South Eastern Health and Social Care Trust JOB DESCRIPTION TITLE OF POST: Consultant General Surgeon LOCATION: This post is part of the South Eastern Trust and will be based at the Ulster Hospital. However, there will be a requirement to provide planned activities on other hospital sites within the South Eastern Health and Social Care Trust PROFILE OF THE SOUTH EASTERN HEALTH AND SOCIAL CARE TRUST The South Eastern Health and Social Care Trust was established on 1 April 2007 and is one of the 5 Trusts in total within Northern Ireland. The new Trust is an amalgamation of the former Ulster Community and Hospitals Trust and the Downe Lisburn Trust. The Trust is an integrated organisation, incorporating acute hospital services, community health and social services and services a population of approximately 440,000. Ulster Hospital The Ulster Hospital is part of the South Eastern Health and Social Care Trust and provides care in the following specialties: Accident & Emergency Cardiology General Medicine Urology General Surgery Trauma & Orthopaedics Maxillofacial Surgery Plastic Surgery Paediatric Medicine/Surgery Radiology (inc. MRI) Oncology Anaesthetics Intensive Care Care of the Elderly Medicine Obstetrics and Gynaecology Otorhinolaryngology Opthalmology Haematology Laboratory Services Psychiatry Renal Services The Ulster Hospital is a major teaching hospital providing inpatient and outpatient facilities and is associated with Queen s University, Belfast and the Northern Ireland Postgraduate Training Programme. There is a Medical Library at the Ulster Hospital that is linked to the University Medical Library. The Library provides comprehensive electronic search facilities (Medline, Cinahl, Cochrane Databases, etc.).
The Ulster hospital has a total of 575 beds, serving a local population of 270,000. The Ulster Hospital has undergone significant redevelopment with the building of a permanent renal unit, a new maternity hospital, refurbishment of the Accident & Emergency Department and a new Critical Care Complex in November 2010. This Critical Care Complex house state of the art theatres, intensive care facilities, CSSD and new laboratories. Future capital investment with the South Eastern Trust will provide new ward accommodation, based on 100% single rooms, a daycase unit, an Accident & Emergency department, a new ambulatory care and diagnostic block. Lagan Valley Hospital The Lagan Valley Hospital within the South Eastern Trust currently provides the following services: Acute medicine Accident & Emergency Elective surgical services - General Surgery, Dermatology, Urology, Ophthalmology, ENT, Paediatrics and Orthopaedics Obstetrics Gynaecology Acute psychiatry The Downe Hospital The Downe Hospital within the South Eastern Trust provides the following services: Elective Surgical services (day case and outpatient) - General Surgery, Urology, Orthopaedics, gynaecological, ENT and dental Acute medicine Accident & Emergency
SURGICAL DIRECTORATE The specialty is part of the Surgery Directorate, which comprises General Surgery, Plastic and Maxillo Facial Surgery, Trauma and Orthopaedics, Anaesthetics, Theatres and Intensive Care. Surgical services are provided in the Ulster, Lagan Valley, Downe and Ards Hospitals The Ulster Hospital - The General Surgical Unit comprises of 4 adult wards, which provides a total of 78 beds for patients who require inpatient elective or emergency surgery. In addition there is a significant emergency workload. The Unit provides specialist colorectal, upper GI, urological, and breast / endocrine surgery Ards Hospital - The Day Procedure Unit in Ards Hospital has a total of 17 beds and 6 trolleys. A nurse-led upper and lower endoscopy service is also provided within the unit s dedicated endoscopy suite. Lagan Valley Lagan Valley Hospital has two new main theatres, one day procedure theatre and an endoscopy suite. There is also a purpose built 18 bedded Day Procedure Unit, and a 12 bedded Elective Surgical Unit. Downe Hospital Day case, endoscopy and outpatient services are available at the Downe Hospital. The new hospital will provide state of the art diagnostic and outpatient facilities, modern ward accommodation and purpose-designed theatres to facilitate day surgery and endoscopy services. General Surgery Services The emergency service has been recently redesigned to comply with the recommendations from: Emergency Surgery standards for unscheduled surgical care. Guidance for providers, commissioners and service planners. February 2011 A recent elective / emergency split has been introduced providing a focussed emergency surgical service. This is Consultant supervised and delivered with regard to patient assessment and surgery. The service remains under continual review and modification and requires intensive Consultant support to maintain optimal patient care

DETAILS OF POST Essential Criteria 1. Full registration with the General Medical Council. 2. Applicants must be Fellows of the Royal College of Surgeons or equivalent. 3. Applicants should normally have had at least seven years experience calculated from the date of graduation to the date of taking up appointment. Experience in the management of emergency surgery is essential 4. Candidates should be on, or eligible for inclusion on, the GMC Specialist Register in General Surgery. Evidence of clinical or academic research with a higher degree would be preferable. 5. Demonstrate the necessary skills to lead reorganisation of the acute surgical emergency service to improve patient safety whilst optimising patient assessment and treatment Duties and responsibilities of post It is essential that the post holder is committed to working alongside surgical colleagues in order to maintain, support and enhance the clinical network between the Ulster, Lagan Valley & Downe hospitals. This will involve regular attendance at Directorate meetings and willingness to progress developments or quality initiatives agreed by the Directorate. Planned Activities/Base This is a full-time post (10 programmed activities per week). The post is based mainly at the Ulster Hospital, and there may be sessions at other sites within the Trust. The successful applicant will be expected to be involved in and demonstrate initiative in the development of emergency surgery improvement strategies. The successful candidate may be offered the opportunity to take additional PAs in line with his/her consultant colleagues. However, applicants from practitioners who only wish to contract for a limited number of planned activities or from potential job sharers are welcome.
CLINICAL RESPONSIBLITIES a) Provision with Consultant colleagues of a comprehensive surgical service. (b) Supervision of junior medical staff to ensure that clinical standards are maintained. (c) Ensuring that provision is made for inservice training of junior medical staff attached to the unit. d) Out of hours responsibilities including a 1:10 on call rota based on a surgeon of the day /night model. Prospective cover for colleagues is currently provided. (e) The post holder will be expected to directly provide continuing undergraduate and postgraduate teaching within the needs of the directorate TEACHING, RESEARCH and AUDIT The successful candidate will be expected to take an active interest in the teaching of undergraduates and in the training of all grades of junior medical staff. Candidates will be expected to encourage and supervise the audit and research activities of junior medical staff in addition to their own personal audit and research activities. The post holder will be required to participate in multidisciplinary and multi professional meetings within the surgery directorate. The post holder will be required to play an active role in medical and clinical audit. GENERAL INFORMATION Registration with the GMC must be maintained. The Trust is financially responsible for medical negligence occurring in the course of a practitioner s employment with the hospital. The successful candidate will be responsible for making his or her own arrangements to provide cover for non-nhs work. Practitioners are strongly advised to maintain membership of a defence organisation in order to ensure they are covered for any work, which does not fall within the scope of the indemnity scheme. Before taking up duty the successful candidate may be required to produce to the employing authority a certificate of fitness from a medical practitioner.

You will be expected to ensure that there are adequate arrangements in place to enable hospital staff involved in the care of your patients to contact you when necessary. Undergraduate teaching Job Plan The General Surgery services at the Ulster, Lagan Valley and Downe Hospitals will be the responsibility of the Associate Clinical Director in General Surgery in the South Eastern Health and Social Care Trust. The successful candidate will have inpatient operating theatre time at the Ulster Hospital. The present surgical staff at the Ulster Hospital undertake their day surgery, endoscopy and one outpatient session at Ards, Bangor, Lagan Valley or the Downe Hospitals. Review of Job Plan This Job Plan is subject to review once a year by you and the Clinical Director. For this purpose both you and the Clinical Director will have a copy of the
current Job Plan and Job Description including an up-to-date work programme and relevant department statistical information (preferably over a 12-month period), together with notes provided by either party of any new or proposed service or other developments. Local procedures must be followed if it is not possible to agree a Job Plan either initially or at annual review.
