WELCOME MESSAGE The UCI Road World Championships is the UCI s leading road cycling event of the year that captures the imaginations of fans worldwide. There is something magic about the battle for the rainbow jersey that has us all on the edge of our seats, gunning for our favourite riders or just drinking in the overall spectacle. Although hundreds of thousands of spectators line the streets to cheer the riders on, many millions more are unable to witness the racing in person. Which is why television plays such an important role in satisfying the demands of cycling s fans. It is thanks to the broadcasters that some 300 million viewers around the globe can also feel a part of the UCI Road World Championships. Be it through live transmission, news roundups or highlight packages, this magnificent event reaches out to fans on all continents. The UCI is fortunate to be able to rely on top quality broadcasters who relay images worldwide, taking spectators on a journey with the peloton and capturing the emotions of the riders. In turn, during the hours that the television channels air our World Championships, they enjoy a very healthy share of the TV viewing figures in their countries. It is a win-win partnership which is beneficial to broadcasters, television channels, the UCI and above all to our sport. The time trials and road races in Ponferrada promise to be spectacular and I thank you in advance for your coverage of this event and your commitment to cycling. Brian Cookson UCI President 1

TVE INTRODUCTION On behalf of TVE, Host Broadcaster of World Cycling Championships, we welcome everyone, Cycling family & broadcasters to Ponferrada 2014. TVE has deployed a large amount of technical equipment and created a human team composed of the best and most experienced professionals that will deliver to the world, the emotion that an event like this will generate. We would not be able to accomplish this task without the invaluable help of Local Organizing Committee, and UCI. We hope to reach all your expectations and wish that you enjoy the event. Production standard and concept TVE is the Host Broadcaster (HB) for the UCI World Cycling Championships 2014 in Ponferrada. TVE will broadcast live all the different disciplines and categories including time trial, team time trial and road race. The international signal will be in high definition (16:9) and audio stereo. The HDTV signal standard will be 1485 Mbps 1080i/50 SMPTE-292M with up to eight embedded audio. The international signal will be made available to all RHBs at the TOC. The international signal consists of: Video: High Definition 1080i/50 (HD-SDI) Embedded audio (resolution of 24 bits and 48 khz of sampling rate): Track 1: International Sound L Track 2: International Sound R Track 3: Full mix International L + English commentary Track 4: Full mix International R + English commentary Track 5: English commentary Track 6: Radio Tour 2

The same international signal can also be made available in SD (16:9) upon specific request. Video: Standard Definition (SDI) Embedded audio (resolution of 24 bits and 48 khz of sampling rate): Track 1: International Sound L Track 2: International Sound R Track 3: English commentary Track 4: Radio Tour The HB will provide technical assistance to all commentary positions and to all unilateral facilities brought onsite by the international broadcasters. Technical facilities TVE will have the main OB Van located at the finish line. The last kilometer of the competition course will be covered with fixed cameras. The team boxes, the podium and the protocol area will also be located in the vicinity of the finish line. To cover the whole race, the HB will use four (4) cameras on motorbikes and one (1) cineflex camera on helicopter which will send the signal back to the HB main OB Van through two relay helicopters. As an alternative to the helicopter in case of bad weather, the HB has planned to use a plane. In time trial events, the HB will use a second OB Van that will cover the start point of the race. The signal will be sent via terrestrial links to the main OB Van in the finish line. Additionally, TVE will have fixed cameras in two intermediate points of the different courses. These will be relocated each day depending on the event. The intermediate camera positions share the same location as the data & time official positions. 3

The TV Compound will host the HB trucks but also any unilateral OB Van brought by the international rights-holders (RHBs). Within this space, the HB Technical Operations Centre (TOC) will also be located. All commentary positions will controlled from this point and cabling to RHB s mobile units will be provided from/to this location. TVE Crew TVE will have a total of 95 people onsite to provide high-quality coverage and to assist rights-holding broadcasters in the most professional manner as required in an international event of these characteristics. TVE will cover with technical means and personnel the following points: Finish line and TV Compound Start of the time trial Intermediate point camera 1 Intermediate point camera 2 Helicopters technical truck and team Intermediate camera positions and team TOC 4

TVE PRODUCTION PHILOSOPHY With the benefit of the experience and knowledge achieved in producing and Host Broadcasting international major sporting events for more than thirty years, Radio Televisión Española (RTVE), the Public Service Broadcaster in Spain, accomplishes the challenge of being Host Broadcaster of the UCI Road World Championships 2014 with the absolute commitment to satisfy, not only the viewer demand with a memorable broadcast coverage, but also our broadcast colleagues on site, providing first-class facilities, services and support to their needs. In order to fulfil this main goal, RTVE will deploy a highly experienced team devoted to rise a high quality broadcasting performance combining the experience and practice accumulated over the years, with the continuous development of new creative and technical designs based on up to date broadcasting advancements. We are confident that the resulting production plan will offer a complete, unbiased and comprehensive coverage capturing the best moments of the competition and ensuring an outstanding success of the event. The International Feed will try to satisfy broadcasters getting pictures on start line and finish line, as well as on intermediate points, of every rider on Time Trial events. During the event, we will follow the course live, with the maximum number of riders possible, focussing on the 10 best estimated competitors. On Road Race events, we will use all resources available to tell the story of the race to viewers, trying not to lose a detail on competition, and seeking the best coverage. 5
