The Job Description Questionnaire (JDQ) is a critical document that identifies and describes the major duties, essential functions and minimum qualifications of a position. In addition, the Job Description provides general employment information such as title, organizational structure, and funding sources. The JDQ is used to establish market comparators and benchmarks, set compensation, create job announcements, post vacancies, communicate expectations, and set performance standards. Who Completes the JDQ? Completion of this form should be a joint effort by both the incumbent and the supervisor. PURPOSE OF THE JOB: Reporting to the Production Team manager, the web developer provides programming and database support for the ecampus Center and online course/program needs. This position collaborates with colleagues in the ecampus Center and other partners to design, develop, test, implement and maintain web-based and database applications. The web developer uses solid HTML programming skills to develop online templates with effective interface and visual design, and to develop dynamic/media-rich web pages. This position works as part of the Production Team, collaborating with faculty, administrators and other staff to design and develop instructional technology and other webbased educational resources for online courses and programs. 3. MAJOR RESPONSIBILITIES AND JOB DUTIES Web page & portal content (E-25%) Design, develop and customize fully integrated, branded, online program/course templates with visual, usability and responsive design, utilizing clean HTML coding and maintaining the University s graphic standards. Design visual interfaces for improving the user experience with portal/course/module web pages. Build portal spaces and provide training for users to create and distribute online content to their stakeholders. Provide course production staff/students with tools, templates and training as needed to ensure effective methods and strategies are used to create course web pages and content. Develop dynamic/media-rich web pages. Ensure online course content is accessible for all users and can be viewed on various devices (mobile, multiple browsers, etc.). Work with course developers and colleagues to apply accessibility and web design best practices, usability, universal design concepts and provide direct assistance with creating ADA/W3C compliant HTML, CSS and JavaScript code. Manage access for various users to the portal/content management systems, creating and maintaining templates, providing user support and training staff and users on the use of the systems. Responsible for managing and maintaining content management systems/learning object repositories according to content object standards (SCORM, metadata standards, etc.) for content to be centrally managed and shared across multiple online courses. Provide support in effectively and efficiently converting and storing educational materials online. Web-based relational databases & systems integration (E-25%) Design, develop, implement, test and maintain web-based database solutions to meet departmental needs for tracking workflows, projects and information. Create end-user documentation of workflows and database relationships. Provide staff training on the use of the database systems. Design relational databases to store, manage, and track data related to web applications. Design table, view and query structures to support web applications using best practices in database design and optimization. Develop software programs to migrate data from web applications to other systems as required. Develop integration between systems using a variety of technologies such as Web Services, SOAP, XML etc. Apply advanced SQL/MySQL skills to manage, troubleshoot and maintain relational databases. Create and modify database and system interfaces to integrate other applications (PeopleSoft, etc.) as required for web application development and support. Maintain proficiency in integration methods required to link web applications to other systems. Work with staff to achieve common objectives in utilizing native and online environments including PeopleSoft, Blackboard, and Web 2.0/3.0 projects. Create SQL scripts to correct data and/or to create ad-hoc reports. Verify integration during system upgrades and changes. Design and develop reporting tools for analyzing access/usage data from various online delivery systems, such as a Learning Management System (LMS) or Content Management System (CMS). Use programming languages, software development methods, best practice programming techniques, and department standards guides to code new web applications and to modify existing applications to meet user requirements, to function efficiently and effectively, and to comply with departmental standards. Design, develop, analyze, test, and maintain scalable applications created in various programming languages (PHP, HTML5, CSS, JavaScript, jquery, etc.) and client/server technologies to meet the expectations and needs of ecampus staff/customers/end-users. o Design and develop web application software design based on requirements defined by interactions with ecampus Center staff and customers. Create programs and integrate necessary media to carry out design plans and develop web applications as conceived by assigned instructional designers. o Consult with customers to gather information about needs, objectives, functions, performance expectations, and input and output requirements to inform the production of web applications. o Review, analyze, and understand functional requirements and functional specifications documents to determine whether all required elements are included, and if not, work with customers on revised specifications by adding missing elements. o Perform basic to complex software development and technical tasks in support of web applications. o Estimate time required to complete technical tasks and ensure that due dates negotiated with customers and/or manager are met without sacrificing quality. o Communicate revised estimates and/or target completion dates to supervisor as soon as it is evident that a due date negotiated with customers and/or manager cannot be met. o Develop wireframes for web applications along with elegant solutions to complex web application workflows. o Design and respond to cross-platform/browser compatibility issues. o Develop applications with adaptive/responsive design, paying attention to mobile, usability, accessibility, and web standards. o Thoroughly test and debug code prior to delivery to customer. o Ensure that all reasonable security measures are implemented on web applications. Evaluate existing code for potential security flaws. Create written documentation and diagrams as required and/or requested, which are clear and can be understood by colleagues and manager. o Documentation may include technical specifications, technical alternatives, structure charts, data flow diagrams, etc. for both new programs and for modifications to existing programs. Research & production/customer support (E-15%) Review, analyze, and troubleshoot vendor-supplied updates and fixes. Troubleshoot staff and end-user technical issues when using web-based database/portal/content management systems and provide technical support online, over the phone and in-person. Prioritize project queue, while managing and completing multiple projects in a timely manner with overlapping deadlines. Maintain proficiency in current web development platforms, languages, and opportunities. Collaborate with clients and ecampus Center staff to identify and resolve application issues. Identify opportunities where software development processes and department standards can be improved and propose solutions to manager. Work with manager to communicate revised standards and processes and solicit buy-in from colleagues. Consult and collaborate with members of OIT, as necessary for managing administrative rights to university resources, server management, troubleshooting and new application deployment. Research emerging hardware, software, applications, resources and techniques and recommend ways to apply these technologies to advance teaching and learning and promote student retention. Online education is an evolving field in higher education. As such it is important that all professional staff members dedicate at least 1 hour per week to become and remain current in the areas most relevant to their position through activities including reading the recent literature, educational activities, and networking. Identify emerging trends that add value to the work of the ecampus Center, incorporate them or recommend improvements, and strive to ensure that Boise State s practices are current. Work with supervisor to identify the areas of most importance and best avenues to pursue. Remains current on effective supervisory skills. Ensures the professional development of staff. Remains current on online education activities including extensive reading of the literature, educational activities and networking. Stays up to date on instructional design research and current events in the educational arena to incorporate the latest, most effective teaching strategies into courses. Identifies emerging online education and instructional design trends that add value to the ecampus program and ensure that Boise State s practices are current. 4. PREFERRED EDUCATION AND EXPERIENCE: Prefer a Bachelor s degree in one of the following concentrations: Computer Information Systems, Management Information Systems, or Computer Science. Experience with API development preferred. Experience working with Word-Press and Blackboard. Understanding of instructional design principles a plus.
