2 Prevention Efforts in the Community Prevention Services are designed to prevent alcohol and other drug-related community problems using environmental and community change approaches. The mission is to implement effective and sustainable primary prevention initiatives to reduce community alcohol and other drug problems. 4 Prevention Efforts in the Community Engage many segments of our community to address the problems posed by alcohol and drugs across Ventura County. Collaborate and engage with: Residents Coalitions Funded contractors with specialized expertise Wide range of partner agencies including law enforcement, medical partners, colleges and universities, and elected officials 5 Data Driven Prevention Approach In order to design and implement the most effect prevention strategies, VCBH ADP uses local and current data to inform their strategies One the most extensive sources of data used to inform numerous impaired driving initiatives the POLD Survey database 6 2
3 Today s Agenda Place of Last Drink (POLD) Survey 7 POLD Survey Overview Data collected across all 5 Ventura County DUI Program sites Surveys have been collected since 2001 Initial data collection was done using paper/pen Transitioned to electronic data collection in 2011 Avg. 200 surveys/month 33 item questionnaire designed to capture information about the places, settings and circumstances associated with impaired driving 25,000 + POLD Surveys Collected 8 POLD Survey Quality Assurance Measures Counselor-administered at DUI Program exit Ongoing training and technical assistance Revised/updated survey items Data is meticulously reviewed and cleaned on a monthly basis to ensure quality is maintained The goal is continuous high quality data collection Aim to minimize and mitigate limitations Transitioned from paper to electronic data collection (strategic, pilot, interviews, trainings) 9 3
4 POLD Survey Quality Assurance Measures Quarterly Recognition Program for DUI Counselors Each quarter 4 counselors are awarded with a letter and Certificate of Recognition acknowledging their dedication to the data collection Awards based on: Accuracy (i.e., spelling, consistency, minimal errors) & whether the data makes sense (i.e., response options are aligned throughout the survey) 10 Purpose of POLD Survey POLD survey findings use by: VCBH Law Enforcement City and County officials Community members Local Coalitions & Collaborative partners Findings are use to: Develop publications such as the Ventura County POLD Spotlight, Municipal POLD Profile Reports, and County POLD Report Shape policies and practices for enhanced public health & safety Measure impacts of prevention efforts 11 Recent Findings from College-Aged DUI Offenders 12 4

6 Location of Last Drink before Being Arrested 16 Private Residences 55% reported 10+ people in attendance 50% reported this was a house party 65% reported underage people drinking 17 Bars, Clubs & Restaurants 16% said they were not asked to show an ID 16% reported drinking at a place offering specials/ promotions 66% of BCR mentions were from Ventura County outlets; 22% were from outlets in Los Angeles County (e.g., Hollywood); 12% of mentions were from other counties (i.e., Santa Barbara, Orange, San Diego, Riverside, Inyo, Monterey, Butte, Santa Clara) 18 6
7 Drinking Behaviors Before DUI Arrest 1. 75% had been drinking at one location 2. Spent an average of 4 hours at POLD 3. Had an average of 5-6 Drinks at POLD 4. Average BAC = 0.13 ( ) 19 Characteristics of DUI Arrest Incidents 9 miles driven on average before being arrested for DUI Nearly half (48%) had passengers in their vehicle when arrested 1 in 4 were involved in an accident on the day of their DUI arrest 27% of accidents caused physical injuries to the driver or others 20 Likelihood of Being Arrested for a DUI 3 in 4 thought it was very unlikely that they would get caught for DUI on the night of their arrest 100% 78% 50% 0% Very Unlikely 15% Somewhat Likely 7% Very Likely 21 7

11 Prevention Efforts in the Community DUI Checkpoints Used to deter drunk driving and remove intoxicated drivers from the roads. Locations of checkpoints can be selected based on POLD data related to problem areas- Example- Thousand Oaks review of POLD mentions DUI Crashed Car Trailer Exhibit A mobile DUI prevention exhibit used to raise awareness about the consequences of impaired driving 31 Don t Drink & Drive Crashed Car Trailer Exhibit Ventura County s first crashed car trailer exhibit was unveiled at the Ventura County Government Center. The event featured the first viewing of a shared county resource - a mobile DUI prevention exhibit to raise awareness about impaired driving, and to support good driving decisions. 32 Prevention Efforts in the Community Responsible Beverage Sales and Service Training VCBH contractor, Project SAFER, works in collaboration with local businesses and law enforcement to reduce unlawful alcohol service and youth access to alcohol through education and enforcement Designated Driver Campaign Be the DD and Win! Collaboration among VCBH, Project SAFER, law enforcement, and local establishments. The campaign aims to deliver the message that it is cool to be the DD by rewarding designated drivers with prizes while encouraging patrons to drink responsibly 33 11

Be the DD and Win! is a collaborative and comprehensive approach to reducing impaired driving by partnering with the most popular night spots, law enforcement, community volunteers, and local business to reward sober designated drivers
13 ATOD Conference - April 3, 2014 Using Data for Decisions Planning begins by reviewing Place of Last Drink (POLD) data Partner with local law enforcement to consider recent local Calls for Service data and trends compared to POLD findings Those businesses that are having the greatest impact on the community are deemed a priority for partnerships 37 Collaboration Works The best approach is everybody working together! Law enforcement, with the local Health Care Agency and a non-profit agency coming together can each present information to the businesses to explain the actual impacts of their alcohol service practices, and gain their cooperation to improve them. 38 Comprehensive Approach Project SAFER offers solutions that benefit the businesses An on-site environmental assessment is offered to identify business practices that may be increasing underage access to alcohol, over-service of alcohol and increase risks of patrons driving impaired. Tailored Best Practice Solutions from assessment findings. Provide (required) Responsible Beverage Service Training for all floor and door staff as well as management for any participating venue
14 Comprehensive Approach The success of this campaign relies on retailer participation: Communication with patrons: Is someone in your group a Designated Driver? We have a promotion going on tonight and if they are not drinking, they can get free stuff and possibly win a raffle prize. Display campaign materials: Posters, table tents, and coasters must be used during the entire promotional night. Treat DDs like VIPs: Free non-alcoholic drinks and a heartfelt thanks for letting their friends party and staying sober to take them home safely! 40 Community Staffing Volunteers are vital for staffing the Prize Posse. Costs would likely be prohibitive if all were paid employees. Volunteers can earn Community Service hours towards school requirements or listed as experience in their portfolios. Internships are very helpful! --- Interns must provide a specific amount of hours each week to the campaign for school credit; participation from local colleges and universities lessen the staffing burden. 41 Donation-Driven Rewards All participating businesses have an early prize draw in which prizes awarded are donated by the participating venue, and have an average value of $25. All identified DDs are given token gifts by the Prize Posse. Grand Prize Drawings are conducted at midnight or later, and can include some, or all, of the businesses based upon the time allotted, means of transportation and prizes available. These prizes are generously donated by local businesses and have an average total prize package value of $100 or more
15 Promising Results DUIs are Trending Downward Ventura= 37% reduction in DUI arrests (Sample of Summer 2010 to Summer 2011) Thousand Oaks = significant reduction in DUI arrests the weekends of the promotion verses non-promotional weekends.
