Till 1947, the Inhabitants of Lyallpur as well as the people living in its vicinity benefited from it. During partition in 1947, its patrons went to Jalandhar (India) and established another institution there after its name. After independence, its educational activities came to a stand-still and refugees in a large number took shelter in its premises. Again its educational activities were restored on a limited scale by an Anjman. In 1958, The Municipal Committee, Lyallpur started it as an Intermediate Khalsa College. To meet the trade and industrial needs of the area, I.Com classes were also started. In 1959, F.Sc (Pre-Medical & Pre-Engineering) classes were launched. In 1965, it was upgraded to Degree College. On 1 st July, 1973 like other institutions, it was also nationalized. The foundation of Lyallpur (Faisalabad) as a new city was laid in 1897. A single Govt. High School was not sufficient to meet its ever increasing population. In 1908 the philanthropists, large-hearted and education-loving people of the city founded another High School in the city. It was named Khalsa High School as its pioneers came of Sikh religion. But the beneficiaries of this institution were from all religions. Its building was a founded another High School in the city. Terms and Conditions for Admission to Intermediate / Degree Classes The candidate will have to appear in person for interview before the Admission Committee appointed by the Principal. The candidate will have to present the following documents in original at the time of interview. 1. Written permission from father / Guardian to seek admission to the college 2. Affidavit declaring that the student will not participate in any political activities during college hours. 3. Testimonials/ Certificates of Boards/ Universities showing marks/ Results / grade/ percentage/ CGPA of the last Examination(s) 4. Passports size photos (1st year 3), (3rd year 4), 5. Character Certificate / Provisional Certificate of School / College last attended. 6. N.I.C. of father and all these testimonials should be attached to the prescribed/ printed form available with the college office. 7. College Uniform The following uniform is prescribed for the students of the college: Summer: Winter: Silver grey trousers, white shirt, black shoes. Silver grey trousers, white shirt, Navy blue Blazer/ Jersey, Black shoes. TUTORIAL GROUP SYSTEM The students are divided into various tutorial groups and each group receives the special attention, guidance for the intellectual uplift of the students from thair tutor appointed thus. This period provides a chance to the students to discuss their college/ study related problems and polish their individual faculties. The students must attend the period; otherwise they are liable to special fines. This period is of one hour duration. The concerned tutors will take roll-call as usual. There will be two days for competition among the students every month. The students will present a standard item in these multiple programmes. Every month the available resource person will deliver lecture on literary, scientific education, management or exploratory topics and there will be Question Answer session, too. DARS-E-QURAN AND HADITH The college academic day begins daily with an assembly. The teachers as well as the students have to appear in the assembly. The professors/ religious scholars deliver lectures on the Holy Quran and Hadith for the spiritual enlightenment of the students. Those who are feeling shy of turning up are fined. The assembly ends with the hoisting of the Pakistan flag and recitation of the national anthem. MARKING OF THE ATTENDANCE/ ATTENDANCE SYSTEM 75% lecture attendance for B. I. S. E. Examination and66% lecture attendance is required for University examination by the students. Leave applications are no substitute for lecture shortage, even if the student has to appear for the exam by parts. Lecture attendance in every individual subject will have to be up to the mark. But for the medical certificate, the students will have to observe the following rules in getting leave. Leave application will bear clearly:-
1. Student s name, class, roll No. Tutorial Group No., Date, Reason for leave taking, the days (total number) for which the leave is required. 2. Submit the leave application to the teacher Incharge of the class. The posted application must be addressed to the person incharge (not to the Principal). Application for leave for more than four days should bear the father/ guardian s signature. 3. The class incharge is authorized to grant four days leave except in case the leave is required during the house-tests. The application of leave for more than four days must be forwarded to the Principal with the recommendation of the class incharge. The leave application will not be accepted if:- 1. The student fails to submit the application within three days after his returning to the college. 2. The application does not bear the father/ guardian s signature. Failing which the student will be fined RS = 1.00 per day. There will be no fine if the medical certificate reaches the college office even late. Application along with medical certificate may be received and accepted even a week afterwards. Note: Leave during the House Examinations. Leave for more than seven days without medical certificate will be granted only on the recommendations of the senior tutor. SCHOLARSHIPS All the Govt. Universities, Boards, Local-Bodies, Kila Gift Funds, Fuji Foundation scholarships and the other scholarships specified for all Govt. Colleges are granted to the winning/ deserving students, too. INSTRUCTIONS FOR SCHOLARSHIP HOLDERS / GUIDE The scholarship holders must observe that:
(A) The College fee is paid within the due date, non-payment of fee will cause Withdrawal of his right to get scholarship Once the privilege is withdrawn, it cannot be re-instated. (B) (C) (D) Failure in the annual examination again eliminates your right to scholarship permanently. There will be a proportionate deduction on scholarship if the student absents himself from college. The scholarship holder is not entitled to any other fund (as fee concession, Welfare fund, kila-gift fund etc.) GRADES The F. A/ F. Sc. internal grades awarded on the basis of house tests are mentioned in the board of intermediate and secondary Education certificates. The set formule for gradation is: A + 80% and above, A 70%to79%, B 60%to69%, C 50%to59% D 40% to 49% E 33%to39%, F Below the 33% F grade students are not eligible to appear in B. I. S. E. Examination. The study progress report is sent to the parents/ guardians, if the Principal finds the performance of a student unsatisfactory. The student can be compelled to leave the institution at any time during his academic session. Any student found guilty of using unfair means in the examination can be rusticated from the college or can be punished in other suitable terms.
STUDENT WELFARE FUND The poor and deserving students are helped by providing them syllabus books/ uniform out of this fund. DISCIPLINE COMMITTEE Besides proctorial board, the Principal has constituted a Discipline Committee to deal with law and order situation within the college premises. This committee investigates the disciplinary affairs and puts the cases before the Principal for suitable action. COLLEGE COUNCIL Under the chairmanship of the Principal, the college Council deals with the matters of serious nature. It deals with administrative, academic and overall problems of the institution. MEDICAL FACILITY A free dispensary provides the first aid medical facilities to the students. The dispenser is available during the college hours. ABSENCE/ SPECIAL FINES The rules for fine follow thus: 1. One period absentee= Rs. 5.00, Full Day = 10/- without uniform Rs. 25/- per day 2. 6 days continuous absence or 10 days continual absence from the college during one month will lead to the removal of student from college rolls/ registration. The student can be re-admitted to college only after the payment of Rs. 100.00 as fine but only once during two year session.
3. Father / guardian will also have to appear before the committee at the time of the student s re-admission. 4. 3 month long absence due to prolonged illness again will result in rustication and Rs. 100.00 as re-admission fee. 5. The students absenting themselves from the house-examinations are fined as per recommendations of the committee. 6. Misconduct / indiscipline will be fined to the tune of Rs.100/- in the minimum and Rs.1000 in the maximum. THE FEE/ FINE PAYMENT 1. The fee/other payments/ dues are to be paid as scheduled by the Principal. 2. Payment after the due date will be received with fine. 3. After the expiry of the extended scheduled programme, the names are stuck off. 4. In such cases, the re-admission depends upon the permission of the Principal. 5. Absence from the college, even in cases of long leave, cannot be an excuse for non payment of the fee/ dues. 6. The Library security deposit will lapse if the student fails to retrieve it within two years after his college tenure.
FEE CONCESSION 1. The Principal has the prerogative to grand tuition fee concession to the deserving students. 2. The fee concession is related to appreciable behaviour and regularity in studies. 3. The fine procedure, regarding absence, is as follows: 4. Special fine (suggested by the committee headed by the Principal) in case of absence in internal/ house examinations. 5. Rs. 1.00 for absence from tutorial period. Note: The college council has the right to change (increase or decrease) the fine.
Special Lectures Wall Boards The students are expected to benefit from the Quranic lecture in the morning assembly and the Ahadith/Quranic verses displayed on the building walls. They are awarded certificates on showing brilliant performance in the Quiz programmes conducted to judge the depth of their religious knowledge. THE COLLEGE MAGAZINE. Minerva is the yearly college magazine; it is divided into two sections i.e. Urdu and English. The Principal is its chief patron. Mr. Rana Abdul Rauf Lecturer in Urdu is incharge of Urdu portion while Mr. Muhammad Akram Shahzad Lecturer in English holds the office of chief editor English section. IDENTITY CARD. The college identity card is issued to every student. In case of the loss of identity card the student is issued a duplicate one for Rs. 100.00. Every student is required to keep it with himself during the college hours; otherwise disciplinary action may be taken against him. LIBRARY RULES. 1. The books are issued and returned on prescribed days. 2. Reference books can be consulted honestly at any time. 3. College teachers, bona-fide college students are entitled to get books. 4. Library time period. (a) (b) Teachers get books for one to two months, which can be re-issued after that. Students get books for 14 days. 5. Number of books. (1) Teaching staff upto 12 books (2) B.A/ B.Sc Students upto 2 Books (3) Intermediate at one time upto 1 book
The books of the following kind can be issued only with the special permission of the Principal. (A) Reference books (B) Specially preserved books (C) Fresh/ latest Magazines (D) Prescribed Books (E) Dictionaries 6. Each student is issued a library card at the time of admission. A new library card is issued after promotion to next class. The card (duly signed by the Librarian) must be presented at the time of issuance and return of the books. 7. Library cards are non-transferable. 8. The returned books are not re-issued (to the same person) on the same day. 9. A fine of 0.25 rupee per day, per book, will be charged in case of not returning the book on due date. 10. The lost or wasted book/ series of books will have to be replaced with the same new ones or the actual price is to be paid or if the book is not currently available, in the market, a fine will be imposed as per college rules. 11. Books issued just before the summer vacation must be returned to the library soon after the vacation or a fine of Rs. 2.00 per volume will have to be paid. 12. The loss of card must be reported to the librarian. Rs.5.00. will be charged for the duplicate card. 13. The students cannot interchange the library books. 14. The college leaving students can get the clearance certificate after returning the library books along with the card to the librarian. 15. Complete silence must be observed in the library. Disturbance can earn penalty. 16. The library remains closed for physical verification during the month of May every year. All the books must be returned before that period. 17. The act of removing a page/picture out of a book is severely dealt with. 18. No student is allowed to remove the reading material from stands/ tables etc.
THE READING ROOM GUIDE. 1. No student is allowed to remove the reading material from news stands/tables. 2. The taking away of a magazine, newspaper, digest without issuance to one s name will be fined. 3. Removing a picture / page from a book / magazine is an obnoxious crime and will be punished severely. 4. Marking on the papers/ magazines entails punishment. 5. No marginal note making on library books is allowed. 6. Complete silence must be observed in the reading room otherwise the student can be sent out/fined for violation of rules. 7. The students are required to maintain piece and quietude in the library. 8. The students must deposit their personal books/ belongings on a table/ almirah reserved for the purpose. THE RETRIEVALCE OF LIBRARY SECURITY After the academic session, the library security is returned only during the prescribed period. After it, the security amount is surrendered to the college. The students will present college card at the time of getting back the security.

The Cycle Stand Rules The cycle stand is working on no profit / no loss basis. The government has provided neither a shed for cycle stand nor a peon to keep watch. On 1 st July, 1999 a shed was constructed. The college authorities try to manage the situation with the little amount collected from the students. The students must observe the following rules:- 1. The students are to get the motorcycle, cycle registered with the college management. the price Value will be evaluated as per its condition there at. 2. Every student must get his roll number / name written on the cycle / motorcycle. 3. The cycle / motor cycle must be doble lock. 4. If a cycle / motorcycle is found without lock, student will be fined Rs.50/- for cycle and Rs.100/- for motorcycle. The cycle / motorcycle without locks must be handed over to the man on duty. 5. A metal token embossed with token number and college name etc. is given at the time of parking. The students must keep it secure (in case of the loss of token the management of Cycles stand/ incharge probes into the matter) The student is fined Rs.50/- and Rs.100/- for loss of token. No outsider is allowed to enter the cycle Stand enclosure. The college students accompanied by outsiders will be punished / fined. 6. The running of cycle-stand is valuntary not obligatory. It can be closed under unavoidable circumstances and the students may lose this facility. 7. The students must Pay due respect to the man on-duty at the cycle-stand. Disrespect / use of harsh language will be dealt with severely. 8. The loss of token must be brought to the notice of the man in charge so that it may not be misused. 9. A student found guilty of misusing a lost / stolen token will be fined / handed over to the police and rusticated from the college.
