Andreeva Bay Facilities for SNF Management CEG IAEA Workshop - February 2010

Presentation Outline Technical challenges at Andreeva Bay Strategic objectives and principles applied to the solution Measures undertaken 2003 2009 Planned works in 2010 Complex of facilities for SNF management, plans and progress DSU Enclosure and SNF handling facility Cask accumulation pad Maintenance and storage facility Pier improvements Conclusions

Challenges of the Andreeva Bay Site Site Entry Failed SNF Storage Pond DSU 2A, 2B, 3A N RW Area Pier

SNF Challenges: Quantity and Condition Huge quantity 22,000 SFAs Limited availability of records Presence of contaminated water Objects and debris on canisters DSU cells irregularly spaced and angulated High radiation Fuel canisters Different types Damaged Corroded Breached Stuck in cell Stuck SFA

Strategic Objectives for SNF Management Remove all fuel from Andreeva Bay as soon as possible Transport by ship to Murmansk and by rail to Mayak for reprocessing Non-reprocessable fuel to be stored at Atomflot

Principles to be applied to the solution Safety and security Operator s personnel Public (& public perception) Environment Security Primary requirements Physical protection measures Radiological isolation using containment and shielding Avoidance of criticality Nuclear materials accountancy

Principles to be applied to the solution SNF process requirements Where possible, SFAs will be placed into new canisters SFAs that are stuck in canisters will be over-packed SNF retrieval and repackaging processes from the DSUs will be carried out within the DSU Enclosure New canisters will be placed into certified transport casks (TUK 18 or TUK 108) at the DSU Enclosure Casks will be moved to a temporary location - cask accumulation pad located near the Pier Casks will be transferred by a Pier crane onto a transport ship Radwaste management facilities will manage all waste generated by the SNF retrieval operations Canisters will be prepared and active equipment maintained in a separate facility away from the DSU Enclosure External infrastructure will be provided to support SNF and RW management facilities including roads, services/utilities etc.

Investigations, surveys and analysis Hydrological survey across the site and analysis of results Radiological survey of the site Groundwater movement Leak tightness surveys of the DSUs Radiological and visual surveys of the DSUs Sampling and analysis of water from the DSUs Fuel and canister corrosion assessments Criticality analysis Building condition and utility surveys SNF management strategy studies and development

Past and Present State of DSU 3A Exposed concrete beams over DSU 3A with bitumen seal in 2002 (ingress of water) Temporary weatherproof cover (Present State) Installation in 2004

Radiological Isolation of the DSUs Development trials for horizontal shielding in 2008-2009 Protruding plugs and uneven surface over DSU 2B before 2008

Shielding Installation in DSU 2B Installation of shielding & light caps / spacers Horizontal shielding in DSU 2B Completed in 2009

Radiological Isolation of DSU 2A and Old Casks µsv/h µsv/h Condition of DSU 2A before horizontal shielding in 2008 Shielding installation Completed in 2009

Conclusions and Recommendations The solution for SNF management at Andreeva Bay is developed and endorsed by all stakeholders On-site improvements for the safer management of the SNF have already been accomplished by the Russian Federation with assistance from international donors Implementation of the complex of facilities for removal of SNF from the site is planned for completion in 2014 The facilities for the removal of SNF needs to be supported by the provision of basic utilities and infrastructure, radwaste management facilities and off-site transport It will be necessary to optimise the regulatory, management and administrative processes to achieve better rate of progress Prioritise tasks to ensure the solution for removal of all the SNF from Andreeva Bay is completed as soon as possible and in the most cost effective way
