MAHARASHTRA UNIVERSITY OF HEALTH SCIENCES CONDUCT OF TWO PARAMEDICAL DIPLOMA COURSES AT SOMA, INHS ASVINI 1) A team from Directorate of Medical Education & Research, Mumbai has conducted the feasibility inspection of SOMA, INHS Asvini on 7 th July 2010 and they have submitted the inspection report to the State Govt. of Maharashtra/ Medical Education & Drugs Dept vide their letter quoted above. The Inspection/Scrutiny fees (50% preinspection) have been paid and directives of the State Govt. are awaited for depositing post inspection fees. 2) These paramedical diploma courses are planned to commence from jul 2011. Lt.Commander Kuldeep Sharma (89780-W),Senior Training Officer of this school will be visiting MUHS, Nashik on 18 Aug.10 for clarification/discussion and finalizing the various issues pertaining to conduct of these paramedical diploma courses at SOMA, INHS Asvini. The proposals are enumerated in the following paraqraphs for vetting, perusal and approval of the University Authorities prior forwarding to Naval Headquarters, Ministry of Defence, New Delhi. (a) Objectives :- (i) To train the Medical Assistants in the various specialties and to make them competent in their respective specialties. (ii) To meet the Central Government rules and regulations stipulating the various departments of hospitals which are required to be manned by the paramedics having a minimum qualification of Diploma in the respective specialty. (iii) To make the sailors competent professionally for a job post retirement. (b) Eligibility :- The eligibility criteria for nominating candidates i.e. sailors of medical branch for these paramedical diploma courses will be as follows:- (i) The sailor have passed his 10+2 examination of CBSE or equivalent board with Physics, Chemistry and Biology subjects with at least 60% marks aggregate. (ii) Have secured minimum 70% in MA-II Q course. (iii) The sailor should have completed a minimum of 5-6 years of service including sea service of minimum one year. (iv) Have a good service record. (v) Should have qualified the entrance test conducted by respective Commands and any other criteria as decided by Indian Navy.
(c) (d) Fees :- The examination fees and any other fees pertaining to the paramedical diploma course as decided by MUHS will be borne by the candidate, however the continuation of affiliation fees for a sum of Rs.50,000.00(Rupees fifty thousand only) per annum will be paid to MUHS by the school. It is requested that the amount of registration/ examination fees, continuation of affiliation fees and any other miscellaneous fees/ charges may please be intimated. Conduct of Para Medical Diploma Course :- The Medical Assistants selected by CABS will report to SOMA, INHS Asvini on permanent duty for a duration of two years. The will undergo training during semester-i at SOMA INHS Asvini. For the training phase of semester-ii and semester III they will be remain in the respective departments of INHS Asvini or will be deputed to INHS Sarjivani at Kochi/INHS Kalyani at Vizag on temporary duty. On completion of semester-iii, all candidates will report back to SOMA, INHS Asvini for Semester IV. The candidates will undergo the theory and practical examination at the end of each semester. The final examination will be conducted by MUHS at SOMA/INHS Asvini at the end of semester IV. (e) Examination Pattern :- The examination pattern for the two year paramedical diploma courses will be as under :- SEMESTER SYLLABUS EXAMINATION REMARKS Semester I Semester-II & Semester-III Class II Q syllabus of the respective specialty is to be covered Practical Training/OJT-I & OJT-II Semester-IV Class-I Q syllabus of the respective specialty to be covered. (f) Passing criteria :- (i) Theory, Oral & Practical examination by a board of officers as per the Navy Order on training of Medical Assistants Theory, Oral & Practical examination by a board of Officers at the end of each semester at the concerned hospital. Theory, Practical & Oral examination will be conducted by MUHF, Nashik. Candidates will be enrolled/ registered with MUHS after due verification of +2 (PCB) mark sheets and certificates. Candidates to undergo practical training and techniques as per the syllabus & logbook in the respective depts. at INHS Asvini / Sabjivani / Kalyani. The logbooks are to be signed by the Commanding Officer of the respective hospital at the end of each semester. The semester wise results are to be forwarded to SOMA by the concerned hospital. Trainees to report back to SOMA, INHS Asvini for semester-iv. The minimum passing criteria for semester-i & Semester-IV will be as per the Navy Order on training of Medical Assistants as under:- (a) Each theory paper - 50% (b) Aggregate - 55% (For subjects with single theory paper, minimum qualifying marks will be 55%) (c) Oral & Practical - 65% (Aggregate by Board of Examiners) (The trainee is required to quality in theory, practical and oral board separately). (ii) Semester-I exam will be conducted as per Navy Order for Part-II Q and the failures dealt with as per Navy Instructions. Semester-II and III examinations will be conducted in the concerned hospitals and failures will be withdrawn from the Diploma Course. (iii) The examination for semester-ii and III (OJT-I & OJT-II) will be conducted by a board of officers at the end of each semester at the respective hospitals and the results will be forwarded to SOMA, INHS Asvini. The minimum passing criteria for passing will be under:- Examination Max. (j) Penalty for failures :- (i) (ii) Failures in 1 st, 2 nd and 3 rd Semester by the candidate will lead to automatic withdrawal from the diploma course. The candidate failing in MUHS exam of Semester-IV will be allowed to re-appear for Semester-IV examination after one year, if University rules permits. It is requested that rules and criteria for re-appearing in examination be intimated. (k) (l) Award of Certificates and Marks Sheets :- The Candidates successfully completing the two year paramedical diploma course will be awarded MUHS diploma course certificates and mark sheets. Academic Calender :- The courses will be conducted once a year commencing first week of July. (m) Attendance :- Minimum of 85% of attendance of the candidates is a must during the period of training. (4) It is requested that the above proposals be vetted, perused and the approval of the University may be accorded, to make compative the rules of Indian Navy with the rules of University for smooth conduct of the paramedical diploma courses. It is further requested that the relevant information, guidelines, directives and policies on the issues pertaining to conduct of paramedical diploma courses be handed over to the officer in soft and hard copies. sd/- Registrar
