regional Traffic Information Service. The Eastern, which is covering the Cantabric side, and the Western is covering the Atlantic side. The Eastern area is technically managed from Gijón, provided that this VTS has several years in operation, while the ones from Santander and Bilbao, was inaugurated just in October-97, and the VTS Simulator is also at Gijón. The Atlantic group of VTS is centred in the TSS at Finisterre. They are controlling the traffic passing by this highly crowded area: more than 100,000 vessels per year. Both areas are candidates to establish a regional VTMIS service, due mainly to geographical and navigational homogeneity. The Cantabric VTS s has the 3 sites along a coast of 300 kms and they are oriented to the North while the Atlantic VTS s has also 3 sites along a coast of 150 kms, facing the West. The main activities in the POSEIDON Spanish trials are related with the network based on INTERNET and INTRANET telecom architectures. INTERNET allows an easy and universal access to the information to the authorised parties belonging to the SASEMAR INTRANET. Up to now there is settled the INTERNET link, with a central Web server sited in Madrid headquarters, linking with e-mail all the operative Spanish VTS. TR-1041/A/SP/ENYCA/D65-SP.DOC 1

The next step will be the remote connection of the Eastern Cantabric VTS with the possibility to transmit Radar and other screen images from Santander and Bilbao to Gijón, where is the Centre for al technical Support and Maintenance. The main idea is to give tele-maintenance and service to the routine revision and some repairing activities, trying to avoid unnecessary travels from Gijón to the other VTS s. This new service should be tested under POSEIDON umbrella, in the Interoperability & Interconnectivity trials, Remote access to DB is also related in this case. 2. VTS-WAN : Vessel Traffic Services- Wide Ares Network Several VTS will be interconected to stablish a Wide Area Network (WAN) that connects the VTS of the North of Spain. In this trial, the VTS from Finisterre, Gijón, Bilbao and the mobile VTS in Santander will be connect to the National Centre in Madrid. The final objective is to demonstrate the possibility of stablish a conection between different VTS that allows cooperative work between them. SASEMAR will allow the access to its communication infrastructure. ENYCA will integrate different communication systems, applications and databases to stablish a network that connects VTS centres in an intranet architecture. 3. ETIS : Environmental & Traffic Information Systems This trial will test the AIS transponder from GP&C in the Bay of Santander. This equipment will be put in a SASEMAR rescue boat and will do several meassures of some environmental and traffic parameters that to be defined. It will transmit data through VHF radio to the Mobile- VTS that will be placed in several places along the Santander bay and, afterwards, this data will be transmitted to ENYCA and the SASEMAR Intranet. ENYCA will integrate all the elements that will take part in the trial and also will verify the data that will be transmitted TR-1041/A/SP/ENYCA/D65-SP.DOC 2

to other places. Once this is done, ENYCA will have to verify that the data has been correctly delivered. With the help of STN ATLAS, ENYCA will define the type of data that will be transmitted. 4. 4S-CS: Ship-Ship & Ship-Shore Communications Systems INMARSAT, STN ATLAS and P&O Ferries will participate in this trial. The ferry sails from England to Bilbao. The trial will consist in tracking the ship using the transponders when it will be near the coasts, and the INMARSAT-C when it will be far from the coast. When the ship departures from England, it will be tracked using the DSC transponder on board until the ship will be too far to connect. In this moment, a handover of the position the control will be made using INMARSAT-C polling system. England will track the ship until it crosses the parallel 47º. When this happens, the English partners will send an e-mail to the Spanish partners, informing that they stop tracking the ship and that it is the Spanish turn. The position report of the ferries will be transmitted through INMARSAT-C every 30 minutes. Data will be transmitted via e-mail from the Goonhilly Land Earth Station (LES) to the mobile VTS. Here the signal will be integrated into the Digital map of the area, showing the trajectory of the vessels. The mobile VTS from STN ATLAS will be allocated in Santander to receive all the information sent by the INMARSAT s LES. ENYCA will have to verify the correct delivery of the data. A HAZMAT message will be send by the English partner when the ship departures using e-mail. This message will describe the kind of goods that will be supposedly carry in the ship, the time of departure, the estimated time of arrival, the type of ship and other type of data. 5. Spanish Trial Steps First, for the VTS-WAN a two-point connection will be tested, probably between ENYCA-Santander and Gijón. This corresponds to the VTS trial and will be done during a first step before the other trials. The idea is to connect all the participating VTS centres using Internet The second trial, ETIS, will be done in Santander using the Mobile-VTS of STN ATLAS and the rescue boat of SASEMAR. A new GP&C transponder will be used in this trial. The third trial, 4S-CS, will be set in Bilbao with the Mobile-VTS. This trial will track the P&O ferry arriving to Bilbao on 22nd September using the Maritime Position Report Service of INMARSAT-C. TR-1041/A/SP/ENYCA/D65-SP.DOC 4

POSEIDON will have a stand with a node connected to the SASEMAR Intranet and a Conference where the Project will be presented at different hours during the 3 days. The trials of the pilot will be also developed from this platform, to take advantage of the audience participating in the Transport Congress. THE DONE WORK 7.1 POSEIDON SPANISH DEMONSTRATION 7.1.1 Demonstration schedule The POSEIDON Spanish Demonstrator showed onshore applications, and part of it was performed at sea on board SALVAMAR EL PUNTAL, a rescue boat from SASEMAR. The complete trials was broad-casted through the ENYCA s web on INTERNET and also in the SASEMAR INTRNET also the main of the trials are on the INTERNET. 7.1.3 Demonstration features In first place, to initiate the the VTS-WAN, a two-point connection was established, between ENYCA-Santander and VTS-Gijón. Further the rest of he VTS and other nodes was incorporated to the Intranet. This part was the VTS-WAN trial and was done during as a previous step, before the other trials. The 2nd trial, ETIS, was done in Santander Bay with the Mobile-VTS of STN ATLAS and the SALVAMAR EL PUNTAL, a rescue boat of SASEMAR. An AIS transponder from GP&C was tested in this trial. The third trial, 4S-CS, was set in Biscay Bay with the Mobile-VTS. This was tracking the P&O ferry PRIDE OF BILBAO arriving to Bilbao Port on 22 nd September using the Maritime Position Report Service of INMARSAT-C transmitted via INTERNET and retrieved in Santander, to be displayed on an ECDIS terminal. 7.1.4 European benefits The establishment of Spanish and European VTS network operating /systems procedures and protocols amongst the Spanish test-site in Finisterre, Bilbao and Madrid VTS centres, and the UK POSEIDON VTS partners.
