Inspired by new possibilities Marie Haldorson Director, Statistics Sweden

The INSPIRE Directive The European INSPIRE Directive entered in force in May 2007 and will be fully implemented by 2020. An infrastructure for spatial information in Europe supports environmental policies and policies or activities which may have an impact on the environment.

INSPIRE Data Themes ANNEX I 1. Coordinate reference systems 2. Geographical grid systems 3. Geographical names 4. Administrative units 5. Addresses 6. Cadastral parcels 7. Transport networks 8. Hydrography 9. Protected sites ANNEX II 1. Elevation 2. Land cover 3. Orthoimagery 4. Geology

INSPIRE Data Themes ANNEX III 1. Statistical units 2. Buildings 3. Soil 4. Land use 5. Human health and safety 6. Utility and governmental services 7. Environmental monitoring facilities 8. Production and industrial facilities 9. Agricultural and aquaculture facilities 10. Population distribution demography 11. Area management/restriction/ regulation zones and reporting units 12. Natural risk zones 13. Atmospheric conditions 14. Meteorological geographical features 15. Oceanographic geographical features 16. Sea regions 17. Bio-geographical regions 18. Habitats and biotopes 19. Species distribution 20. Energy resources 21. Mineral resources

INSPIRE Data Themes ANNEX III 1. Statistical units Grids in focus! 2. Buildings 3. Soil The most suitable territorial 4. Land use unit together with all the 5. Human health and safety other thematic INSPIRE 6. Utility and governmental information! services 7. Environmental monitoring facilities 8. Production and industrial facilities 9. Agricultural and aquaculture facilities 10. Population distribution demography

Production and industrial facilities 9. Agricultural and aquaculture facilities 10. Population distribution demography Generic model! Total population and population by age groups satisfies basic requrements.

Oh no.. Yet another directive New demands Two worlds have to meet

But, wait a minute.. The aims of INSPIRE resembles the aims of the ESS the European Statistical System Need for harmonisation Data should be kept at national level A new way to distribute data

NSI s both providers and users When our NSI s fulfil the INSPIRE obligations it s time to start using spatial data from others! Follow closely the European initiatives like European Location Framework Share good examples at the EFGS conferences and at INSPIRE conferences NSI s will benefit from taking part in the UN-GGIM developments

The Swedish Geodata Cooperation Agreement INSPIRE requires data sharing between public authorities = a Geodata Cooperation Agreement. The parties in the Geodata Cooperation offer each other their spatial data for official use at an annual fee. The Swedish Geodata Strategy gives the cooperation a broader scope than INSPIRE: the aim is to include as much spatial information as possible.

Possibilites Combining register information with geodata Making use of new spatial data from different INSPIRE themes - develop new methods Include spatial data and GIS-tools in the whole production chain: input throughput output!

Challenges Evaluation of datasets based on the INSPIRE metadata Using existing datasets in a new context testing the quality Explaining how a change of data source will affect the statistical results

Focus has been on the Output

Input Throughput Output Geographical survey frame, e.g. individuals within a certain distance from an airport Geographical objects, e.g. work places with cooridinates Processing with the help of GIStools Screening with the help of GIS-tools Results of higher quality New statistics based on geographical analysis Real estate register Geographical analysis Statistics on demand Geography Database with links to different territorial units New methods and new combinations of data sources Spatial data services online Statistical atlases

Delineation of localities

Identifying new localities

New statistics on area covered by buildings in Sweden Ölands yta är 134 700 ha Fyrkanten motsvarar ytan av alla byggnader i Sverige (93 000 ha) Fyrkanten motsvarar ytan av byggnader i tätort i Sverige (53 000 ha) Fyrkanten motsvarar ytan av bostadsbebyggelsen i Sverige (39 000 ha) Fyrkanten motsvarar ytan av bostadsbebyggelsen i tätorter (25 000 ha) Fyrkanten motsvarar ytan av all industribebyggelse i Sverige (10 500 ha)

New statistics on functional areas people living close to the sea

We may calculate how the coast line is affected by buildings

Where do our neighbours own holiday homes in Sweden?

The way forward at SCB Data warehouse including spatial data Common tools GIS at SCB Spatial data- and GIS-competence Maintenance teams

Conclusions Increased use of spatial data in society NSI s are a part of this as INSPIRE service providers! Increased focus on harmonisation of spatial information! Increased possibilities to create new statistics based on spatial data!
