VDOT will fcus n radway visibility and functinality f temprary traffic cntrl in wrk znes and traffic flw thrugh the wrk zne. Emphasis will begin with the preliminary engineering stages and carried thrugh t the cmpletin f all wrk, including pst cnstructin reviews.

This guidance utlines recmmended prcedures t be fllwed and identifies respnsibilities t achieve safer wrk znes with minimal impact n the traveling public. VDOT, thrugh this directive, is extending this requirement t all wrk zne activities within state right f way and n all streets and highways that have been accepted int the State Highway System regardless f the funding surce as well as all ther prjects receiving State and/r Federal funding. BACKGROUND In September 2004, the Federal Highway Administratin (FHWA) published the Final Rule n Wrk Zne Safety and Mbility, 23 CFR 630 Subpart J. This rule, referred t as Wrk Zne Safety and Mbility, applies t State and lcal gvernments that receive Federal-aid highway funding. Transprtatin agencies are required t cmply with the prvisins f the Rule by Octber 12, 2007. This rule updates and bradens the frmer regulatin, Traffic Safety in Highway and Street Wrk Znes, t address present and future wrk zne issues. The plicy prvisins in the Final Rule n Wrk Zne Safety and Mbility: Requires agencies t implement a plicy fr the systematic cnsideratin and management f wrk zne impacts n all Federal-aid highway prjects. Furthermre, it encurages agencies t implement the plicy fr nn-federal-aid prjects and prgrams. Requires the plicy t address wrk zne impacts thrughut the varius stages f the prject s develpment and cnstructin. The agency must cnsider wrk zne impacts during prject develpment, management f wrk zne impacts during cnstructin, and assessment f wrk zne perfrmance after implementatin. The agency must als cnsider cmmunicatin with the public befre and during the prject. The fllwing set f strategies is nt meant t be allinclusive, but t present a number f suggestins fr cnsideratin while develping transprtatin management plans. Temprary Traffic Cntrl Strategies: Cntrl strategies Traffic cntrl devices Prject crdinatin, cntracting and innvative cnstructin strategies Public Cmmunicatin Strategies: Public awareness strategies Mtrist infrmatin strategies Transprtatin Operatins Strategies: Demand management strategies Crridr/netwrk management strategies Wrk zne management strategies Traffic/incident management strategies GENERAL GUIDELINES This sectin prvides guidelines t be used by Prject Managers, Radway Designers, Traffic Engineers, Wrk Zne Safety Crdinatrs and Public Affairs Managers fr acquiring the infrmatin t develp a Transprtatin Management Plan (TMP). Prject persnnel shall invlve the FHWA Area Engineer in each f the prject s milestnes n federal versight prjects. These guidelines require the evaluatin f wrk zne traffic cntrl and cmmunicatin strategies

All Temprary Traffic Cntrl Plans shall be in cmpliance with the infrmatin published in the Virginia Wrk Area Prtectin Manual. Any deviatins frm the Virginia Wrk Area Prtectin Manual must be apprved by the Reginal Traffic Engineer (RTE) and nted in the plans. Initial Scping Meeting The Prject team shall use field bservatins, available crash data, and ther relevant peratinal infrmatin t discuss preliminary wrk zne management strategies in cnjunctin with alternative prject ptins and design schemes. Relevant peratinal infrmatin shuld include but is nt limited t, prject definitin (scpe, prject s cmplexity level, radway and traffic characteristics, and TMP type), cnstructin phasing/staging f equipment and materials, as well as temprary traffic cntrl, public cmmunicatins and transprtatin peratins strategies. The Prject Manager shall request that the Reginal Traffic Engineer (RTE) begin acquiring traffic and crash data and explre pssible alternate/detur rutes. A preliminary cst estimate fr the prject s traffic management plan shall be develped by the Prject Manager at this milestne. The Prject Manager shall request that a preliminary Public Cmmunicatins Plan be drafted by the District Public Affairs Manager. Final Scpe / Preliminary Field Inspectin The Prject Team shall utilize traffic and crash data and the preliminary Sequence f Cnstructin (SOC) plans t identify safety and mbility issues during the prpsed cnstructin and begin develping the prject s preliminary TMP. The Reginal Traffic Engineer, wrking with the Prject Team, shall prpse the prject s TMP that cnsists f temprary traffic cntrl, public infrmatin, and transprtatin peratins strategies, as apprpriate. The Radway Designer shall incrprate the recmmended TMP int the prjects initial radway plans. Public Hearing Team Meeting Review f the preliminary TMP as incrprated by the Radway Designer (includes the Temprary Traffic Cntrl Plan as well as the Public Cmmunicatins Plan and Transprtatin Operatins Plan if required) must be cmpleted by the Reginal Traffic Engineer and Reginal Operatins Directr as applicable. Recmmendatins/crrectins submitted by the Reginal Traffic Engineer/Reginal Operatins Directr (ROD) that are accepted by the Radway Designer in cllabratin with the prject team are t be incrprated int the preliminary TMP by the Radway Designer prir t the Public Outreach/Public Hearing and Design Apprval.

Instructinal and Infrmatinal Memrandum Sheet 5 f 20 Field Inspectin Meeting The Radway Designer shall cmplete the prject s TMP fr review by the prject team during the Cnstructability and Wrk Zne Review stage fr the Detailed Design Phase f the Prject Develpment Prcess. Accepted recmmendatins/crrectins submitted by the prject team are t be incrprated int the TMP by the Radway Designer prir t prceeding t the next phase f the prject s develpment. The Prject Team shall review the TMP t ensure that all cmments and cncerns have been addressed. The Reginal Traffic Engineer shall review the TMP t check that all safety infrmatin and crash data have been incrprated int the TMP. Pre-Advertisement Cnference The Radway Designer shall cmplete the prject s final TMP fr review during the Cnstructability, Wrk Zne and TMP Review stage in the Final Design and ROW Acquistin Phase f the Prject Develpment Prcess. Accepted recmmendatins/crrectins submitted by the prject team shall be incrprated int the final TMP by the Radway Designer prir t prceeding t the next phase f the prject s develpment. The Prject Team shall review the TMP t ensure that all cmments and cncerns have been addressed. The TMP cst shall be finalized fr the cnstructability review held prir t the Pre-Advertisement Cnference milestne. Implementing the Transprtatin Management Plan During the first day f the new wrk zne traffic pattern, the prject s Manager and prject s Wrk Zne Safety Crdinatr shall inspect the wrk zne t ensure cmpliance with the TMP. On the third t fifth day f implementatin f the TMP s new wrk zne traffic pattern, the Reginal Wrk Zne Safety Crdinatr and the prject s assigned Wrk Zne Safety Crdinatr shall cnduct an n-site review f the wrk zne s perfrmance and infrm the cntractr all required changes t the TMP fr implementatin t enhance the wrk zne s safety and mbility. All such changes shall be dcumented. If the prject is a federal versight prject, the FHWA Area Engineer shall be affrded the pprtunity t review all such changes prir t implementatin. An n-site review f the prject s wrk zne traffic cntrl by the Reginal Wrk Zne Safety Crdinatr, Prject s Manager/Wrk Zne Safety Crdinatr, District Safety Engineer, and the Cntractr shall be cnducted within 48 hurs f any fatal incident/crash within the wrk zne. Evaluatin f the Transprtatin Management Plan A perfrmance assessment f the prject s TMP including area wide impacts n adjacent radways shuld be perfrmed by the Reginal Traffic Engineering and Operatins sectins during cnstructin as circumstances dictate. Any recmmendatins and cmments shall be cmmunicated t the cnstructin inspectin team in writing fr apprpriate changes t the TMP. A review f the verall effectiveness f the prject s TMP shall be cmpleted during the Pst Cnstructin Meeting and included with the Pst Cnstructin Reprt. A cpy f the specific infrmatin n the effectiveness f the prject s TMP will be frwarded t the State Traffic Engineer fr review. Instructinal and Infrmatinal Memrandum Sheet 6 f 20 The fllwing guidance is prvided t ensure the Prject Team understands their rle and respnsibilities in the develpment f the prject s TMP. Team members frm the design disciplines/wrk grup nted belw shall have direct respnsibilities fr the prper develpment f the TMP during each stage f the Prject Develpment Prcess. The Prject Manager shall slicit cmments frm ther design disciplines such as Structure and Bridge, Envirnmental, Materials, etc, as apprpriate, t cnfirm that all safety and mbility cncerns are addressed. All team members shall be prvided an pprtunity t review the TMP prir t each milestne team meeting. Fr prjects that d nt fllw the Prject Develpment Prcess, the Designer, Prject Manager r the Cntract Administratr will ensure the TMP and the cmpnent plans (Temprary Traffic Cntrl, Public Cmmunicatin and Transprtatin Operatins Plans) are included in the prject and cntract dcuments. The develpment prcess shuld be established at scping with the plans develped based n cnsultatin with, and guidance frm, the applicable discipline. Prject Team: The Prject Manager, with the prject team, will review the prject at each milestne t ensure apprpriate actin is taken t reduce wrk zne impacts n the public. Respnsibilities f the prject team include a TMP Design Checklist Review Frm that is available at: TMP Design Checklist. Reginal Traffic Engineering (RTE): In rder t prmte the safety f wrkers as well as the safe and efficient mvement f traffic thrugh the prject s wrk zne, the RTE shall cnsider varius temprary traffic management strategies and prvide the prject team with the fllwing recmmendatins. The RTE shall review the TMP t assess that all that the applicable infrmatin is included in the prject s TMP: Temprary traffic management strategies Lane width(s) and the number f travel lane(s) and turn lane(s) t be maintained Traffic impact assessments/analysis n the temprary traffic cntrl plan Identify all signal phases within the wrk zne and n all detur/alternate rutes Allwable wrk activity hurs On-site and ff-site detur rutes Infrmatin n the use and placement f all temprary traffic cntrl devices including barrier and channelizatin devices Type and placement f all signs, message bards, arrw bards, and TMA s Type and lcatin f temprary pavement markings and markers Access t all businesses and private dwellings Pst cnstructin assessment f the Wrk Zne Traffic Impact Quantities fr all temprary traffic cntrl devices

Instructinal and Infrmatinal Memrandum Sheet 7 f 20 Reginal Operatins: In rder t prmte the safety f wrkers as well as the safe and efficient mvement f traffic thrugh the prject s wrk zne, the Reginal Operatins Directr shall cnsider varius transprtatin management strategies and prviding the Radway Designer and the prject team with the fllwing recmmendatins. The Reginal Operatins Directr shall review the TMP t check that the applicable infrmatin is included in the prject s TMP: Temprary transprtatin peratins strategies Incident/emergency management plan Use f ITS fr traffic mnitring Surveillance f wrk zne traffic using CCTV, lp detectrs, etc. Use f safety service patrls Cntact infrmatin fr Transprtatin Operatins Centers (TOC) and incident management Traffic impact assessments/analysis n the temprary traffic cntrl plan Identify all signal phases within the wrk zne and n all detur/alternate rutes Allwable wrk activity hurs Lcatin and Design (r Cntract Administratr as apprpriate): Shall ensure the prper design and presentatin f all aspects f the TMP by prviding the fllwing detailed infrmatin in the plan assembly: Prfile, alignment, superelevatin and lane widths fr all traffic lanes, turning lanes, lane shifts and diversins nt identified n existing radways Earthwrk/grading that must be cmpleted prir t the next cnstructin phase Utility wrk that can be cmpleted within the prject s guidelines fr the TMP Ensure that all utilities will nt cnflict with temprary traffic cntrl and ther safety devices fr all phases f cnstructin. Identificatin f all temprary pavement lcatins and temprary drainage items Illustratins f the placement f all temprary signs, message bards, arrw bards, TMA s, barriers, attenuatrs, temprary pavement markings and markers, existing pavement marking eradicatin, and placement f Grup I and II devices in the temprary traffic cntrl plans fr all cnstructin phases (excluding temprary lane and shulder clsings) Identificatin and ntatin f all signal phases within the wrk zne and all detur rutes Cmplete TMP typical sectins Cmplete special design details, special crss sectin and insertable sheets if applicable Prvide quantities fr all temprary traffic cntrl devices

Instructinal and Infrmatinal Memrandum Sheet 8 f 20 Structure and Bridge: Shall ensure the prper design and presentatin f specific aspects f the TMP pertaining t structures by prviding the fllwing: Mvement, staging and use f cranes, ther large equipment and materials Need fr and placement f temprary bridge parapet and traffic barrier service Need fr the setting f beams ver traffic Use f temprary bridges Need fr demlitin ver traffic Placement f the abve infrmatin in the plan assembly in narrative r illustrated frmat Public Relatins Shall ensure that the transprtatin management plan is cmmunicated t apprpriate key audiences (mtrists, plice, businesses, residents, elected fficials and media). Strategies will include: Develpment f prject-specific cmmunicatins plan t keep key custmers infrmed abut cnstructin-related impacts befre and during the cnstructin; Cmmunicatin and prmtin f ways cmmuters can avid cnstructin-related delays, i.e. rideshare, telewrk, public transprtatin; Develpment f a crisis cmmunicatins plan which utlines steps t be taken during a majr incident and includes emergency cntact infrmatin; and, Determinatin f the need fr and types f cmmunity meetings needed t infrm the public n the varius aspects f the cnstructin prject Right f Way: Shall ensure the prper design and presentatin f specific aspects f the TMP by prviding the fllwing: All temprary/permanent easements needed fr cnstructin are included in the plans Prject Cnstructability Wrk Grup: Shall ensure that the prject can be cnstructed accrding t the Plan Assembly, the Sequence f Cnstructin and the TMP by reviewing the prject dcuments and ensuring that: Right f way is prvided fr the placement f cnstructin equipment and materials

Adequate time is prvided t cmplete the cnstructin Utility plans have been crdinated with all phases f cnstructin Adequate drainage is maintained during cnstructin Apprpriate traffic cntrl and an infrmatin campaign is prvided fr the setting f bridge beams r ther peratins requiring ttal radway clsures and deturs All safety and mbility issues have been addressed fr any unusual cnstructin methds The prject can be built as designed with the minimum necessary rad clsures and deturs t avid majr recurring traffic impacts PLAN REQUIREMENTS This sectin prvides guidance t Prject Managers fr establishing a prject s TMP requirements based n the prject s level f cmplexity. These guidelines categrize a prject int ne f three types f transprtatin management. The prject s type identifies the minimum TMP requirements and recmmendatins t be used by Prject Managers, Radway Designers, Reginal Traffic Engineers, Reginal Operatin Directrs and Public Affairs Managers fr develping TMP. In general, the TMP shall cnsist f a traffic cntrl plan and, as required, a public infrmatin and a transprtatin peratins plan.
