MOTION #05/02/08 Moved by Member Chiodini and supported by Member Reynolds to amend the agenda to add New Business Item G.3 - Approve Personnel Transaction Hire of an Administrator and add an Executive Session Item M. Recognition/Presentations Superintendent Mark Deldin introduced the District Outstanding Teachers of the Year Cheryle Kahl and Jim Murphy, highlighting their many accomplishments in and out of the classroom during their careers in the Chippewa Valley School District. Each was presented with a plaque honoring this achievement. From The Community Grace Caporuscio, district parent, addressed the board members with questions pertaining to the possible purchase of property within the District boundaries and additional information regarding Freedom of Information Act (FOIA) requests. Note: President Pearl requested that Ms. Caporuscio meet with Superintendent Deldin to get the answers to her questions. Ms. Drogosh s effective date is June 16, 2008. MOTION #05/07/08 Moved by Member Patzert and supported by Member Sobah that the Chippewa Valley Schools Board of Education by resolution indicate its support of the Macomb Intermediate School District proposed 2008/2009 budget and the reading of the resolution be waived. MOTION #05/08/08 Moved by Member Bednard and supported by Member Sobah that the Chippewa Valley Schools Board of Education approve the amendment to General Fund budget for the 2007/2008 fiscal year. Further request that the reading of the resolution be waived.

RESOLVED, that this resolution shall be the General Fund Appropriation Act of Chippewa Valley Schools for fiscal year 2007/2008 to provide for the expenditure of the appropriation; and to provide for the disposition of income received by Chippewa Valley Schools. BE IT FURTHER RESOLVED, that no Board of Education member or employee of the school district shall expend any funds or obligate the expenditure of any funds except pursuant to appropriations made by the Board of Education and in keeping with the budgetary policy statement hitherto adopted by the Board. Changes in the amount appropriated by the Board shall require approval by the Board. BE IT FURTHER RESOLVED, that the Superintendent and his designee are hereby charged with general supervision of the execution of the budget adopted by the Board and shall hold the department heads responsible for performance of their responsibilities within the amount appropriated by the Board of Education and in keeping with the budgetary policy statement hitherto adopted by the Board. This appropriation act resolution is to take effect upon adoption. MOTION #05/11/08 Moved by Member Reynolds and supported by Member Bednard that the Chippewa Valley Schools Board of Education approve a resolution proclaiming the week of May 12 th through 16 th 2008 as National Bus Drivers and Mechanics Week and that the resolution be read by the Secretary of the Board of Education and be made a permanent record.

Union Communication Sharon Wright and Dana Mullin, Clerical Union representatives addressed board members regarding the possibility of lifting the hiring freeze on the clerical unit and re-instating the high school media clerks. Administration Reports Superintendent Mark Deldin reported on the following: Recognition of Teacher Appreciation Week. Attendance at the Macomb County School Boards Association Education Leadership Dinner and the presentation of the Award of Distinction to board members Denise Aquino, Andrew Patzert, and Kenneth Pearl. Planning for the 2008/2009 school budget is beginning Several invitations have been extended to the sole community member who spoke this evening to meet with the Superintendent of Schools to discuss the many issues that get raised. To date, all requests have been ignored. Curriculum Updates Ron Roberts, Assistant Superintendent of Educational Services reported on the following: International Academy of Macomb testing is completed and a lottery will be conducted next Wednesday since there are more qualified applicants than seats available. A field trip to an engine plant to observe GEMA - Global Engine Manufacturing Alliance and how it correlates education with the worlds of business and industry. Of and by Board Members Member Bednard thanked the board members and administrators for their cooperation with the Boating Safety Program and participation in the Marine Division Day for students of Chippewa Valley Schools. He also addressed the need for one computer for the Graphic Design class. Member Aquino congratulated the Teacher of the Year honorees and indicated that Chippewa Valley School District has continually achieved recognition with these awards at the county level as well; inquired about staffing for the International Academy of Macomb; officially notified the community speaker that questions addressed tonight are part of previously filed Freedom of Information Act

(FOIA) inquiries; concurred that the GEMA program reinforces that the District curriculum is preparing students for working environment. Member Chiodini congratulated the Teacher of the Year honorees. Member Patzert inquired about the status of School of Choice applications. Member Pearl reminded everyone of the Election Day on Tuesday, May 6 th. MOTION #05/12/08 Moved by Member Patzert and supported by Member Chiodini that the meeting be moved into Executive Session (8.b.Expulsion). A roll call vote was taken. Member Patzert, yes; Member Chiodini, yes; Member Sobah, yes; Member Bednard, yes; Member Reynolds, yes; Member Aquino, yes; Member Pearl, yes. Motion carried. Meeting adjourned into Executive Session at 7:55 p.m. Meeting reconvened into Open Session at 9:28 p.m. MOTION #05/13/08 Moved by Member Bednard and supported by Member Sobah that the Board of Education conducted a hearing on May 5, 2008 in a closed session concerning the Administration s recommended expulsion of Student 05/05/08:DHSS06. The Student and the Student s parents had been advised on the charges against the Student in writing, and had been advised of their due process rights. The Student was provided with all due process rights required by law and District policy. The Board has considered all of the evidence presented at the hearing and, based on the evidence, has reached the following conclusion: Student 05/05/08:DHSS06 was guilty of Section IV.9, Physically assaulting a staff member/student/person associated with the District, IV.39, Gross Misbehavior and IV.40, Insubordination. THEREFORE, it is resolved that Student 05/05/08:DHSS06 is permanently expelled from the Chippewa Valley School District. Student 05/05/08:DHSS06 is prohibited from entering any premises owned, operated or controlled by the District or attending any District function during the duration of the expulsion. Meeting reconvened into Executive Session at 9:45 p.m. Meeting reconvened into Open Session at 10:44 p.m. MOTION #05/14/08 Moved by Member Patzert and supported by Member Chiodini that the Board of Education conducted a hearing on May 5, 2008 in a closed session concerning the Administration s recommended expulsion of Student 05/05/08:DHSS05. The Student and the Student s parents had been advised on the charges against the Student in writing, and had been advised of their due process rights. The Student was provided with all due process rights required by law and District policy.

The Board has considered all of the evidence presented at the hearing and, based on the evidence, has reached the following conclusion: Student 05/05/08:DHSS05 was guilty of Section IV.9, Physically assaulting a staff member/student/person associated with the District, IV.39, Gross Misbehavior and IV.40, Insubordination. THEREFORE, it is resolved that Student 05/05/08:DHSS05 is expelled from the Chippewa Valley School District from 05/05/08 until the end of the first semester of the 2008/2009 school year. At that time he can re-apply for re-instatement. Student 05/05/08:DHSS05 is prohibited from entering any premises owned, operated or controlled by the District or attending any District function during the duration of the expulsion. MOTION #05/15/08 Moved by Member Reynolds and supported by Member Aquino that the meeting be moved into Executive Session (8.c.Negotiations). A roll call vote was taken.
