DISTRICT SCHOOL BOARD OF PASCO COUNTY JOB DESCRIPTION ASSISTANT SUPERINTENDENT FOR ADMINISTRATION QUALIFICATIONS: (1) Master s Degree from an accredited educational institution. (2) Certification in Educational Leadership, or a degree in Public Administration, Law, or Business. (3) Experience in public school administration, public school district administration, or other large, diverse organizations. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Florida Educational Statutes, Florida Education Finance Program. Capital Improvement Funding, and employee relations with contract negotiations and administration. Ability to prepare agenda items, present and defend them to the School Board. Human relation skills and ability to work with group process. Ability to manage diverse functions. Knowledge of the teaching/learning process in the school setting. Knowledge of local, state, and national policies which impact education. Ability to supervise implementation of a sound budgeting process. Ability to communicate effectively with a variety of audiences in both oral and written form. Ability to facilitate groups to consensus. Knowledge of state-of-the art research and best practices in areas of responsibility. Knowledge of statutory and regulatory requirements in areas of responsibility. Ability to analyze statistical data for trends and performance in various programs and to develop strategies for improvement. Ability to understand and interpret Florida statutes related to curriculum requirements and schools operations. Ability to understand and interpret School Board policy, including the Student Progression Plan and Code of Student Conduct. Ability to represent the District at state and regional functions. REPORTS TO: Superintendent JOB GOAL To assist the Superintendent by serving in a cabinet-level management role by providing leadership for the diverse functions of the Division of Administration which includes Human Resources, Employee Relations, Pasco Education Foundation, Inc., Communications and Government Relations and Information Services.

SUPERVISES: Director of Pasco Education Foundation, Inc. Director of Employee Relations Director of Information Services Director of Communications and Government Relations Director of Human Resources Assigned Support Personnel PERFORMANCE RESPONSIBILITIES: Communication * (1) Monitor internal communication and make recommendations to the Superintendent. * (2) Maintain contact with other school districts and professional management associations for the exchange of information and the development of new ideas and methods to improve the efficiency and effectiveness of the School System. * (3) Provide information on the status of government, community, business, and School Board relations as well as administrative procedures and School Board policies. * (4) Use effective communication strategies to interact with a variety of audiences. * (5) Conduct on-site visits to schools. * (6) Maintain a close working relationship with school-based and District-level administrators to ensure information exchange, coordination of efforts, and support for the decision-making process. * (7) Use a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and exchange of ideas. * (8) Use E-mail effectively. * (9) Interact with businesses, community groups, District and school personnel, School Board, the press and other media, formally and informally, in person, by telephone, and in writing. * (10) Address and make presentations to District administrators, school and District personnel, and community groups using appropriate media and graphics. Critical Thinking * (11) Direct and supervise the development, maintenance, updating, and distribution of the District s comprehensive set of administrative procedural guidelines. * (12) Direct and supervise the development, maintenance, updating, and distributions of School Board policies. * (13) Assist the Superintendent and School Board in the development of the District s legislative agenda. * (14) Assist in the preparation of School Board meeting agendas,

preparing action items of routine and priority nature as well as timely reports. * (15) Assist the Superintendent in organizational analysis and development. *(16 ) Oversee the process of wage and salary plan development. * (17) Assist in the preparation for collective bargaining negotiations. Proactive Orientation * (18) Provide leadership, oversight, and direction for the overall activities of planning, implementation and evaluation of the District s School Board policies, administrative procedural guidelines, relations with other government agencies, Human Resources, Employee Relations, Pasco Education Foundation, Inc., Communications and Government Relations and Information Services. * (19) Exercise proactive leadership in promoting the vision and mission of the District. * (20) Provide leadership for the diverse functions of the Division of Administration. * (21) Anticipate problems and design processes and procedures to address them. * (22) Empower others to make decisions and carry out responsibilities. * (23) Seek sources and develop proposals for additional resources. Facilitation * (24) Use appropriate interpersonal styles and methods to guide individuals and groups toward task accomplishment. * (25) Facilitate problem-solving by individuals or groups. * (26) Facilitate solutions for Human Resources, Employee Relations, Pasco Education Foundation, Inc., Communications and Government Relations and Information Services concerns. * (27) Involve appropriate directors in systematic and team approaches to school leadership and management. * (28) Involve appropriate directors in problem identification and problem solving related to commonly identified concerns related to school operations. PHYSICAL REQUIREMENTS: Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects. TERMS OF EMPLOYMENT: Salary and benefits shall be paid consistent with the District s approved compensation plan. Length of the work year and hours of employment shall be those established by the District.
