Our Ref: 935-15; E1518343 TO ALL LOCAL GOVERNMENTS CIRCULAR N O 09-2015 LOCAL GOVERNMENT SCHOLARSHIP SCHEME: PUBLIC SECTOR MANAGEMENT PROGRAM The Department of Local Government and Communities (the department) is pleased to announce that it will fund two half scholarships to the value of $4,800 each for PER-1503 Cohort of the Public Sector Management (PSM) Program, which will commence on Friday, 25 September 2015. The scholarships are available to mid-level and senior managers in the WA local government sector. The PSM Program is a nationally accredited program, delivered in Western Australia over a 13-month period through four residential workshops. The PSM Program is assessed through several minor and major assignments and a work-based project central to the participant s agency. Successful participants will receive a Graduate Certificate in Public Sector Management from Queensland University of Technology, Brisbane, Australia. Government employees wishing to apply for a scholarship from the department, must also apply for a position in the PER-1503 Cohort with the Queensland University of Technology (QUT). About the scholarship The Local Government Scholarship Scheme is a trust established in 1987 to hold funds for the purpose of awarding scholarships to local government officers interested in undertaking managerial study courses to enhance their leadership potential. The Public Sector Management (PSM) Program, managed by the Queensland University of Technology (QUT), offers a nationally recognised post-graduate qualification targeted at mid-level to senior managers from the three tiers of government in Western Australia. The Department of Local Government and Communities (the department) currently supports Western Australian participation in this program. The QUT application closing date is Friday 28 August 2015, however, the scholarship application will require this to be submitted earlier in July. Who can apply for the scholarship Any West Australian local government employee working as a mid-level to senior manager. Scholarship applications Applications should include: A statement indicating how the program will benefit both the applicant, personally, and the local government sector. A letter of support from the Chief Executive Officer. A copy of the application to the Queensland University of Technology for the PER-1503 Cohort. A curriculum vitae. The statement should contain sufficient detail for the Assessment Panel to judge how the program will assist in the leadership aspirations of each applicant. Scholarship closing date Scholarship applications need to be submitted by 4.00pm Thursday 30 July 2015. Please note: to apply for the scholarship the QUT course application must be included and therefore submitted early, before 4.00pm Thursday 30 July 2015. What is covered by the grant? Scholarship recipients will receive partial funding of $4,800 to go toward the program fees. Management of grant funds Funds will be paid directly to the Queensland University of Technology on behalf of the scholarship recipients. Any changes to the recipient s involvement in the program, including but not limited to deferral or withdrawal, must be requested in writing. Approval from the department is required before such changes can be made. Reimbursement of funds may be sought if the recipient fails to complete the program. This will be assessed on a case-by-case basis. Reporting The scholarship recipient is required to submit interim reports to the department within 21 days of completing units one and three of the program. The interim reports must outline the grantee s experience and progress with the program to date. A final report detailing the overall experience of the recipient, a list of research topics and assessments, and any recommendations for improvements to the program is required after completion of the program.
