RISK ASSESSMENT / CORRECTIVE ACTION CORRECTIVE ACTION Provision of human health and ecological risk assessments under RCRA / CERCLA for industrial, commercial, and municipal entities. From initial site sampling activities through regulatory-based risk assessment, our staff can fully characterize environmental risks associated with past, present, and future site use. In addition, our staff supports these services with equipment to perform air quality surveys, groundwater, and sediment and soil sampling. Completion of site-specific health and safety plans for implementation of sampling activities and evaluation of current operations conditions. This includes the use of computer-based exposure and fate and transport modeling. Provision of regulatory assistance with regard to evaluation of site exposures. This includes permitting assistance and modeling techniques to evaluate impacts to the community as a result of changes in emissions limits or new permitting. Use of risk assessment methodology to support Dredged Materials Assessments performed under the Army Corps of Engineers Dredging Program. This work involves the evaluation of impacts to human health and ecological systems in the performance of dredging and disposal activities along waterways. In addition, risk assessment staff have been responsible for development of new regulatory guidelines regarding voluntary remediation programs. Personnel expertise has been recognized by the Environmental Protection Agency (EPA) in the form of recognition of project excellence in the form of the Phoenix Award, granted to projects that exemplify excellence in land reuse and redevelopment. PROCESS SAFETY & OSHA REGULATION ENFORCEMENT To help assure safe and healthful workplaces, the Occupational Safety and Health Administration has issued the Process Safety Management (PSM) of Highly Hazardous Chemicals standard (1910.119), which contains requirements for the management of hazards associated with processes using highly hazardous chemicals. OSHA s standard emphasizes the management of hazards associated with highly hazardous chemicals and establishes a comprehensive management program that integrates technologies, procedures, and management practices. HOMELAND SECURITY United States Health and Environmental Liability Management, L.L.C. (U.S. HELM) has highly trained professionals to assist companies with Homeland Security affairs. Security requirements call for facilities to conduct initial site assessments and evaluate existing facility protective measures, procedures and operations. PREVENTING AND PREPARING The Department of Homeland Security (DHS) has issued the Chemical Facility Anti-Terrorism Standards (CFATS) for at-risk facilities. In response, U.S. HELM prepares and submits for DHS approval Security Vulnerability Assessments for clients. Based on those assessments, the development and implementation of enhanced security plans can be completed for our clients. DHS also seeks to build preparedness for chemical terrorism and accidents at the state and local level through the Chemical Defense Program. INDOOR AIR QUALITY United States Health and Environmental Liability Management, L.L.C. (U.S. HELM) performs extensive Indoor Air Quality (IAQ) services that include the evaluation of workplace exposures for compliance and auditing purposes, performance of air monitoring associated with mold, lead or asbestos abatement activities, evaluation of airborne occupational hazards, and the performance of hazard assessments. IAQ work can be performed for OSHA or EPA compliance purposes or for loss investigatory needs. In the evaluation of these results, our staff can provide computerized dispersion models for various client needs. In general, all work is summarized with detailed, written reports with site photographs, sampling and analysis methodology, reporting results and the provision of recommendations regarding any necessary future actions. The data that is collected is given Latitude and a Longitude, and that point can be projected onto a photo to show the exact location of the point. U.S. HELM will be utilizing the Trimble GeoXH Standalone system, which will be accurate to a sub-foot level. Also, U.S. HELM will be utilizing Terrasync Professional with GPS Pathfinder Office Software. The GIS System will be operating out of ArcView v.9.1. This system and the data generated are easily adaptable and transferable into many other applications on the market.
