Take national measures to protect bio-diversity in North Sea; Coordinate fisheries and nature management policy fields. Support MSY approach at EU level. Strategy/vision ready. In the reformed Fishery Policy more responsibilities for fishing industry, but enforcement is more strict. Marine protected (closed) areas in North Sea identified; Fisheries and nature management policy coordinated. MSY approach for plaice and sole in 2008 is successful (EU policy). 3

Innovation and discards 2008 (recommendations) 2013 (follow up) Invest EU and national funds into new catching techniques. Give priority to discards reduction, encourage innovation on the national level and press on the EU level for measures against discards. More than 50 million EU and national funds invested (2008-2011). Discards reduction is included in policy program Biodiversity 2008 2011, but no measures until now. Discards problem unchanged. 6

Considerations about discards ban Better insight in fish stocks; Less spilling of fish and other organisms; More expenses for ministry for enforcement (estimate LEI Research Institute: 9,5 million yearly for vessels > 1500 hp); More expenses for fishermen (estimate LEI Research Institute: 39.000 to 133.000 per vessel yearly); Stimulates innovation, with indirect effects on stocks. 8

Ecolabelling private quality labels Turnover of certified fish is growing, 44% of consumers know ecolabel; Certification is attractive for fishermen: cost reduction and image improvement; Quotas 2012 Labelled (2012) Being considered for labelling (2012) Sole 12.151 ton 200 ton (= 1,5%) 500 ton (= 4,1%) Plaice 30.462 ton 7.000 ton (= 22,9%) 15.000 ton (= 49,2%) Authorities have an interest in ecolabelling: - Extension of management plans; - Education; - Financial support. 9

Recommendation Reaction minister Response Cooperate with fishing industry and NGOs to further strengthen sustainability of fisheries. Continue to stimulate innovation; take measures to reduce unwanted by-catches. Preserve enforcement level, monitor new forms of enforcement, tackle engine power fraud. Agrees, next to cooperation in Regional Advisory Councils (RAC) Agrees, but no national, only EU measures to reduce discards (discard ban) Agrees, engine power fraud will be tackled by third-party certification, no commitment on monitoring NCA persists on monitoring 10
