New Hampshire Public Risk Management Exchange (Primex 3 ) CEO Competencies Overview: Primex 3 has been strategically driven as an organization. The Board and staff, with input from the membership, have anticipated change and taken pro-active steps to be prepared for the future. The focus has been on long-term results rather than short-term needs. Primex 3 has often been a leader in the pooling industry to implement innovative long-term risk financing strategies such a NAGeP and GEM. Primex 3 needs to continue to develop and implement proactive, innovative and pragmatic strategies to ensure that Primex 3 remains prepared for the future. Competency: Strategic Focus Ability to see what is on the horizon and to lead change rather than being overtaken by it, has a broad view, functions at a high intellectual and conceptual level in order to develop and implement strategic direction that reflects far-sightedness and creativity Application: Primex 3 is characterized by a high level of operational excellence. It is goal oriented and has a proven track record of achieving measurable outcomes. The strategic plan and annual work plan must continue to be developed and implemented in order to maintain outstanding organizational performance and achieve strategic goals. Its operations encompass a variety of professional disciplines including insurance, law, claims administration, risk management, adult education and training, employee benefits, finance and information technology. Primex 3 employees are subject matter experts and there is a need for the Chief Executive Officer to have a working knowledge of a variety of professional disciplines, how they impact each other and work together. Competency: Business Acumen Is intellectually curious and stays abreast of broad insurance industry, legal, legislative, financial, employee benefit and technological trends, has ability to cut through complex relationships, variations and changing conditions to identify and execute the operating priorities most critical to Primex 3 's ongoing success. Application: Primex 3 's core business is insurance and more specifically, risk pooling for public entities. It sits in a unique position; it is both a purchaser of insurance and a provider of insurance to its members. All lines of coverage are provided from property/casualty to health benefits and unemployment compensation. Each line of coverage is complex in and of itself. The Chief Executive Officer must possess technical insurance knowledge, knowledge of pooling principles and the ability to negotiate complex insurance placements. Competency: Technical Proficiency Knowledgeable about property, liability and workers compensation insurance coverage and employee benefit plans, demonstrates ability to interpret coverage and make coverage determinations, has thorough grasp of pooling principles and how pooling is differentiated from insurance, uses negotiation skills to achieve outcomes that are mutually beneficial to the parties involved 2

Application: Primex 3 is in the business of dealing with people's problems, emergencies and crises. The organization regularly deals with highly sensitive and confidential legal and personnel matters that necessitate mature judgment and sound decision-making. Competency: Seasoned Judgment Is objective in dealing with others, is not influenced by politics but is politically astute, straightforward and sensitive in dealing with confidential matters, possesses unimpeachable integrity, exercises high degree of discretion and preserves confidentiality of information Application: Primex 3 's success has been achieved in large part by its ability to attract and retain highly qualified, professional staff. It has a professional workforce with many employees holding advanced degrees and professional certifications. At present retirements and turnover has resulted in a Leadership Team on a steep learning curve requiring development and guidance. Seasoned managers and technical staff are in place. Historically, turn-over has been extremely low and steps should be taken to maintain a workplace environment in which employees are dealt with in a professional manner. Competency: Management Maturity Maintains focus on the big picture to keep situations in perspective, deals with individuals and appreciates their differences, creates unbiased work atmosphere, encourages openness and fairness while avoiding political entanglements, is non-judgmental, handles emotions and remains calm under fire when conflict and tension are present, approaches problems in a positive and constructive manner, is direct and communicates a wellreasoned direction that inspires people to achieve Application: Customer service is a core value of the organization and Primex 3 has been able to achieve and maintain a high level of member satisfaction. This has been accomplished by employing individuals that have a commitment to membership service and an ability to advance management's recognition that every employee provides an invaluable contribution to Primex 3 achieving its desired outcomes. A workplace culture must be maintained that emphasizes collaboration and teamwork and 3

promotes employee development. Competency: Maximizes Human Resources Recognizes that each employee is equally important to Primex 3 's success, respects employees and has their respect, promotes and supports work teams, embraces principles of employee development and emphasizes personal responsibility for performance and career growth, serves as a mentor/coach to Primex 3 employees Application: Primex 3 has an inclusive governance structure with the membership represented by a Board of Trustees who oversees pool operations, and establishes policies. The Board utilizes a committee structure comprised of six committees: Investment; Audit; Coverage Programs; Governance and Nomination; Finance; and Management and Personnel. The Board of Trustees and Pool staff is informed of issues, trends and needs by a Member Advisory Council which also opines on pool coverage, programs, services and operations. A culture of participation has been established and should be continued.
