Guide for applicants Part C - Spain Part C of the proposal contains confidential information about participants to allow further verification of national eligibility criteria for the allocation of the national funding. This information must be submitted with the Full Project Proposal. The deadline is at 17:00 Brussels time on 8th September 2015. In order to help Spanish participants to provide this information, the Ministry of Industry, Energy and Tourism (MINETUR) recommends to use the following index for each Spanish enterprise (SME, LE, GE) and technology center (CT, RD 2093/2008 29 th December) involved in the project. Each project must annex the following information: 1. 2. 3. Technical content/scope Each Spanish enterprise (SME, LE, GE) and technology center (CT, RD 2093/2008 29th December) involved in the project must include the following information: a. Knowledge and expertise in their relative project matters b. A breakdown and a schedule of the activities to be carried out c. A short résumé of all key researchers CV must be included. d. Large enterprises should describe the incentive effect of the aid on their R&D activities, according to the Community Framework for State Aid for Research and Development and Innovation. o Increase in project size: increase in the total project costs (without decreased spending by the aid beneficiary by comparison with a situation without aid); increase in the number of people assigned to R&D&I activities. o Increase in scope: increase in the number of the expected deliverables from the project; more ambitious project illustrated by a higher probability of a scientific or technological break-through or a higher risk of failure (notably linked to the higher risk involved in the research project, to the long-term nature of the project and uncertainty about its results). o Increase in speed: shorter time before completion of the project as compared to the same project being carried out without aid. o Increase in total amount spent on R&D&I: increase in total R&D&I spending by the aid beneficiary; changes in the committed budget for the project (without corresponding decrease in the budget of other projects); increase in R&D&I spending by the aid beneficiary as a proportion of total turnover. 4
4. Exploitation/impact Each Spanish enterprise (SME, LE, GE) and technology center (CT, RD 2093/2008 29th December) involved in the project must include the following information a detailed explanation at Spanish level about: o o The future exploitation of the results of the project. The estimation of its potential impact in terms of competitiveness, employment, market position, returns on investment and added value. 5
5. Eligibility of costs: Each Spanish enterprise (SME, LE, GE) and technology center (CT, RD 2093/2008 29th December) involved in the project must include the following information: a. Eligible costs as per H2020 b. BU breakdown per year/per eligible concept, in three annuities. 6
6. Solvency and financial requirements The Spanish Public Authorities will carry on a financial analysis and will define for each participant a solvency rating factor to decide if each Spanish participant has the financial capacity to carry out the project. The solvency analysis will be obtained from the analysis of the following aspects: a. Liquidity of the organization: ability to generate cash through its activity. This liquidity will allow you to deal with the payment obligations in short term. b. Degree of solvency: to generate sufficient funds to meet its commitments to third parties, or from its operating capacity. c. Level of profitability of its business: the ability to generate sufficient revenues to cover its costs and generate capital gains. To perform this analysis, MINETUR will consider the amount of aid requested for the project and it will use a methodology similar to those used by financial institutions rating. This methodology makes use of ratios and objective parameters valid for estimating the economic and financial situation. Each entity will score in a position that will range from AAA to C depending on it has better or worse overall future economic viability, respectively. Depending on that score, there could be some kind of guarantees or even MINETUR could consider that the entity is not eligible. 7
