Definitions of the Telecommunication indicators used in the EUROSTAT telecommunications inquiry Table 1 Operators (Unit: number (NBR)) Number of active operators (only active) offering publicly available telephone services in fixed or mobile network including managed VoIP. Publicly available telephone services are available to the general public for initiating and receiving national and international calls and access to emergency call services. Managed VoIP is a publicly available telephone service, which has to include access to emergency call services, provided through an IP network, whereby the operator controls the quality of service. Unmanaged VoIP and peer-to-peer services are not included. Operator here refers to providers of the service and should be distinguished from the enterprise. Reference time is the end of the year. T700 T7011 T704 TOTAL NUMBER OF FIXED NETWORK OPERATORS Total number of fixed network operators. FACILITIES BASED OPERATORS Number of fixed network operators connecting the customers directly over their own infrastructure. (Including cable operators and ULL. MOBILE NETWORK OPERATORS Number of mobile network operators offering publicly available telephone services (operators with own a network). T7041 MOBILE VIRTUAL OPERATORS Number of mobile service providers offering publicly available telephone services in virtual network or as resale (operators which do not own a mobile network). CABLE OPERATORS Number of cable network operators offering interactive electronic communication services such as internet, publicly available telephone services or other data services. Operators providing only television programme distribution are not included.

T706 T707 INTERNET SERVICE PROVIDERS Number of internet service providers (retail only) including fixed wireless access providers and excluding mobile broadband service providers. SATELLITE OPERATORS Number of operators providing interactive satellite electronic communication services such as internet, publicly available telephone services or other data services. Operators providing only television programme distribution are not included. Table 2 - Employment (person-years in Full Time Equivalents (FTE) and numbers) T101 NUMBER OF EMPLOYED PERSONS (FTE) Staff employed by telecommunication operators or parts of enterprises that provide telecommunication services, facilities based or resale, and other telecommunication service providers, expressed in full-time equivalents. Part-time staff should be included in full-time equivalents. The conversion should be carried out on the basis of the number of hours, days, weeks or months worked. T1011 NUMBER OF EMPLOYED PERSONS (NBR) Average-of-the-year staff employed by telecommunication operators or parts of enterprises that provide telecommunication services, facilities based or resale, and other telecommunication service providers, expressed in absolute numbers. Parttime staff should be included as number of persons. Table 3 - Investment (Unit: collected in Mio. National Currency, published in Mio. Euro) T201 Investment in tangible goods Total gross tangible investment for acquiring property (land or buildings) and plant (e.g. switching equipment, computer hardware and software, office machinery, motor vehicles). T202 Investment in intangible goods Acquisition of licences, patents, property rights, capitalised research and marketing efforts and other intangible objects.

Euro) T301 TOTAL TURNOVER Total turnover are revenues from providing electronic communication services during the financial year under review. Retail as well as wholesale revenues should be included. Any revenues from non-electronic communication services should be excluded. The sub-items do not have to add up to total turnover, as all possible sources of revenue are not covered. T302 REVENUES FROM LEASED LINES Revenues from the provision of leased lines (private circuits) on retail and wholesale market. Leased line is a service providing point-to-point data transfer with a constant bit-rate. T303 REVENUES FROM FIXED NETWORKS Revenues from the provision of telecommunication services in the fixed networks, excluding leased lines. T304 Revenues from mobile networks Revenues from the provision of cellular mobile telecommunications services (incl. mobile broadband and data services broad- and narrowband). T305 Revenues from interconnection services Revenues from the provision of interconnection services i.e. services provided by one telecommunications organisation to another for the purpose of the conveyance of messages and information between the two systems and including any auxiliary services not elsewhere specified. T306 Revenues from provision of Internet services Revenues from the provision of Internet services (subscriptions, traffic, data communication; provision of access lines excluded). T307 REVENUES FROM EXTERNAL SERVICES Revenues collected for other service providers for goods and services they have provided, for instance data transfer, information services, catalogues, hosting of web sites, call centres. T308 Revenues from international roaming Retail revenues from international roaming of own customers in foreign networks (outbound roaming).

NATIONAL CALLS Sum of local and national long distance calls in fixed networks. MOBILE CALLS Total of calls in cellular mobile networks, including telephony over the mobile broadband networks, specified to calls within one operator s networks (on-net calls), to another operator s networks (off-net calls) and calls to fixed networks. International calls should be excluded here (Table 8). T505 CALLS TO INTERNET Minutes of dial-up connection to Internet (narrowband). T506 Fixed to mobile Calls from fixed to mobile networks T507 MOBILE TO FIXED Calls from mobile to fixed networks. T508 WITHIN MOBILE Calls within one mobile operator s networks (on-net calls) T509 MOBILE TO MOBILE Calls from one mobile operator's networks to another mobile operator's networks (off-net calls). T513 VOIP Calls using managed Voice over Internet Protocol telephony. A managed VoIP service means a publicly available telephone service provided using VoIP for call origination whereby the operator controls the quality of service provided. This variable specifies the total VoIP traffic, which should also be included in T501, T506, T403 and T404.

Data from subscriptions used for advanced data services such as web/internet, online multiplayer games, Video on Demand and other likely advanced data usage (excluding SMS, MMS, WiFi, WiMAX). Table 7 - Short Message Services (SMS) (1000) T510 SMS Number of text messages sent, SMS peer to peer. Excludes messages sent by machines to persons or machines. T511 VALUE-ADDED SMS Number of Value-added SMS sent or received. Added value SMS services include general information such as Weather Forecasting, Traffic News, Stock Exchange Reports, and Sport Results, as well as Advice and Entertainment services and messages are sent to a user as part of these subscription-based services. The user is charged a specific premium rate tariff for such value-added services. T512 MMS Number of Multimedia Messaging services. Excludes messages sent by machines to persons. Table 8 - International calls (1000 minutes of connection) T403 INTERNATIONAL INCOMING CALLS International incoming calls terminated in national networks without transit, including managed VoIP (total, all of the world). T404 INTERNATIONAL OUTGOING CALLS International outgoing calls originated from national networks, fixed and mobile, including managed VoIP (total, all of the world).

T405 INTERNATIONAL ROAMING CALLS Calls made and received by own customers in foreign networks (outbound roaming). Retail international roaming minutes from own network subscribers roaming on foreign networks abroad. Excludes calls from foreign of non-national users who are not subscribers to domestic mobile networks and are temporarily roaming on domestic mobile networks. Table 9 - Infrastructure (number of lines/subscriptions in the end of the reference year) T601 Main telephone lines A main line is a (fixed) telephone line connecting the subscriber's terminal equipment to the public switched network and which has a dedicated port in the telephone exchange equipment. This term is synonymous with the term main station or Direct Exchange Line (DEL) that are commonly used in telecommunication documents. It may not be the same as an access line or a subscriber. The number of ISDN channels should be included. Fixed wireless subscribers should also be included. If not included, specify in a note. (ITU) T6011 PSTN Number of PSTN connections (network termination points at the end of the year. PSTN Direct services are defined as a situation where a customer is directly connected to a telecommunications operator which connects that customer to the public telecommunications network. Indirect services are provided to customer by means of their supplier's wholesale access to another operator's PSTN network infrastructure. The ISDN subscriptions should not be included here. T603 LEASED LINES Leased line (also known as private circuit) is a service providing point-to-point data transfer with a constant bit-rate. Retail and wholesale leased lines should be included. T604 ISDN (NUMBER OF ISDN CONNECTIONS (NETWORK TERMINATION POINTS)) Number of access lines provided for the ISDN (Integrated Services Digital Network) Direct services, not specifying, whether basic or primary rate interface service: not number channels. Direct services are defined as a situation where a customer is directly connected to a telecommunications operator by a wire, fibre optic or radio link which connects that customer to the public telecommunications network. T605 xdsl line Internet subscriptions Number of broadband (144 kbit/s or more) Digital Subscriber Line subscriptions (DSL), Asymmetric Digital Subscriber Lines (ADSL) or comparable lines. T606 MOBILE SUBSCRIPTIONS Subscriptions to public mobile telecommunication systems of cellular technology, including number of pre-paid cards active during a period of 90 days, GSM, GPRS, NMT, excluding 3G (UMTS) and HSDPA or mobile broadband subscriptions via data cards or

USB modems. T607 INTERNET SUBSCRIPTIONS Total number of fixed broadband Internet subscriptions and dial-up subscriptions (active during a period of 90 days). Includes T605, T608, T609, T614, T611) T608 CABLE INTERNET SUBSCRIPTIONS Number of Internet subscriptions to coaxial cable networks (e.g. cable TV network). T615 T614 FIBRE OPTIC CABLE Number of Internet subscriptions to fiber optic cable networks (fibre to the home, fibre to the building). Fibre to the home services access to the internet. This does not include shortrange technologies such as VDSL that extend out from the fibre connection. VDSL should be included in xdsl Internet subscriptions. FIXED WIRELESS Number of broadband subscriptions using fixed wireless access services (e.g. satellite, WIFI, WIMAX, excluding occasional users at hotspots etc.). T611 POWER LINE COMMUNICATION (PLC) Number of subscriptions to the telecommunication networks through the electricity networks, Power Line Communication. T612 MOBILE BROADBAND SUBSCRIPTIONS Subscriptions to public mobile telecommunication systems of cellular technology enabling use of UMTS or comparable 3G network and which could be identified by the IMEI code. T613 VOIP Subscriptions to managed Voice over Internet Protocol telephony.
