Common IT Support services Hosting Models Co-location: The line departments would only require the physical and external connectivity infrastructure of the data center to host their applications. The DCO shall ensure availability of entire core infrastructure and assist in co-location of the application. Respective application infrastructure to be brought by the line departments Partial outsourced model: Some of the shared infrastructure (SAN & Compute) to be used by the line department,. Application development & maintenance to be taken care by the line department. The DCO with support from CT shall agree upon the operations and management services required by the line department Full outsourced model: DCO will manages the application and the required infrastructure themselves The DCO with support from CT shall agree upon the operations and management services required by the line department.

State Data Centre Enhancement To ensure optimal sharing of existing infrastructure, enhanced Information / Data Security and Disaster Recovery readiness for SDC, The Proposal for SDC Enhancement placed by DIT, was approved by Empowered Committee on 15 th June with the total outlay of Rs. 175 Crores.(This budget is to be met out of the savings under the SDC Scheme) Augmentation Components in SDC Virtualization Infrastructure Information Security Infrastructure Disaster Recovery The Empanelment of the SIs for SDC Enhancement will be completed by Dec 2011 and implementation initiated by States.

Governance Structure of SDC

Expectations from State / SIA, DCO Strong commitment for timely implementation of SDC Upon identification of successful Bidder, award of contract, commencement of implementation work. Finalization and readiness of an application for the Final Acceptance Test (FAT) & Co-ordination with the application department w.r.t. the same. Important FAQs Electricity, Diesel & Internet bandwidth cost shall be reimbursed by the State to the DCO on a quarterly basis as per the actual consumption. For any new additional hardware added in the SDC, the DCO shall be paid suitable O&M charges as per the State RFP (typically between 1.5 % to 3% per quarter) of respective hardware s CAPEX cost. However, the components brought/implemented to meet the scalability requirements of the SDC infrastructure procured as a part of the initial bid would not be entitled to receive additional O & M charges. Help Desk services shall be for the State User Departments Applications and not for the end users of applications i.e. the citizens. For hosting of applications at SDC, the DCO shall only facilitate. Any enhancement and modification shall be the application owner s responsibility.

Important FAQs SIA shall have flexibility to avail 1% of the project cost in the State towards meeting their administrative expenses for SDC. This shall be met out of the contingency cost component. Procurement of dedicated Hardware / software for application/ enhancement/ centralization/ migration requirements is not in SDC implementation scope The cost to bear the ISO 27001 & ISO 20000 will be built in to the bid except for TPA and TPA cost will be considered separately. ISO certifications & its retention for a period of five years is the responsibility of the bidder.
