Purpose and Work Streams FY15 Strategic Partnerships & Innovation Purpose Purpose The Department of Strategic Partnerships and Innovation actively collaborates with Madison's community to meet common goals and accomplish together what one organization cannot do alone. We leverage local, regional and national resources and support teams to develop and implement innovative, research-based, culturally and linguistically responsive strategies that prepare all students for college, career, and Department Head Work Stream Major Work Streams Work Stream Lead Partnerships Alignment & Monitoring: MMSD staff and/or community partners submit online inquiry form, form reviewed by partnerships team and forwarded to MMSD stakeholders for review and approval of further development, SPI Director categorizes partnership, SPI Director conducts initial meetings with team, SPI Director sends update to the BOE and responds to questions as needed, partners draft MOA with support from SPI Director, MOA draft reviewed by SPI Director, MOA and corresponding service agreements finalized and executed, If high-intensity, final MOA and service agreement sent to BOE and presented at Instruction Work Group, BOE votes on high-intensity partnership at Regular Meeting. SOH Elementary school year implementation: Coordinator ensures fulfillment of all MOA requirements. Coordinator supports principal agreement completion, CO staff training support, alignment with district systems. Coordinator and SOH design and deliver training to team. Coordinator secures zz accounts and building PINS for AmeriCorp members. Coordinator participates in weekly team meetings and professional development based on team interests and needs. Coordinator ensures alignment of elementary SOH volunteer management practices with MMSD volunteer policy and procedures. Coordinator works with MMSD administrators to ensure ongoing communication with principals and alignment with literacy curriculum. Coordinator updates SOH website. Coordinator tracks time for AmeriCorps grant. Coordinator leads MOA renewal process. Coordinator prepares and presents partnership impact to BOE in Krystal Gartley SOH Elementary Summer K-Ready AmeriCorps implementation: Coordinator and SOH design summer AmeriCorps training and program collaboration with Early and Extended Learning and Early Childhood staff via meetings and ongoing communication. Coordinator organizes annual Family Orientation sessions for K-Ready students and families (agenda, presenters, bilingual staffing, bus tour and materials) in conjunction with Early and Extended Learning staff. Coordinator works with Leopold STARS staff to confirm employer sign-off on parent flex time for summer STARS meetings. Coordinator coordinates K-Ready book and supplies distribution with SOH Coords.

SOH Elementary fundraising: Coordinator and SOH co-director review CNCS grant requirements, write and update grant, and ensure that annual proposal renewals and three-year new applications are submitted. SOH co-director works with United Way to ensure adequate dollar match (~$260K) for federal grant (~$430K) from United Way and the two county school districts (Sun Prairie and Middleton) and timely online grant submission by United Way staff. Coordinator coordinates verification of MMSD in-kind matches (~$70K) with SPI Director. SOH Elementary school year evaluation: SOH assistant director oversees monthly collection of tutored student data by site and forwards records to Coordinator at the end of the academic year. Coordinator works with MMSD RADU to obtain student achievement scores on selected measures and disaggregates data before it is compiled by the SOH Coords. Coordinator and SOH co-director complete grant performance measure documentation and submit to CNCS, United Way and the participating districts as requested. Coordinator and SOH co-director coordinate periodic evaluation of project by external evaluator as required by CNCS and MOA. SOH Elementary Summer K-Ready evaluation: Coordinator collects K-Ready student pre- and post-test scores from Early and Extended Learning staff. Coordinator analyzes test data and creates annual report on disaggregated student performance. Coordinator and SOH co-director forward results to funders and MMSD staff as requested. Achievement Connections implementation: Coordinator ensures fulfillment of all MOA requirements. Volunteer Management: Programs Assistant works with SPI team and MMSD central office staff (HR, Communications, Legal, Assistant Superintendents) to ensure that information on required volunteer practices is current and communicated to all staff and community groups working with volunteers. Programs Assistant fields inquiries and concerns from MMSD staff and community groups relating to MMSD Volunteer Policy and ensures that appropriate actions are taken and best practices in volunteer management are promoted. Coordinator works with UW-Madison, Madison College and Madison Media Institute to engage federal work student students, who are then coordinated by SOH staff and AmeriCorps members. MMSD Accountant Mark Anderson tracks hours and payment relating to UW-Madison work student students. Coordinator works with Dane County Job Center to place and support parents and family members of MMSD students who receive pre-employment training and county benefits as part of community service work as school volunteers. STEP (Senior Tax Exchange Program): Programs Assistant works with MMSD Communications staff to update MMSD website and develop informational flyers. Programs Assistant fields ongoing inquiries from MMSD staff and community members. Coordinator ensures that elementary all tutor coordinators (incl. AmeriCorps members) understand program details and how to screen, place, monitor and refer prospective volunteers, who are directed to the MMSD Accounting office. MMSD Accounting staff develop system for tracking logged volunteer hours by participating individuals and issuing annual payment. Programs Assistant works with MMSD Accounting office and local tutor coordinators to track participant numbers based on determined slots. Krystal Gartley Krystal Gartley

ZZ/PIN Numbers: Programs Assistant collects partner program staff names, job titles, supervisor names and locations each fall and as new staff is added throughout the year from MMSD point people (Coordinator, Julie Koenke, Diana Miller, Michelle Graves) and partners. Programs Assistant completes online "Non-MMSD User" form for each individual and forwards to Tech Services. Programs Assistant creates Excel spreadsheet with updated info. Once zz accounts are established, Programs Assistant forwards new account info to program coordinators with 1) Instructions for new users and 2) MMSD Internet Use policy and guidelines. Program coordinators email account info and attachments to new users. Programs Assistant also forwards spreadsheet to Joe Anderson, who assigns PINs and emails individuals. Each fall, Rich Noble emails a spreadsheet to Programs Assistant with all accounts. Programs Assistant verifies adds, drops and ongoing users with each program coordinator, updates spreadsheet and returns to Rich N. Program coordinators contact KP in the course of the year with any changes, which Programs Assistant relays to Rich N., Joe A will forward PIN updates to Krystal Gartley Strategic fundraising plan: Superintendent identifies fundraising priorities. Supt., COS, SPI Director identify key prospects for fund development (consultant), Supt. Admin. schedules meetings and follow-ups. Supt. and COS meet with key prospects. Grants Contractor identifies grant opportunities. Grants Contractor meets with fundraising priority leads to identify grants to pursue. Grants Contractor develops timeline for grantwriting. SPI Director reviews plan and timeline with Superintendent and COS. Grants Contractor convenes cross-functional teams and facilitates grant development process. Grants Contractor routes grant proposals for final review and submits final proposals. Grants Contractor tracks and monitors status and reporting schedule. Marcie Pfeiffer-Soderbloom Grant development (under $50K): Staff person contacts Grants Contractor submits the grant form online. Grants Contractor reviews online form and alerts applicant s supervisor to affirm approval to proceed with the application. Staff applicant leads the completion of the proposal and corresponds with Grants Contractor to receive additional support as needed. Applicant submits final draft(s) for Grants Contractor s review. Grants Contractor edits and/or offers suggestions on the proposal. Grants Contractor sends back proposal with comments. Applicant then submits final proposal to Grants Contractor. Grants Contractor secures needed signatures, makes a copy of the final draft, sends the final draft back to applicant to submit or Grants Contractor will submit. Grants Contractor then records the data onto the tracking sheet in the tracking google document and files the data into the Grants Contractor shared drive. Grants Contractor follows-up with applicant to set up award and follow any relevant policies and Marcie Pfeiffer-Soderbloom

Mini grants: Grants Contractor attends FMPS grant meetings. Grants Contractor announces grant opportunity in Principal s newsletter and answers questions as they are presented. Grants Contractor updates Grants website related to FMPS mini grants and cc s Ex Director of FMPS. Grants Contractor reviews and edits draft proposals as needed. Grants Contractor receives and reviews all applications for completeness, coordinates revision as needed. Grants Contractor sends FMPS Ex Director applications. Grants Contractor delivers the applications to the FMPS offices. Grants Contractor follows up with award recipients to support set-up and adherence to relevant procedures Innovation grants: Grants Contractor announces grant opportunity in Principal s newsletter. Grants Contractor updates Grants website with Innovation grant information. Grants Contractor provides ongoing support to schools applying for grant opportunity. Grants Contractor prepares applications for review. SPI Director and Grants Contractor convenes review committee and selects award recipients. Award selection approved by Supterintendent and Chiefs of Schools. Grants Contractor coordinates award announcement with Media Relations and Communications. SPI Director conducts monitoring meetings. Marcie Pfeiffer-Soderbloom GFDO Communication and Training: Grants Contractor develops workshops and tools to support MMSD staff in grantwriting and grant management. Grants Contractor sends completed materials to SPI director for review and approval. Grants Contractor secures a series of workshop dates/tmes and sends notices throughout the district (principals newsletter, MMSD communication team), and adds notice to MMSD Grants web page. Grants Contractor delivers training, administers and reviews evaluations. Marcie Pfeiffer-Soderbloom MOST Administration: SPI Director meets with MOST Coordinator and City rep weekly. MOST Coordinator facilitates decision-making and communication across MOST teams. MOST Coordinator coordinates bi-weekly Action Team meeting, quarterly Coalition meeting, Work Groups, etc. MOST Coordinator develops timelines with work groups, monitors progress. MOST coordinator prepares reports and presents regularly to leadership and City Education Committee. Jennifer Lord Charter Schools - Renewal Application Process: SPI Director establishes timeline for renewal review and assembles review team. SPI Director meets with operator to review renewal process and application requirements. SPI Director meets regularly with operator and review team to support application development. Operator submits renewal application. SPI Director facilitates review process, prepares reports for Supt., COS, BOE. SPI Director coordinates presentation to BOE. Upon renewal, contractor sets timeline for progress checks/monitoring.

Charter Schools - Initial Application & Rubric: SPI Director establishes timeline for application revision and rubric development. SPI Director develops revised application and rubric. SPI Director convenes cross-functional team to review and approve materials. SPI Director shares materials with Board Officers for approval. SPI Director posts materials on MMSD website.
