Asset Management Policy 9
Asset Management Policy Challenges for Pipeline Operators; - Prolong lifetime of Assets in operation - Public awareness - Pressure from authorities - Accidents vs near misses - Accommodate Renewables & Unconventionals? - Compliance to new standards and regulation Operators are in the spotlight: Show me you are in control. Creating an umbrella for all the (inter)national- and company standards - Example: PAS55 10
PAS55/ISO55000 overview PAS55 : 2004 Physical Infrastructure Assets The IAM Tool PAS55 : 2008 Physical Assets NTA8120 : 2009 Gas and Electricity Assets ISO55000 : 2014 Assets 11
PAS55 Overview: requirements Act Plan PAS 55:2008 Management System Structure Do Check 12
PAS 55 Improvements with ISO 55000 Worldwide recognition in comparison to U.K. based PAS 55 PC 251 Structure* Structure of Asset Management is acknowledging in a better way what large companies do and want (ownership; asset management; service provider) Harmonized structure for other management standards It puts emphasis on involvement of top management and leadership ISO 9001 quality Includes finance and accounting requirements Risk based decision has a prominent place in the overall asset management system ISO 27000 inform. security ISO 55000 ISO 14001 environ ment ISO 31000 risk 13
Similarities ISO 55000 and AM organisation Structure similarity between ISO 55000 and the asset management organization 14
PAS 55 in practice Benchmark of company procedures vs standards Establishing Asset Register Asset Condition Assessment Threat Identification Risk prioritization Selection of Inspection methods Maintenance planning Constructing Asset Management plans Implement Integrity Management Systems 15
Asset Integrity in Operation 16
Asset Integrity in Operation Continuous improvement Identify Threats Failure Mechanisms Improve Prioritize Quality Management Integration of Data Risk Assessment Prioritize risks Respond Plan & Select Plan Inspections Appropriate Methods 17
Identify threats All threats to pipeline/asset integrity shall be considered Consider future changes in operating conditions that may introduce new degradation mechanisms (e.g. pressure fluctuations, gas quality) Improve Respond Identify Plan & Select Prioritize Guidance given by ASME B31.8S Managing System Integrity of Gas Pipelines : - Time-dependent (e.g. external corrosion, internal corrosion, stress corrosion cracking) - Stable (e.g. manufacturing, welding, equipment related defects) - Time-independent (e.g. third party damage, incorrect operational procedure, weather related and outside force) 18
Identify threats Low temperature (< wdp) corrosion? High velocity erosion?
Prioritize: risks Client: European TSO Scope: Rank pipelines based on probability of failure and failure mode for external corrosion Improve Respond Identify Plan & Select Prioritize A failure model has been built to determine the failure frequency of a defect based on the: - leak vs. rupture (ASME B31G) - Time to fail for a single defect - Failure frequency of a defect (Monte Carlo simulation) - Based on data from ILI-runs, the ECDA program, PIMS, international databases and from expert judgment A ranking tool is currently being developed to prioritize inspections based on risk: - Incorporate consequence factors (e.g. population density, environmental damage, security of supply etc.) 20
Prioritize: Black Powder risk Improve Identify Prioritize Scope: Methodology on prediction of Black powder formation and transport Respond Plan & Select Black Powder issues: Can take years before Black Powder formation becomes a problem Understanding and solving the issues requires a multi disciplinary approach, not only looking at DNV GL s approach encompasses: Expertise in multiple disciplines: fundamental corrosion processes, transport modeling, component analysis, HSE and mitigation Combination of fundamental studies with in-field experience Sophisticated measurement methods Understanding chemical formation Distribution in the grid Mitigating measures 21
Inspection planning and selection Inspection methods can be divided into inline inspection (ILI) methods and above ground surveys to be used in assessment methodologies (ECDA, ICDA etc.) About 40% of the gas pipelines worldwide cannot be inspected inline for economical reasons due to: - Absence of pig traps - Low pressure - Components (Liquid catchers, mitred bends, valves, etc.) - Large diameter variations etc. Alternative assessment methods: - External Corrosion Direct Assessment (ECDA) - Dry Gas Internal Corrosion Direct Assessment (DG-ICDA) - New developments in ILI technology Improve Respond Identify Plan & Select Prioritize 22
Inspection planning: ECDA Implemented as a separate module in a PIMS at 2 international TSO s Benefits to the customer: Driving cost reduction Improve Respond Identify Plan & Select Prioritize - automatic updating of numbers and sizes of defects after surveys and excavations (SRA & Bayesian updating techniques) - Quantify effect mitigating measures - Updating after each excavation, thus minimizing overall cost - Considerable time-saving, increased transparency 1. Pre assessment: Prior Knowledge Integrity 2. Indirect inspections: Update knowledge based on surveys OR 3. Direct examinations: Update knowledge based on excavations OR No 4. Post assessment: Probability of failure acceptable? Yes ECDA not feasible ECDA complete
Respond; Inspect and repair Improve Identify Prioritize External corrosion (MIC) Respond Plan & Select
Process Improvement: PIMS Clients: Multiple International TSO s Scope: Development and Implementation of a Pipeline Integrity Management System (PIMS) Improve Respond Identify Plan & Select Prioritize Our contributions: Getting a company ready to use PIM software - Asset Management Policy development - Implementing company procedures - Training company experts - Functional specification of customer requirements - Integrity Management support (Risk, inspection) Data Quality & data management is key! First get Asset Integrity procedures in place.
