Why Leicestershire Health Informatics Service? Leicestershire Health Informatics Service (LHIS) is hosted by the Leicestershire Partnership NHS Trust. The Trust serves a population of one million people across Page 2 of 9

Leicester, Leicestershire and Rutland and has a budget in excess of 250 million and employs over 5,000 staff in a wide variety of roles. This hosting arrangement provides LHIS with a sound financial and organisation platform from which to operate along sound business practices. LHIS provides a vast range of IT products, services and solutions to its clients. LHIS delivers these solutions nationwide to all sectors of the Healthcare market and beyond including primary care including NHS Trusts, Clinical Commissioning Groups (CCG s), Commissioning Support Units (CSU), care homes, hospices and General Practices, Acute Hospital Trusts, arm s length bodies and Any Qualified Providers (AQP s). LHIS has approximately 130 highly qualified IT staff including dedicated teams of project managers, web developers, application developers, content editors, service desk analysts, network engineers, desktop and enterprise support. As an NHS organisation LHIS has extensive experience of NHS standards, clinical systems security, NHS procedures and procedures, information governance and risk management. The LHIS client base has grown through word of mouth recommendations based on LHIS s excellent track record of service and delivery to include non NHS public sector organisations including Councils, Charities, Schools and Colleges. 2. Service overview Data Warehousing, Systems Integration and Data Migrations Our skilled staff will engage with you to identify and document your requirements to provide the foundation for our technical design and systems development. Since 2001 we have been working together with our customers in designing and developing cloud based solutions that are integral to both their strategic and operational activities. Should you require relational database related services, our developers have a wealth of experience in developing bespoke database structures and code to meet your business requirements. Databases, tables, stored procedures, views, triggers, functions, indexes, security models and more will be created and honed to produce an optimal data storage solution. Data Migrations represent an integral part of any systems implementation project. Our development team have carried out various systems migrations over the last 12 years and will work closely with your organisation and support you through the whole migration process. Ultimately we will ensure that users of your new system are presented with the contextually accurate information that is required as part of your deployment plan. We also have skilled technicians working with HL7 and ITK2 standards to facilitate integrated messaging between systems. We will work with your system suppliers and data experts in developing Integration solutions that manage the transactional traffic between your key applications. Page 3 of 9

Service features Data Warehousing Our skilled data warehousing staff can support your organisation from current service review and consultancy through solution design and development to deployment and maintenance. Consultancy and analysis We will work with you in modelling current organisational data flows and organisational data relationships to provide a thorough understanding of your data and information requirements Data extraction Our staff are experienced in managing the extraction of source data from various organisational systems. Scheduled tasks and real time transactional feeds from your systems will be developed to provide time critical. Data flow management We will manage secure data flows form source systems. Bespoke coding will perform in transit validation where appropriate and provide monitoring and alerts to ensure all data is available when needed. Data structure design The highest standards are employed in designing and developing suitable data warehousing structures and objects to provide high quality data. Based upon thorough analysis constraints and object configuration strategies will enforce referential integrity. Bespoke trigger, functions, stored procedures will process the data flows within the warehouse and robust security models designed and implemented to ensure best practice information governance standards are maintained. Data validation and cleansing However good the data warehouse solution is, it will always be limited by the quality of the data it holds. We will work with you in developing code which will validate and correct data where appropriate and also provide you with key information to prevent poor quality data entering the systems at source. Data transformations Once data has been harvested and loaded into suitable structures our developers will work on the distillation of your business logic into underlying code. This ensures that your specific organisational requirements are reflected in for example, procedures, functions and calculated fields calculated fields, flags, Data availability We can host your database solution in one of our dedicated server rooms. Our expert infrastructure teams ensure that activities concerning physical security, fire suppression, temperature and humidity management, uninterruptible power supplies (UPS) maintenance and usage, green IT standards implementation, firewalls and license management are delivered to Page 4 of 9

the highest standards. In addition, best practice access controls will be applied to all relevant database objects supporting an agreed underlying security model. Database administration Our database administrators (DBA) will ensure that ongoing support and maintenance of your solution meets standards agreed and defined in a specific Service Level Agreement (SLA). The SLA will stipulate standards and performance metrics to be adhered to. To deliver against this our DBAs will ensure that data warehouses are skilfully managed in terms of performance optimisation, security, indexing, scheduled task maintenance, process management, backups, patching and availability etc. Data migrations In any new system implementation, the transfer of archive and live data to your new environment represents a project critical task. Our experienced data migration team will ensure that you are fully supported in managing the task to ensure that your users are able to benefit from your new system straight from deployment. We will; Work closely with you in defining and documenting data migration scope in line with your project initiation document (PID implementation and other project and systems documentation. Plan and document the migration environment, including for example all data flows, hardware requirements, communication channels, information governance considerations and key stakeholders. Support your key staff to address identified data quality issues well in advance of data migration activities. Liaise and coordinate with both source and target systems suppliers and your staff to map data attributes between legacy and new solutions. Write in appropriate programme code scripts that transform source system data (format, bespoke reference coding, derived and calculated fields etc) into a form suitable for the target system Develop code that presents the data to the target system in the appropriate file formats specified by systems suppliers. Thoroughly test all outputs prior to actual live migration to ensure an error free transportation of data. Work in partnership with you in the planning of migration day(s) activities and responsibilities Systems Integration Page 5 of 9

Our talented systems integration team works to the latest ITK2 and HL7 standards. Using our integration engine the team manages real-time event driven data flows between systems. In an environment where solutions are becoming increasingly diverse our integration team enables your disparate systems to send and receive shared data that is critical to business functions. We will; Work in partnership with you to analyse your data flow requirements and associated messaging between systems. Work with your key technical staff and systems suppliers in establishing message flows between source systems and our Integration Engine (TIE) Configure and write relevant code within the TIE to validate and manage data for onward transmission to recipient systems or processes. Work within industry standard best practice guidelines and standards, for example HL7 and ITK2 Configure process outputs to ensure that message objects are structured to meet specified target system or process requirements. Maintain feeds as contracted, for example 24/7, with automated alert systems to provide notification of any processing issues. Provide regular reporting as agreed, showing transaction processing levels, with exception reporting as required. 4. On-boarding and service lead time The on-boarding process typically consists of developing a shared and agreed understanding of your requirements as follows: Discussion regarding service requirements Agreement of project scope, deliverables and timescales Production of an initial document highlighting key milestones, timescales and development costs Agreement and sign off of agreed, deliverables and timescales Producing a quotation for agreement and sign off should you wish to proceed with the proposed solution Upon commencement we will produce an initiation document that will present [but not be limited to] the following; Source systems storage and access controls Existing organisational data flows Current data transfer protocols and standards Established distribution channels Current Refresh rates Page 6 of 9

Functional requirements User profiles (number, location, roles etc.) Existing data security models and access controls Data characteristics (size, complexity, relationships etc.) Assumptions Constraints, in particular any data quality issues Risks (business and if appropriate, clinical) Infrastructure requirements Development and deployment strategy including appropriate solution technologies Information governance management Customer responsibilities High level Project plan including any phased deployments and key milestones etc 5. Off-boarding services/termination In the unlikely event that you request a termination of the service once a solution is developed, we will work with you in migrating data to an alternative platform. Please note that depending on the scope of the requirement that this may incur a fee. Once the data has been migrated we will employ best practice information governance on all data held and ensure that it is deleted unless you request otherwise. Page 7 of 9
