EXECUTIVE ROLE STATEMENT JOB TITLE: CONTRACT TERM: Executive Director, Skills and Employment SAES2 3-5 years DEPARTMENT: Department of State Development DIVISION: Skills and Employment SECTION: Skills and Employment DATE CREATED: 1 July 2014 CONTEXT AND PURPOSE OF POSITION The Skills and Employment Division manages the SA Government s investment in skills, training and employment programs. The Executive Director, Skills and Employment Division is responsible to the Deputy Chief Executive for: Leading all skills and employment programs across the Department Developing a strong DSD culture with shared core values Leading, managing, engaging and coordinating the work functions of the Skills and Employment the strategic leadership of DSD Leading policy development to respond to the Government s economic and other priorities Directing the strategic coordination, management and reporting of the various divisions and groups within the department KEY RELATIONSHIPS The Executive Director, Skills and Employment Division: Reports to the Deputy Chief Executive Provides advice on the full range of skills, training and employment activities to the Chief Executive and the Departmental Executive Board Represents DSD in meetings with Ministers, and other government departments, and at relevant local, state and national committees, forums and working parties
KEY OUTCOMES OF POSITION To lead the Skills and Employment Division program development and implementation across key strategic and operational functions: Policy Development across all skills and employment areas including regulatory, planning, and Commonwealth interaction Planning for skills and employment delivery including labour market analysis and recommendations to Government in relation to investment priorities Regulatory management including trainees and apprentices and the Training and Skills Development Act Contract Management including the contracting and governance over significant contract values Staff management (including 6 direct Director reports) but focussing on significant organisational change to achieve flexible, consolidated and efficient work practices Quality Management including managing the existing compliance framework over a range of specified activities including compliance activities Communications management with clients and stakeholders across a range of activities including Financial management of significant programs (more than $250m) and staff across 6 Directorates Systems Management in cooperation with DSD to manage the interactions with more than 100,000 South Australians across skills training, trainees, apprentices and employment program participants TAFE SA oversight activities on behalf of the Minister including Governance (Charter and Performance Statement), financial oversight (including Department of Treasury and Finance) and reporting against MAAs detailing services being purchased from TAFE SA Evaluation activities to determine program effectiveness Lead organisational change within the Division KEY CHALLENGES Managing within restrictive budgetary settings Successfully implement significant policy changes Manage upgrade of significant information systems to meet client and system needs RESOURCE MANAGEMENT Human Financial Direct Reports - subject to project teams as required (Expenditure) determined by project based initiatives
