National ADS-B Implementation Programme 1

The International Scenario The ADS-B implementation programme is carried out in an European context ü Related to SESAR Implementation Package 1 (IP1) 2008 2013 (an infrastructure supporting information sharing); ü Coherent with ongoing initiatives for the definition of FAB-s (Blue Med); ü Co-funded by EC under TEN-T agency EERP programme (decision 2009- IT-40022-E). 2

ADS-B Implementation Programme Leveraging on the results and experience gathered from former ADS-B programmes (e.g. ADS Medup, MFF, Cristal Med), ENAV objectives are: ü Implementation of a surveillance network based on ADS-B technology, with redundant coverage extended to the whole national airspace; ü Integration with existing radar surveillance network; ü Exploitation of ADS-B surveillance data in the ATC control centres (En-Route and Approach) through multi sensor fusion; ü Readiness for future expansions. 3

Long term goals ENAV long term objective is to improve the performance of the surveillance network; This goal will be achieved by integrating the current Radar network with: new surveillance technologies (ADS-B, WAM), more reliable transport networks, and more advanced multi-sensor fusion techniques; The ongoing programme represents the first stage of such a long term strategy. 4

National ADS-B Implementation Programme The National ADS-B Implementation Programme aims at introducing the Automatic Dependent Surveillance-Broadcast 1090MHz Extended Squitter as an innovative ATC surveillance system (in Radar Airspace: ADS-B OUT application) in the ENAV S.p.A. operational air traffic management context. The implementation of ADS-B technologies will be achieved through the following activities : ü Deployment of the Ground Station (GS) and ADS-B processing system in the ATM centre; ü Integration with the existing ATM system; ü Verification of the provided and upgraded HW and SW; ü Operational validation; ü Operational transition. 5

A B C D E F G H SELECTED ON-LINE ADS-B technology general information ASTERIX CAT.21 MODO S 1090 MHz The Ground Station (GS) receives the messages transmitted by MODE S transponder installed on the aircraft. These messages contain information such as identification, position (autonomously calculated by the aircraft using GPS), altitude, velocity, and other airborne derived data that will be used for surveillance and flight identification. After a first local processing (directly at GS site), these data are then transmitted to the ATM control centre (TWR,APP and ACC) where they are processed and fused with existing surveillance data produced by other surveillance sensors and are displayed through a presentation system on the Controller Working Position. The expected result is an increase of the Controller situational awareness with benefits for the safety of the ATC system 7

ADS-B network composition (1) 14 ADS-B Ground Stations installed at airports and other ENAV sites; Local processing and presentation of ADS-B data in the TWR/APP centres: Alghero, Bari, Cagliari, Genova, Malpensa, Olbia, Parma; Local presentation of ADS-B data in the TWR (Monitoring): Ancona; Distribution, processing and presentation of ADS-B data to ACC Roma, ACC Milano, ACC Brindisi (main OPS system, fall-back system, PSA system). 9

ADS-B GS characterization (1) ADS-B Ground Station located at an ENAV remote site (radar sites or navaid sites such as VOR-DME): ADS-B data is sent to competent ACC through E-NET WAN. 11

Integration at ACC ADS-B messages gathered at all ground stations are formatted into ASTERIX CAT 021 and forwarded to at least one ACC via E-NET WAN; At the ACC, ADS-B is combined with radar data by multi-radar tracking; System tracks with ADS-B contribution are: ü ü ü displayed at the ACC Controller Working Position; sent to the Towers connected to the ACC in operative automation ; recorded for playbacks and investigations. 13

Integration at Airports The integration of ADS-B data at airports follows different approaches, based on the ATC architectures currently available: 1. On airports already receiving radar data from the ACC ( operative automation architecture), also ADS-B data are received (combined with radar) from the same ACC; 2. On airports receiving radar data directly from the radar station (DARD architecture), a new multi sensor fusion (if not already present) will be installed to combine locally ADS-B and radar data; 14
