Conclusions FLOSS solutions are appealing under many aspects for Public Administrations See Free sw libero in the Municipality pages Freedom has a price FLOSS solutions are not free in the free beer meaning, even if software in itself costs zero. The effort required can be very relevant. The effort is required by people to evolve their knowledge. It should be the same also for proprietary solutions.
