1970s NYSED Regulations: Permanent certification as K-12 School Counselor District to develop K-12 Guidance Program but certified school counselors required only grades 7-12 Plan reviewed annually and updated Made available through District Office
K-6 Program should: Prepare students to participate effectively in their current and future educational programs Help students exhibiting attendance, academic behavioral or adjustment programs Educate students on avoiding sexual abuse Encourage parental involvement
7-12 Program includes collaboration, instruction, advisement and individual and group counseling: Instruction about careers and career planning skills; Help students develop postsecondary education and career plans; Provide annual review of each student s progress & career plans; Help students to benefit from the curriculum; Help students who exhibit any attendance, academic, behavioral or adjustment problems; Encourage parental involvement.
American School Counselor Association recommends: 1. High quality and effective comprehensive school counseling programs be delivered in a systematic fashion; 2. Collaboration between the professional school counselor, families, and other educators to create an environment promoting student achievement; 3. Data-driven programs based on standards in academic, career, and personal/social development; 4. The ratio of school counselor to student should be at a maximum of 1:250, but preferably 1:100.
School counseling services shall be provided by certified school counselors. The ratio of student to school counselor, to the extent practicable, should conform to nationally recognized standards. Provide all students in P-12 public schools with annual progress review plans reflecting educational progress and career plans conducted by certified school counselors Comprehensive school counseling plans should be updated annually and available on the district website. Districts must establish a school counselor advisory council to review and advise the district on implementation issues relating to the comprehensive developmental school counseling program Change the word guidance program to school counseling program. Use the title School Counselor rather than Guidance Counselor
1. PK-12 Program developed by certified school counselors based on student competencies: a) Annual individual progress review plan for each student b) School counseling core curriculum instruction addressing student competencies c) Other direct student services (includes social workers and school psychologists as providers in cooperation with school counselors) d) Indirect student services (e.g. referrals consultation, collaboration)
2. Develop district and school comprehensive plans a. Annual School Counselor/Building Leader program agreement to include: program objectives and activities; program development and maintenance planning; school counseling curriculum and lesson plan development; professional development planning; evaluation methods based on data analysis of program results and closing the gap analysis reports to inform program improvement; and, assessment of the resources necessary to support positive student outcomes. b. Program outcomes report presented to district BOE annually
3. Develop a program advisory council Include representative stakeholders such as: Parents board of education members District and building leaders Community based service providers Teachers School counselors Other pupil personnel service providers Meet no less than twice a year Review the program plan and advise on implementation Submit annual report to district BOE
4. Use recommended ratios to the extent practicable ASCA recommends 100 250 students per school counselor Consider student need and the nature and frequency of related services provided Consider the extent to which services require specific targeted program delivery (e.g. direct counseling or support services)

Section 80-2.3 Preparation: to obtain a certificate in a pupil personnel service, a candidate shall meet the requirements set forth in this section (b) school counselor-provisional BA from an accredited institution, & 30 semester hours of approved graduate study in the field of school counseling, including supervised practice in guidance The provision certificate shall be valid for 5 years from the date of issuance Permanent Certificate In addition to prov cert req., two years of school experience in the field of PPS and 30 semester hours of grad study and an earned Master s Degree.

Additional Information Internship Certificates Eligible after candidates have completed at least half of semester hour requirements in the program Endorsement of Out-of-State Certificates Adds a new section to Regulations to prescribe endorsements for our of state initial and professional certificates, consistent with the new regulations Satisfaction of Education Requirements through Individual Evaluation Adds a new section to prescribe requirements for meeting the educational requirements through individual evaluation for candidates who seek initial or professional certificate without completion of a registered program, consistent with the new regulations.
