www.headlinegl.com VOLUME IV NO. 151 FEBRUARY 02, 2016 TUESDAY Country s 1st archery challenge maze opens in SandBox-Alviera By Marna Dagumboy -del Rosario PORAC, PAMPANGA Following the success of SandBox s outdoor archery, Alviera presented the first-ever archery challenge maze in the country over the weekend. This new SandBox attraction here dubbed Aqtiv Archery is expected to provide a whole new exciting outdoor experience where archers run through a maze and face moving targets and obstacles, all under time pressure. The SandBox outdoor archery range, operated by Oculus Archery, has had over 5,000 visitors since the attraction opened last year. Children as young as 7 years old to some strong seniors, all new to the sport, have found their bliss in this outdoor feature as they learned the basics of archery in a stationary setup consisting of 12 lanes of targets. With Aqtiv Archery, participants are given a mission that must be completed within three to five minutes in the maze depending on the mission s level of difficulty. Unlike target archery, participants must expect turns and twist and moving targets. For the first mission, AQTIV ARCHERY...page 7 NEW ATTRACTION. 2NEWSHeadline Gitnang Luzon FEBRUARY 02, 2016 2 dead in Bulacan intensified anti-crime drive By JESS MALABANAN CAMP OLIVAS Two persons believed members of an illegal drugs group and a carjacking gang were killed in separate anti-criminality operations launched by authorities in San Miguel town and City of San Jose del Monte, both in Bulacan, shortly before noon yesterday. Central Luzon police director Chief Supt. Rudy Lacadin identified one of the slain suspects as Abdul Minalang, alias Abdul, a notorious illegal drugs trafficker operating in City of San Jose del Monte. The other remained unidentified as of press time. Another suspect identified as Fred Borja of City of San Jose del Monte yielded to authorities when cornered by authorities after a brief chase in Barangay Sta. Cruz, also of the same place. Supt. Joel Estaris, officer-in-charge of San Miguel police, said he received a message from higher headquarters directing him to establish a roadblock along the Nueva Ecija-San Miguel, Bulacan Road where a stolen Toyota Fortuner (NIM-778), occupied by suspected car thieves was spotted heading to his position. Estaris said the vehicle was forcibly stolen from its owner by four unidentified suspects in Cabanatuan City early morning of Monday. He said three of the occupants alighted in San Ildefonso, Bulacan and only the driver drove further heading towards San Miguel town. When flagged down, Estaris said the driver ignored and eventually rammed the police and the Commission on Elections (Comelec) checkpoint, damaging the signage and a tricycle parked near the police roadblock. Policemen fired warning shots to prevent the suspects from fleeing further but were met with gunfire that prompted authorities to fire back, fatally hitting the suspect in different parts of his body. Police recovered two pieces of.38 caliber revolvers, quantitative amount of illegal drugs and paraphernalia from the suspects. Estaris said the stolen vehicle is presently under police custody while investigation is yet completed. Lacadin earlier warned lawless elements in Central Luzon to stop their activities or face similar fate with other criminals who died during gunfire with the police. EMULATING OUR HEROES. Mayor Edwin Santiago addresses the crowd during the commemoration of the 140th birth anniversary of local hero Pedro Abad Santos. --CSF-CIO PHOTO CSF commemorates Pedro Abad Santos 140th birth anniversary By Marna Dagumboy -del Rosario CITY OF SAN FERNANDO To honor his martyrdom and heroism, the local government here headed by Mayor Edwin D. Santiago held a wreath-laying ceremony to honor its local hero Pedro Abad Santos in his 140th birth anniversary. The ceremony was held Saturday (January 31) morning at the Heroes Hall and was accompanied with a gun salute by the local police. The mayor said that the wreath-laying was done in line with the city s advocacy of promoting nationalism and patriotism through preservation and promotion of history and culture. Pedro Abad Santos was born in San Fernando. He was our hero; one of the greatest Fernandino who laid his life for his country. Let us not only remember him but emulate his love for our nation, he said during his speech. He was born January 31, 1876 in San Fernando to parents Vicente Abad Santos and Toribia. His younger brother Jose who achieved greater prominence because he would become the country s Chief Justice of the Supreme Court and suffered high-profile martyrdom during the Japanese occupation. Pedro, on the other hand, would be increasingly marginalized from civil society as he went farther and farther left in his political ideology. While both of them had the same mission in life, which was to improve the condition of the masses, they held opposite view on how to attain this. Also known as Don Perico, he was the founder of Partido Sosyalista ng Pilipinas. After finishing Bachelor of Arts in the University of Santo Tomas, he took up law and was admitted to the bar in 1906. During the Philippine-America war, he became Chief of Staff of Gen. Maximino Hizon s Command. He was captured and charged with guerrilla activities, for which he was meted a death sentence. He joined Hizon, Apolinario Mabini, Artemio Ricarte and Melchora Aquino in exile in Guam; upon his return, his death sentence was commuted to life imprisonment. US President Theodore Roosevelt pardoned him later. PDEA nets untouchable in Pandi anti-drug ops By Froilan E. Magtoto LIVELIHOOD CARTS DONAT-ED. The project aims to provide the beneficiaries assistance, enabling them to increase, upgrade and/or diversify their products or services and market these to a greater number of customers. --AC-CIO PHOTO CAMP OLIVAS Agents of the Central Luzon Philippine Drug Enforcement Agency (PDEA3) seized on Sunday suspected shabu worth P200,000 and arrested the son of two incumbent public officials in a buy-bust operation in Pandi, Bulacan. PDEA3 director Gladys Rosales identified the suspect as Christopher Bryan Sebastian 34, of Bagong Barrio Pandi, Bulacan. Rosales said Christopher Bryan is allegedly the son of a present barangay chairman while his mother is an incumbent city councilor of Pandi, reportedly which made him an untouchable in the locality. The transaction took place in Barangay Cupang, Pandi but before the suspect was arrested, he sensed he was being trapped. He tried to elude arrest and used a dump truck as a getaway vehicle. A gunfight then ensued between the suspect and the authorities, where Sebastian sustained a gunshot wound. Rosales said the operation netted seven plastic sachets containing suspected shabu weighing 57 grams with an estimated street value of P250,000. The authorities also recovered the marked money used in the sting.

FEBRUARY 02, 2016 Headline Gitnang Luzon BUSINESS 3 New DTI chief vows to improve ease on doing business in PH By Charlene A. Cayabyab CITY OF SAN FERNANDO Newly appointed Trade and Industry Secretary Adrian Cristobal Jr. assured members of Bulacan Chamber of Commerce and Industry (BCCI) that his agency would accelerate efforts and strategies to improve the Philippine status on ease on doing business. During his visit at the BCCImanaged Negosyo Center in the provincial capital, he said DTI supports the goal of the National Competitiveness Council to reduce procedures on starting a business by three steps in three days. Per World Bank Doing Business Report 2015, it takes an average of 16 steps in 34 days to start a business in the Philippines compared to Southeast Asian neighbors Vietnam (10 steps in 34 days), Thailand (4 steps in 27 days), and Malaysia (three steps in five days). New Zealand was cited as the world s best as it takes only one step in half a day. We want to accelerate the Philippine Business Registry by fully consolidating and processing all transactions of the Securities and Exchange Commission, Bureau of Internal Revenue, Social Security System, Philippine Health Insurance Corporation and Pag-IBIG in one form and online, Cristobal said. He also asked the BCCI to help them in urging local government units to expedite their issuances of barangay clearance, community tax certificate, and mayor s permit among others. The secretary also promised to solve with finality the port congestion problem in Manila which has limited the export potential of Bulacan businesses. As we are now 98 percent tariff-free because of the launching of Association of Southeast Asian Nations Economic Integration, DTI is focusing on what are attainable to be solved and shall be solved in the last six months. Six months is a short period of time but there s a lot of things needs to be done, he said. CIAC SIGNS NEW MRO AGREEMENT. Clark International Airport Corporation (CIAC) president and CEO Emigdio P. 4OPINIONHeadline Gitnang Luzon FEBRUARY 02, 2016 EDITORIAL Going cycling LUBAO town is gearing to becoming a prime tourist destination as it now targets health buffs and bike enthusiasts, with the kick off of the first-ever Pradera Cycling Classic over the weekend. Hundreds of bikers and young professionals participated in the two-day event held at the Pradera Wakeboarding and Golf Country Club in Barangay Prado Siongco, Lubao. The town hopes to become Pampanga s cycling capital, encouraging enthusiasts with the same passion for the sport to patronize Pradera as the destination for their activities. Pradera, after all, is an ideal venue for such activities, because of its wide span of property which houses a world-class golf course and a wakeboarding facility. The town is more than capable of hosting such events even bigger than the annual hot air balloon festival which is also being held in Pradera. Such events will not only spur a barrage of international sporting activities in the town, but will also help generate income to locals, because of the tourists coming in to either watch or participate in the competitions. We expect to see more sporting events in the town in the near future. Cycling a fast-growing sporting craze is just the start. www.headlinegl.com HEADLINE Gitnang Luzon is a Daily Regional Newspaper General Manager: MARLO a. franco Editor: RIA DE FIESTA Layout Artist/Photographer: JP Manalang Reporters: CHARLENE CAYABYAB Marna dagumboy - Del rosario Administrative Staff: sherylin l. rivera Publisher: hgl publishing Email: headlinegitnangluzon@gmail.com Website: www.headlinegl.com DISCLAIMER: Views expressed by columnists are their own and do not necessarily reflect the editorial position of HEADLINE Gitnang Luzon or its internet website: www.headlinegl. com. IF IT will only take a presidential policy to provide genuine development of the Clark International Airport Senator Grace Poe said she will pave the way for a course of action that will finally make CRK the next premier international gateway of the country during the first year of her term. That was coming from Poe, who visited Pampanga province on Friday full of zest and dynamism amid the temporary electoral blockades to her presidency. Before she arrived at the Fortune Restaurant press briefing, Senator Chiz Escudero envisioned the development of a dual airport system in a bid to decongest Metro Manila. I haven t heard anything yet from another presidential bet Digong Duterte if what he intends to do with Clark if elected president. One thing should not be amiss these presidential contenders should include Clark International Airport in their advocacies. Liberal Party bet Mar Roxas earlier said that the plan was to move to Clark (airport) albeit no one in Pampanga province believes him now. He had been Secretary of the Department of Transportation and Communications (DoTC) and was closer to Malacañang but nothing concrete was done for Clark before. The Kapampangans have had Check and Balance Arnel San Pedro does it mean when every part of my body WHAT hurts when you massage or press it?, I asked the in-house masseuse the other day. Well, it could be that every major organ in your body is failing, or stress, or that you re just getting old, the lady with the iron hands quips. The last sentence caught me off guard. Truly, I am getting old yet I am still in the process of accepting it. It is inevitable though my mind is adamant about it. I m reminded that I don t like people with big and knuckled fingers. As she kept on stroking my back with rhythmic moves, the pain was unbearable. But for some masochistic Executive policy enough lip service from the national government and what we need now is a policy directive that is time-bound and measurable. Only Senator Poe provided a glimmer of hope within the first year of her term she will sign the presidential policy on Clark airport. That was clear and unambiguous. Under Executive Order Aging and acceptance reason, I keep going back to the spa and face my torturer at least once a month. The after effect of the pain is so addictive. I feel light and somehow I feel that my muscles breathe on their own. My husband wanted to take pictures of my bedevilled facial expressions during the massage. He wanted to post them on Facebook for he surely thought that it would generate comments and traffic for his page. I could be a comedienne and at the same time a dramatic actor if given the privilege to see my facial features during the massage. But I told him not to share the pictures, considering they were No. 174, former President Fidel Ramos designated Clark Special Economic Zone as the future site of a premier international airport upon completion and development of the aviation complex. Under the term of former President Gloria Macapagal Arroyo, thousands of seat entitlements had been earmarked for the Clark route. The miniscule Clark terminal was also upgraded to improve service as passenger volumes increased by the year until it reached over one million passengers. Lashing out at the apparent lack of leadership at the DoTC, Senator Poe, however, noted the importance of the railway system that will connect Clark to Metro Manila. Importante na konektado ang mga siyudad. Following the landmark approval of the P97-billion financing deal from Japan, the 38-kilometer elevated train line from Tutuban, Manila to Malolos, Bulacan will be built in four years or until 2020. The Philippine economy will benefit from the Philippine National Railways North-South Only Senator Poe provided a glimmer of hope within the first year of her term she will sign the presidential policy on Clark airport. OPINION 5 FEBRUARY 02, 2016 Headline Gitnang Luzon EVERY time we bring our wallets out, there is this feeling that somewhat carries out various moods depending on how we use it. We re usually satisfied when it s hefty and on the other side, pitiful when it s buoyant. It s usually slowest to come out when it s time to pay that bill from the restaurant, hoping that someone will volunteer to cover the sum. For the working class, a wallet is the transient storage of that paycheck every 15th and 30th of the month, and then vanishes just like that because of water, electric, phone, cable and internet bills. Nowadays, I see a number of students who prefer Velcro wallets with funky designs which are stylish enough to cover perhaps the light daily or weekly allowance they get from their parents or guardians. But other than that hard-earned money from the breadwinner, it s inside those students wallets where the youngsters keep their photos of their loved ones including their crushes; usually photos with dedications at the back. When I was a teenager though, I was already sporting an old school leather wallet. Our wallets tell stories of ourselves and our lives; our personal and national history, and perhaps even our current financial status. A woman s wallet is often bigger than a man s because it s where she puts her cosmetics and hygiene kit other than her notes and coins. College students fill the sliced slot for club IDs, maybe a library card, aside from his school ID and student s driver s license. It is more sophisticated Rich stories in our wallet among the employed and working class where you can find the weirdest things inside their wallets from discount cards, credit cards, ATM cards, calling cards of high-ranking officials or managers, various receipts and statement of accounts, to 4th Quarter Jay Pelayo herbal supplements and contraceptives. Most often, you ll find a rosary, novena or prayer booklet, and an image of Christ the King or the Blessed Mama Mary in their wallets. On the other hand, I know plenty of well-off people who do not use wallets. One reason I presume is that his or her notes would not fit in the wallet. This is why some prefer the money clip it s handier and less bulgy. The most practical though is the rubber band which the late Atty. Charlie Sandico used when he took me inside a casino in Clark many years ago. While most of us carry a wallet, we usually do not pay attention to the story of the faces that are printed in the notes and coins of our currency. There are so many rich stories that actually convey historical importance. I remember the article written by Pampanga s very own Ambeth Ocampo on a national broadsheet where he required his students to enumerate in order of monetary Let s use Clark Airport! TIME is gold indeed. For most of us who are always on the go, either we are ordinary employees or busy entrepreneurs who have our own businesses, time is of the essence. Every second and every minute in one s day do matter a lot. As much as possible, the precious time intended to be spent on more important matters like time for the family, for other things at work, or even time for one s self, should not be put to waste. So, imagine being stuck inside the airport (or at times inside the airplane) for several hours after hearing the announcement that your flight is delayed due to airport congestion or even the heavy air traffic going to the Manila terminal, and also think about the wasted time while the plane is going around for at least an hour waiting for the clearance to land. One thing will definitely come to one s mind, and that is disappointment and annoyance for all the inconveniences caused by the delay such as scheduled appointments that will be missed, anticipation of the heavy traffic in Manila, and even consideration of the people waiting for your arrival. With other proposed developments such as the Clark Green City and the new rapid rail system, the proposition to make the Clark Airport an alternative to NAIA is one that our government must look into, or rather take advantage of. All of these hassles can be solved by one proposal and that is the diversion of some flights to the Clark International Airport. This has been a move advocated by some government officials in Pampanga and in Central Luzon, the Clark Development Corporation (CDC), Bases and Conversion Authority (BCDA), local civic organizations and media groups, and most especially the frequent flyers coming from Regions 1, 2, 3, and CAR because of the many advantages of value, the names of the people featured on our bank notes. It is quite alarming that many Filipinos do not recognize or some do not even know the names on some of the bills. Come to think of it, we usually hold money almost every day when we commute for transport, buy some food, pay some bills, and so on and There are stories everywhere we go. Some are not quite significant while some possess great importance. Let s not take for granted the faces inside our wallets like the personal photos we keep. Brainwaves Michelle Catap- Lacson so forth. And yet, we are not aware of their names and the contributions they gave for the country. I suddenly remembered the speech of Angeles City Mayor Edgardo Pamintuan during the commemoration of the death anniversary of hero and former Chief Justice Jose Abad Santos. He said that every morning, students and teachers from schools and universities frequently pass by the old town hall which is now the Museo Ning Angeles, and only a few citizens recognize the name of the person in the monument in front of the museum. There are stories everywhere we go. Some are not quite significant while some possess great importance. Let s not take for granted the faces inside our wallets like the personal photos we keep. Take time to read and it pays to know. flying to and from the Clark Airport. Firstly, it is a fact that the Clark Airport has the longest runway in the country, (or even in Asia). According to Clarkairport.com, it has two 3,200-meter parallel runways, one of which will be extended to 4,000 meters to accommodate new generation wide-bodied aircraft. The airport s primary runway has a length of 3,200 meters and a width of 60 meters and it is equipped with various navigational aids and lighting facilities, and it has a Category 1 rating for precision approach. Secondly, the compelling drive to invite more international flights in the said airport has become one of its strongest points in the bid to make Clark International Airport the primary terminal in the country. CIAC President and CEO Atty. Emigdio Tanjuatco also said during a recent meeting with the Thailand and Manila Airlines Operators Council that CIAC is constantly engaging in a dialogue with several stakeholders such as the airlines, tourism councils and local government units telling them that Clark Airport is open for business brainwaves... Page 7 headline in history National Citizen s Army was founded under the Malolos Republic On February 2, 1899, the National Citizen s Army, forerunner of the Armed Forces of the Philippines (AFP), was founded under the Malolos Republic. Its origins could be traced to the Tejeros Convention in 1897, where the revolutionary government of General Emilio Aguinaldo created the Philippine Army under Captain General Artemio Ricarte. This Army was an off-shoot of the Revolutionary Forces, which took arms against the Spanish Government from August 30, 1896 up to December 10, 1898 when the Treaty of Paris was entered into between the United States of America and Spain. The same Army engaged the Americans during the hostilities between the Philippines and the United States which began on the night of February 4, 1899 and lasted up to September 25, 1903, when the last of Filipino General, General Simeon Ola surrendered to the Americans. After the Filipino-American war, the country s armed forces organized through the promulgation of the National Defense Act in 1935 which created the Philippine Army, with the off-shore patrol and Army Air Corps as its major components. The Philippine Constabulary was then existing under the Department of the Interior. The Philippine Army subsequently became the Armed Forces of the Philippines on December 23, 1950 with four major services, namely Philippine Army Philippine Air Force Philippine Navy and the Philippine Constabulary The country was divided into four military areas. This set-up remained until the early 80 s when a major restructuring of the AFP was made as a result of the alarming upsurge activities in the country regional unified commands were organized and areas of responsibility were assigned which conformed with the twelve regional boundaries of the country. ---KAHIMYANG.INFO United States rejects proposal for conference with Stalin In response to Soviet leader Joseph Stalin s proposal that President Harry S. Truman travel to Russia for a conference, Secretary of State Dean Acheson brusquely rejects the idea as a political maneuver. This rather curious exchange was further evidence of the diplomatic sparring between the United States and the Soviet Union that was so characteristic of the early years of the Cold War. Stalin broached the idea of Truman traveling to the Soviet Union, or perhaps to Poland or Czechoslovakia, during a statement in which he indicated that his health prohibited him from coming to the United States to meet his American counterpart. Stalin s agenda for such a meeting was sketchy, beyond a general call for a declaration by each nation that it would not resort to war in dealing with the other. Secretary Acheson stated that he found this idea puzzling, arguing that treaty commitments and adherence to the United Nations Charter already excluded war between the two powers. Furthermore, without a more concrete agenda, Acheson was reluctant to commit the United States to any one-on-one negotiations with the Soviet Union. In any case, the secretary concluded, President Truman was not willing to go halfway around the world to meet with the Soviet leader. Acheson also indicated his disappointment that any nation would play international politics with an issue as important as world peace. Stalin s vague proposal and Acheson s blistering response were typical of the constant war of words that took place between the Soviet Union and the United States during the late-1940s and all during the 1950s. The verbal sparring illustrated the lack of trust on both sides and the failure to locate any foundation for diplomatic negotiations. Although relations between the two nations warmed slightly during the 1960s and 1970s, the war of rhetoric continued unabated.--history

The Manila Airlines Operators Council through its president Larry Isidro also conveyed their full support to proposed Twin Airport Development between Clark Airport and Ninoy Aquino International Airport (NAIA) citing that the country needs to have two gateways since NAIA is heavily congested, and that they want to sell Clark an idea as growing and as one of the other gateways of the Philippines. Last October 2015, the National Economic and Development Authority Board approved the project worth P15 billion for the Clark International Airport passenger terminal with the goal to increase flights, passenger traffic, and develop a new gateway to the Philippines. The initial phase of the project will expand the capacity of the airport to accommodate three million passengers each year, and the said construction will commence this year. Currently, the existing passenger terminal can accommodate up to four million passengers annually as it primarily serves budget carriers including AirAsia, Jin Air, TigerAir, and Cebu Pacific and other full-service carriers like Qatar Airways, Asiana Airlines, and Dragonair. With other proposed developments such as the Clark Green City and the new rapid rail system, the proposition to make the Clark Airport an alternative to NAIA is one that our government must look into, or rather take advantage of. This move will not only ease the perennial issues of airport congestion in Manila, but will more importantly accord the air commuters the valuable time they deserve through the convenient, hassle-free, and progressive travelling opportunities each and every time. power mac... from Page 3 ativity further by participating at the Adobo Design Awards Asia (ADAA) Open/Theme category: Digital Short Film. SPECIAL FEATURE VOLUME IV NO. 151 FEBRUARY 02, 2016 TUESDAY Tourist magnet in Lubao, Pampanga Even pretty faces join the cycling match. CONTINUATION FROM PAGE 1... Lubao eyes title as Pampanga s cycling capital Let the race begin! On Saturday, the town welcomed bikers from all over Luzon in the firstever Pradera Cycling Classic at the Pradera Wakeboarding and Golf Country Club in Barangay Prado Siongco here. The two-day event, according to Pradera Sales and Marketing head Fatima Khokhawalla, was attended by hundreds of executive bikers or career individuals and young professionals who share the same passion for the sport. Day one kicked-off with the holding of a 20-kilometer Team Trial Race that traced a route from the wakeboarding site to the eastern ingress of the Bypass Road in Barangay Sta. Cruz here. Close to 200 bikers took to the street and capped the race in just about 20 minutes with the team of Sante Barley leading the pack to take home the first place finish among 26 teams. Team Tri Delta of Pampanga, though finishing at fifth two spaces short of a podium finish was elated for the team s showing in its first crack in a team competition. Organizers have also slated a individual Criterium race within the fences of Pradera Verde, which boasts of a wide span of property housing a world-class golf course, wakeboarding facility and an annual hot-air balloon fiesta that attract thousands of local and foreign tourists. On the second day was a more challenging race a Road Race that trekked the Megadike that afforded the participants both a safe race track and a stunning view of the ones lahar-raged areas of Pampanga. Mayor Mylyn Pineda- Cayabyab, who brought in peace-keeping and emergency response teams to the competition, hopes the event will spur a barrage of international sporting activities in the town. Pineda-Cayabyab said cycling is a fast-growing sporting craze which brings to one place enthusiasts from here and abroad. She believes that their town is capable of hosting bigger events such as the yearly hot-air balloon fiesta also held at Pradera. The mayor said that since the hot-air balloon fiesta is only held once a year, there should be other sporting activities that the public can enjoy while in their town. Sporting events, she said, help generate income to locals, with the tourists coming in to either watch or participate in the competitions. Pradera is accessible via the Jose Abad Santos Avenue and the Subic- Clark-Tarlac Expressway either through the Dinalupihan exit if from Bataan, Floridablanca exit or Porac exit. Bragging rights up for grabs at the first-ever Pradera Cycling Classic. Podium top three winners in the opening race.
