Crprate Card Prgram Guide Summer 2012 WHO, WHAT, WHEN, WHERE, HOW & WHY? What is a Crprate Card? The Crprate Card is a cmpany billed, cmpany paid credit card issued t University emplyees t use as a payment tl, withut affecting the cardhlders line f credit. The use f this card is limited t business related expenses nly and shuld be used fr travel, entertainment, and ther nn cmmdity purchases. Wh can apply? Only faculty, staff and administrative emplyees at FSU are allwed t apply fr a Crprate Card, unless there is an exceptin granted by the Financial Services department. Why shuld I apply? Sme f the benefits f a Crprate Card include: The card design is easily recgnized as Ferris State University. Issued by the widely accepted VISA. Transprtatin, travel and ther special expenses are nt allwed n traditinal purchasing cards, s in rder t avid having t put these expenses n a persnal credit card and wait fr reimbursement, an emplyee can use the Crprate Card t make these purchases. The Crprate Card is als linked t a prfile in a web based sftware prgram called Cncur, which ffers many benefits t ur cardhlders. Withut the Crprate Card, an emplyee cannt reap all f the benefits that Cncur ffers. Benefits f Cncur include, but are nt limited t: Cncur allws travelers t keep electrnic receipts and dcuments with every transactin, which makes recnciliatin much easier than the traditinal paper prcess. Cncur als wrks in cnjunctin with TripIt sftware, which ffers a quick and cst efficient way t make travel arrangements fr the cardhlder r ther University emplyees and guests. The Expense Reprting & Travel Request features in Cncur allw the user t request travel and submit expense reprts quickly and easily. This means autmatic apprval ruting, which makes the entire travel prcess, frm request t recnciliatin, much faster. Hw d I apply? There are 3 steps t apply fr a Crprate Card: 1. Submit the applicatin: Yu may find the Crprate Card applicatin here, n ur website. After filling ut the required fields, please send the riginal applicatin t ur ffice lcated in Prakken 252. We are required t keep the riginal cpies f all 3 pages f the applicatin, which includes a Cardhlder Agreement frm and Spnsr/Authrizer Agreement frm. 2. Cmplete Training: Yu will receive an email with training instructins shrtly after submitting the applicatin. These instructins will direct yu t Blackbard Learn, the University training prtal, where we have created training mdules and a shrt quiz fr all ptential cardhlders. 4

Crprate Card Prgram Guide Summer 2012 3. Pick Up Yur Card: After cmpleting the quiz with a passing scre, yu must email us that yu have cmpleted training. As sn as yur card arrives in the mail and we have finished setting it up, yu may cme t ur ffice t pick yur card up. If yu are nt available t cme in persn, yu may send a delegate, but please send us an email giving permissin t hand the card ver t that persn. When shuld I apply? As much in advance as pssible! Once the applicatin is submitted, it takes apprximately 1 2 weeks fr the card t cme in the mail. Please send us the applicatin as sn as yu are aware f any future travel in rder t give us ample time t submit the applicatin and set up yur card. Where can I g t find mre infrmatin? FS Website. Our website has all f the dcuments and reference materials that yu will need t apply, maintain, change r cancel yur Crprate Card. Training vides in Blackbard Learn. These vides are great reference tls and will be available t cardhlders at any time, even after they have cmpleted their training. Twn Hall Meetings. USING MY CORPORATE CARD University Plicies Crprate Card Prgram Guide Summer 2012 There are multiple financial plicies that specifically cver what can and cannt be purchased n yur Crprate Card. It is extremely imprtant that all cardhlders read and understand these plicies in rder avid any pssible vilatins and risk persnal reimbursement. All Crprate Cards are subject t the fllwing plicies: Business & Special Expense Transprtatin & Travel Purchasing Plicy Guidelines Gverning Financial Accunting f FSU Cmputer Related Acquisitins Bard f Trustee Plicy Transactin Limits Limits are set n every Crprate Card and the ttal value f a transactin shall nt exceed the card s single transactin limit. Instructins n hw t increase this limit is fund in the Making Changes t my Card sectin. Transactins may nt be split int multiple transactins t stay within the card s single transactin limit. Transactins that appear t be split will be marked with a red cmpliance flag in PaymentNet. If yu receive this flag, cmplete the fllwing: Review the transactin in PaymentNet. Apprpriate Purchases If the flagged transactins were legitimate separate transactins, enter ntes n the Transactin Detail t clearly identify them as separate transactins (i.e. invice number, date f rder, etc.) If transactins were split, cntact the Financial Services Department t discuss the apprpriate reslutin fr yur particular situatin. Purchases must have a clear business purpse that benefits the University and supprts the missin f the business unit. Cmmdities deemed inapprpriate by the credit card s Merchant Categry Cde (MCC) are blcked. An MCC cde chart is available n the Financial Services website. Varius purchases require prir apprvals r need t be pre qualified prir t making the purchase. These purchases include but are nt limited t: Cmputer purchases and peripherals (esharf) Services, including maintenance (requires apprval frm the Purchasing Department) Hazardus materials, chemicals, and cntrlled substances (requires apprved exceptin n file in the Financial Services Department) Stamps (requires apprved exceptin n file in the Financial Services Department) Alchlic beverages Travel expenditures Cash advances Persnal Expenses 6

Crprate Card Prgram Guide Summer 2012 Any expenses that are deemed persnal in nature will need t be reimbursed back t the University. Persnal expenses are any expenses that d nt fllw University plicy r d nt have a business purpse. Yu can submit this reimbursement thrugh the Business Office. Per Diem meals will be cnsidered persnal expenses fr reprting purpses, but unless the amunt f the meal exceeds the per diem allwance, yu will nt be required t reimburse the university. If persnal expenses are nt reimbursed t the University within a timely manner, see the Card Abuse Guidelines fr mre infrmatin n the disciplinary actin that will need t be taken. Obtaining Cash frm yur Crprate Card Crprate Cards are eligible fr cash advances, but the current cash limits are set t zer, s a special request wuld have t be made and apprved t pen up the card cash limits. Cash advances are limited t $500 per mnth A pin will be given t btain cash thrugh an ATM r the cardhlder may g inside any bank branch. (5/3 rd Bank des nt charge fees fr cash advances.) Authrized Addresses The Standard Billing address fr all Crprate Cards is: Purchasing Office Ferris State University 420 Oak Street PRK 252 Big Rapids, MI 49307 The ship t address is the individual department campus address as prvided n the card applicatin. In additin t the department address, all vendrs are authrized t ship purchases t: Technlgy Inventry Center Ferris State University 420 Oak Street PRK 121 Big Rapids, MI 49307 7

Crprate Card Prgram Guide Summer 2012 ISSUES WITH MY CORPORATE CARD Prblems n the rad & Emergency Cntact Infrmatin If card related prblems ccur during University travel and assistance is needed during nrmal business hurs, cntact the Financial Services Department at: 1 231 591 3897 If utside nrmal business hurs, cntact JPMChase at: 1 800 748 9598 x 7147 Expiring Card Each card is autmatically reissued at least 30 days prir t the card s expiratin date. Befre the next plastic will be released, a new Cardhlder Agreement must be cmpleted. At this pint, the cardhlder will be required t cmplete Crprate Card Training again. Brken/Wrn Plastic If yur plastic has brken r wrn beynd being usable, please cntact Financial Services immediately and a new card can be rdered. This new card will have the exact same card numbers; there will nt be any changes t yur infrmatin. It takes apprximately ne week t get new plastic in the mail, s please ntify us as sn as yu can in rder t avid having a large perid f time withut yur card. Fraudulent r Unauthrized Charges JPMChase and VISA ffer cverage fr unauthrized r fraudulent purchases n a card issued in an emplyee s name. If a cardhlder suspects that their card has been used fraudulently, they shuld cntact the Financial Services Department (r JPMChase utside f nrmal business hurs) t have the card clsed. VISA will nly cver fraudulent transactins that pst after a card has been reprted t the bank as cmprmised. The credit back prcess fr fraud charges is as fllws: When an accunt is clsed fr fraud the entire balance is mved t the replacement accunt the same day it is created. JPMChase issues credit t the cardhlder s new accunt t zer ut the cardhlder financial respnsibility fr thse fraudulent charges. They then debit thse fraud charges back t the ld (clsed) accunt t huse the fraud dllars during the investigatin. This balance will remain n that clsed accunt fr up t 90 days frm the date they were debited. When that ld balance is remved, credits are issued t that clsed accunt t shw the results f the investigatin and indicate the case has been clsed. It is imperative t mnitr card usage/transactins in PaymentNet regularly t assure prmpt identificatin and reprting f ptential fraudulent usage. If a cardhlder has unauthrized transactins/usage and is unable t btain repayment frm the emplyee respnsible fr making the transactins, VISA ffers a recvery prgram, prvided that apprpriate disciplinary measures have been fllwed. Disputing Transactins 8

Crprate Card Prgram Guide Summer 2012 In the event f a purchase dispute (such as quality issues, purchase price discrepancies, warranty issues, and ther perfrmance issues), the cardhlder shuld use reasnable effrts t reslve the dispute with the merchant first. If the cardhlder is unable t prmptly reslve the issue with the merchant, the transactin must be disputed in PaymentNet within sixty (60) days after the transactin s pst date. JPMChase will use cmmercially reasnable effrts t assist the cardhlder in attempting t btain reimbursement frm the merchant. A chargeback will nt be granted fr a transactin that ccurs n a card that des nt have the cardhlder s name embssed n it. If at any time the cardhlder suspects that fraudulent activity has ccurred, they shuld NOT dispute the charge. Instead, cntact the Financial Services Department immediately. Lst r Stlen Cards During nrmal business hurs (8am 5pm) immediately ntify the Financial Services Department. Outside nrmal business hurs, ntify JPMrgan Chase by calling 1 800 270 7760. The date that the card is reprted stlen t the bank is when fraudulent charges becme the bank s liability. Any fraudulent charges made befre the card is reprted stlen are the University s liability. Stlen Card cntact the Department f Public Safety (231 591 5000). Fr bth lst and stlen Cards, ntify the Financial Services Department (231 591 3897). Dcument lst r stlen cards in writing, cpying the cardhlder supervisr and the card administratr n all cmmunicatins. After a card is reprted lst r stlen: A new card will be prmptly issued t the cardhlder by the bank. A card that is fund after being reprted lst must be cut in half and sent t the Financial Services Department at Prakken 252. Declining Transactins If yu are trying t make purchases and yur card is declining, yu can find ut the reasn fr the decline in Cardhlder Online Maintenance (COM): Lgin t PaymentNet Click Cardhlder Online Maintenance Enter yur 16 digit accunt number in the Card: field n the menu bar and hit GO; OR yu can use the Cardhlder Search tl frm the drp dwn menu. There are 2 ways t search: 1. Enter the first few letters f the cardhlder s last name as it appears n the card 2. Enter yur card accunt number Click the Search buttn When yur card name appears in the Results area, highlight the card name and select G T Accunt. This will default t the Current Balance view, using the drp dwn menu, select Accunt Activity t display transactin authrizatins/declines. See Appendix D fr a full list f decline definitins. 9

PROTECTING MY CARD Card Security Crprate Card Prgram Guide Summer 2012 The cardhlder assumes full respnsibility t safeguard the card and accunt number t the same degree that the cardhlder shuld safeguard his/her persnal credit card. The cardhlder must nt allw any unauthrized individuals t use the card r the card number. A vilatin f this trust may result in the cardhlder having his/her card withdrawn and/r disciplinary actin fr the cardhlder and/r unauthrized individuals. The cardhlder cannt fax r email the full 16 digit card number, but the cardhlder may fax r email the last fur digits f the card and indicate that the vendr call fr the full card number. It is allwable fr the cardhlder t carry the card n them. If they chse nt t d this, Crprate Cards shuld be kept in a secure lcatin that n ne has access t (n cmmunity drawers fr all f the cards in the ffice). Temprarily Clsing a card Fr cards that are nt ging t be used fr an extended perid f time (i.e. sabbatical, medical leave, etc.), we ffer the ptin f temprarily clsing the card fr added security and t reduce the risk f fraud. T temp clse a card, please submit a Limit Change Frm t ur ffice with Sectin C cmpleted r send us an email with the card name, last 4 digits, and date f clsure. Financial Services can als hld nt the temp clsed card fr yu if there is nt a secure lcatin fr the card in yur ffice. When the card needs t be re pened, please cntact Financial Services. MAKING CHANGES TO MY CARD Frms The fllwing frms are used t update cards fr specific purpses. These can be fund n the Financial Services web site, r in Appendix A f this guide. All frms can be submitted by email, fax, intercampus mail r in persn. Usage Change Frm requests change f the Merchant Categry Cdes (MCC) attached t the card, permanently r temprarily. Limit Change Frm request increases r decreases the dllar spending limits, permanently r temprarily. Name Change Frm requests that the cardhlder s infrmatin is updated in regards t name, address, email address, etc. Cardhlder Update Frm requests that the cardhlder s apprver, accunt manager r recnciler be updated. Permanently Clsing a Card T clse a card, please submit a Limit Change Frm t ur ffice with Sectin C cmpleted r send us an email with the card name, last 4 digits and date f clsure. Card plastic must be returned t PRK 252 befre, r immediately after, the clsing f a card. 10

Crprate Card Prgram Guide Summer 2012 MONITORING MYCARD IN PAYMENTNET Lgging in t PaymentNet Transactins, card limits, and balances can be accessed thrugh PaymentNet, the University s card prvider web interface. T lg int PaymentNet fr Crprate Cards, visit: https://www.paymentnet.cm Organizatin ID <us60446> User ID <first initial last name> Pass Phrase <assigned> Viewing card activity, limits, and balances Select Cardhlder Online Maintenance (COM) frm the left menu bar. Select Cardhlder Search frm the drp dwn menu at the tp f the page. Enter all r part f the cardhlder s last name in the first blank and select Search. Lcate the crrect card name with the last fur digits and click G t Accunt. In the drp dwn menu bx at the tp f the page, select Accunt Activity r Current Balance/Current Status (depending n actin desired). Fr viewing transactins & limits Fr viewing the card statement Viewing psted transactins & limits: Card Statement: Fr viewing activity, limits & balances Select PaymentNet frm the left menu bar. There are multiple ways t view transactins in PaymentNet: Yu can Create Query and use criteria t find certain transactins (i.e. pst date, emplyee last name, transactin amunt and merchant name). Yu can als bypass this criterin t see ALL f yur transactins. Or yu can select View All My Transactins t see all transactins within the mst recent billing cycle. Or yu can select View Transactins fr Card, t see transactins fr a particular card within the mst recent billing cycle. Yu can als view yur single and mnthly credit limits in the PaymentNet tab: Click n the drp dwn menu after clicking PaymentNet and select Emplyee/User List and yu will be able t see yur card prfile, which cntains the card limits. If yu wuld like a cpy f yur Crprate Card statement, it is available fr yur viewing under the Electrnic Statement & Payment. 11

COMPLETING MY EXPENSE REPORT Hw ften shuld I be submitting & printing my reprt? FOAP Distributins Business Purpse Receipts & Backup Dcumentatin Crprate Card Prgram Guide Summer 2012 The Cncur Expense Reprt must be submitted at least nce per mnth, per the Transprtatin and Travel plicy. If expenses are distributed t a FOAP utside f yur area, yu must add an accunt manager t apprve that transactin(s). The business purpse shuld supprt the missin f the university and/r department. Receipts and additinal supprting dcumentatin substantiates the business purpse. In mst cases, Cncur will prmpt yu t add additinal dcumentatin based n the expense type, but the cardhlder is still respnsible fr insuring that all apprpriate backup is prvided, whether indicated in Cncur r nt. All transactins are required t have itemized receipts. An itemized receipt includes: merchant name, date, list f items purchased, and prices fr each item. An e receipt will be accepted in lieu f paper receipts. Fr any transactins that d nt have e receipts prvided by the vendr, the riginal paper receipts must be faxed, emailed, scanned r upladed via Smartphne t the Cncur Expense Reprt. Paper receipts will nt need t be kept nce they are upladed int Cncur. There are a few exceptins listed in the Transprtatin and Travel plicy where receipts are nt required. Cncur will nt ask yu fr a receipt fr thse particular expense types. Supprting dcumentatin can be upladed with yur receipts (i.e. agenda, itinerary, etc.) and riginals will nt need t be kept nce upladed. Fr mre infrmatin n hw t uplad receipts and dcumentatin, please refer t the Cncur Training Guides. 12

COMPLIANCE MONITORING Internal & External Cmpliance Mnitring Crprate Card Prgram Guide Summer 2012 Electrnic cmpliance reviews (audits) will be cnducted internally and by Cncur s audit team. While the majrity f cmpliance reviews will ccur electrnically, yu may be cntacted fr additinal infrmatin r fr an n site review. GLOSSARY Accunt Manager: Individual that has budget authrity within a department. Crprate Card Prgram Guide Summer 2012 Authrizer/Spnsr Department: Department/Unit apprving the issuance f a Crprate Card fr a faculty/staff member relative t travel expenditures authrized by that Department/Unit (example: UCEL, Study Abrad, Faculty Senate).
