AFRICAN DEVELOPMENT BANK DEVELOPING IT SYSTEMS AND CPIA PROCESSES/PRODUCTS TERMS OF REFERENCE FOR LONG-TERM CONSULTANCY SERVICES 1. Background As part of its efforts to strengthening the dialogue with the regional member countries (RMCs), improve the access to relevant information on the African Development Fund (ADF) and better monitor the trust funds and partnerships agreements hosted by the AfDB, the Resource Mobilization and External Finance Department (FRMB) is building a consistent information system which includes the following: - A website where ADF related information, including from the previous replenishments, will be posted and available for external users; - A portal through which the several Trust Funds and partnerships agreements hosted by the Bank will be monitored. More specifically, the portal will allow the current trust fund database to evolve toward a homogeneous, integrated, consolidated and historized structure which is secured and easy to consult on real-time and transparent basis; and - A dedicated knowledge center where Country Policy and Institutional Assessment (CPIA) reports, briefs and scores will be published and disseminated. In addition, a platform has been developed and implemented since 2012 through which the drafting and reviewing of the CPIA is ensured. It is within this context that FRMB is planning to hire a consultant to assist in the development, testing, maintenance and implementation of IT Systems in view of the dissemination of ADF and trust fund related information as well as enhancing policy dialogue with RMCs through the CPIA. 2. Major Tasks of the Consultant Working as part of the CPIA-PBA team and under the Sovereign Division (FRMB1) of the Resource Mobilization and External Finance Department (FRMB), the incumbent will be required to perform the following main tasks: FRMB Resource Mobilization Portal
Assess user needs to implement the FRMB Resource Mobilization Portal content, graphics, performance, and capacity and help develop technical specifications. Work with the web development team to meet technical requirements. Evaluate code to ensure that it is valid, is properly structured, meets industry standards and is compatible with browsers, devices, or operating systems. Ensure that relevant ADF and TF information is upload and accessible through the existing IT platforms. Back up files from web sites to local directories for instant recovery in case of problems. Maintain a consistent look of the platforms and feel throughout all web properties. Liaise with CIMM and ensure maintenance and update of the FRMB web servers. Interface with CERD (communication department) and help on the publication of FRMB activities on the Bank s website (e.g. Trust funds workshops, the ADF Mid-Term Review meeting, Business opportunities, Partnerships). Annual CPIA/PBA Process Consolidate the CPIA preparation process of the CPIA platform. Liaise with country economists (CPIA drafters) to ensure their training on the CPIA platform and good understanding of the several guidelines. Assist in the participation, training and briefing of CPIA peer-reviewers. Provide, upon demand, the required assistance for the upgrading of the CPIA Platform and/or the CPIA guidelines. CPIA Knowledge Center Continuously assess user needs to upgrade/improve the CPIA knowledge center content, graphics, performance, and capacity and help develop technical specifications. CPIA Reports/Evaluations Help in the coordination process and the edition of CPIA reports/evaluations/briefs. Facilitate the implementation of the on-line CPIA reports/evaluations/briefs by uploading relevant information/materials into the CPIA Platform. Assist in collecting and consolidating databases during the preparation of the CPIA Reports/Evaluation. Help on formatting final CPIA evaluations and briefs and ensure their upload in the CPIA Knowledge Center. Ensure logistic support for the organization of dissemination events related to the CPIA (Knowledge Center, Reports, etc.). 3. Reports / Progress Activities The consultant will submit a monthly report detailing the activities carried out and the status of each activity. 4. Qualifications Advanced university degree (Master's degree or equivalent) in computer science, programming and web technologies. A minimum of five years in designing and managing the implementation of IT projects (information systems, data dashboards, statistical databases, web authoring tools, etc.). Communication skills and proven experience in the preparation and development of communication materials is an asset. Strong skills in web programming (PHP, MySQL, HTML, XML, CSS, JavaScript, AJAX and jquery) and proven experience in working with MS Word (for documents formatting) and MS Excel (for data collection and consolidation). Working experience with international/development organizations is suitable. Ability to communicate and write effectively in English or French, with a good working knowledge of the other language. 5. Duration and Location This will be a long term consultancy for 12 months, beginning on September 1 st, 2015, and finishing on August 31 st, 2016. The Consultancy will take place in Abidjan, Ivory Coast, and requires regular full time presence in the Bank s offices. Field missions may occasionally be required. The consultant will be granted 24 days of leave, based on a cumulative of 2 days per month.
6. Costs The consultant will receive a monthly lump sum with no additional benefits or per diems. The consultant is responsible for his/ her own health insurance and accommodation costs. However, the Bank will cover full costs of any required missions and provide per-diem for that purpose in accordance with rules governing consultant mission travel. 7. Accountabilities The consultant will formally report to the Manager of the Sovereign Division of the Resource Mobilization and External Finance Department (FRMB1). -
