EDE Electronic Data Exchange Instructions The Minnesota Revenue Department has a web-based data transfer process called EDE Electronic Data Exchange. The address entry point for property-tax-related data exchange is: http://www.taxes.state.mn.us/taxes/property_tax_administrators/other_supporting_content/ede.shtml The direct Minnesota Revenue website address to submit a file is: https://www.mndor.state.mn.us/exchange-live The EDE website is designed to be a secure method of transferring all kinds of files: Text, Excel, XML, etc. Each submission type is defined to accept a specific file format. Other formats will be rejected. Files are encrypted automatically at your computer by your browser before being transmitted. You do not need to encrypt or password-protect any data. Currently, Zip files of your data are only accepted for the homestead file. To access the website, users must log in with a User ID and a password. Individual User IDs have been assigned to each county assessor and auditor. Other county staff needing a User ID to submit property tax data may request their own User ID by emailing the request to proptax.ede@state.mn.us. User ID requests must include name, business title, telephone number, email address and the type of data file submissions the individual will be uploading (ex. abstract of tax lists, abstract of assessment, TIF supplement, local board of appeals, etc.). Please Note: User IDs are generated by the Department of Revenue; you do not have the option to create your own personal User ID. The first time you log in you will need to change your password. IMPORTANT You are responsible for maintaining the integrity and security of your Revenue login by: o Keeping passwords secure; o Changing passwords regularly; and o Changing passwords in the event of a personnel change. SUBMITTING A FILE To access the Department of Revenue EDE site go to the following URL on the internet: https://www.mndor.state.mn.us/exchange-live/ After you follow the URL, the Login screen will display (see Figure 1). This screen will allow you to do one of two things login or change your password. In order to login you will need to: Enter your User ID and your Password; Click on the Login button. Once you have clicked on the Login button, The Welcome screen will display (see Figure 2, below). Figure 1 Figure 2 Once you see the Welcome screen, you are logged into the system. In order to begin the file submission process: Click on the Send a file link, located near the upper left portion of your screen. The Transmit a file screen will then display (see Figure 3). There are three areas of information that need to be completed in order to transmit a file: Transmission type File name Comments Figure 3 EDE Instructions Page 2 of 5
Before clicking on the Upload button, complete the following steps: Click on the down arrow in the Transmission type area and select the type of file you will be submitting (see Figure 4). Please note: The screen displayed in Figure 4 is for reference only; it may not list all file types available to your user id; In the File name area, click on the Browse button. In the pop-up window that opens, find the file on your system that you will be Figure 4 uploading; In the Comments area, please type in your contact information (email address and county name) and the type of file being submitted (ex. 2007 Assessment Abstract). Your screen should now be complete and look similar to Figure 5 (below). To submit your file: Click on the Upload button. Figure 5 EDE Instructions Page 3 of 5
After your file transfer is successful, the Transmission status screen will display (see Figure 6). Figure 6 The Transmission status screen lists: o the tracking id for the file you submitted; o the date and time the file was submitted; o the type of file submitted; and o the file name. After you have submitted a file: Print the Transmission status page for your records. This information is necessary for checking the file status; Click on Logout to logout of the EDE website or click on Transmit a file if you have another file to submit. If you would like to check the status of a file you have submitted, use the instructions on the following page. EDE Instructions Page 4 of 5
CHECKING FILE STATUS It is recommended that you check the final status of the submission to be sure that the file was received and accepted by the EDE system. It may take up to 24 hours for the file to pass through processing. To check the status of your submission, you need to be logged in to the EDE website. Once you are logged in: Click on the View transmission history link. The Transmission history screen ( see Figure 7) will display. Figure 7 Check the File status column that corresponds to the Tracking ID that was returned to you when you uploaded the file. The possible file status indicators are: o Received the file has been received and is awaiting processing o In Process the file is currently being checked for file type and malware o Rejected the file failed to pass the process indicating that one or more errors with the file need to be resolved (the file uploaded may be of the wrong format type or contained a virus). Please email proptax.ede@state.mn.us for additional help. o Completed the file successfully passed processing When you are finished checking the status of your submitted files: Click on Logout.
