OCTOPUS FISHERY FLEETS IN THE NORTHWEST OF SPAIN GEPETO CASE STUDY WP5 Meeting Paris 29/05/2013
Why this Case Study in Galicia? Octopus is the targeted species of small fisheries fleets in this region. These fleets are key to the Galician fishing activity. In the last years different legislation has been written to manage octopus fishing; which didn t include the multi-gear and multispecies approach. In the future, This plan should take into account the fleet's polyvalent characteristic.
Main Objectives The main aim of this case study is to highlight the importance of the gears alternation, for smaller fleets, as this way of managing the activity is a key factor in understanding the development of these fisheries. The uniqueness of these fleets should be taken into account when designing future plans for multi-gear and multi-species fisheries, which will ensure the sustainability of these fisheries.
Specific Aims -Developing the Plan within a Polyvalent Fisheries Framework - Including socioeconomic aspects in future management plans - Proposing the creation of a Committee to monitor the plan - Setting up indicators to control the development of the plan
Current Management Plan OCTOPUS MANAGEMENT PLAN (GALICIA 2013) 1. Field of application 10. Beaconing 2. Duration of plan 11. Discharge points, control and sale 3. Period of closure 12. Program monitoring and control 4. Species 13. Monitoring Commission 5. Minimum catch weight 14. Extraction and marketing 6. Number of traps 15. Offences and penalties 7. Maximum daily catch quotas and landings 8. Timetable of octopus' vessel with traps 9. Regime collection traps
Brief Description of the Case Studies In this case study we are currently working with small Galician fleets, these fleets have the peculiarity of being able to change gear. (Gear Alternation) This feature means, that they mainly target species, such as Octopus and other to help them meet their ends throughout the year. So far, Regional Administration and the Fisheries Sector, have developed management plans for fishing octopus, but they have not taken into account the polyvalent approach of the activity of these fleets.
Brief Description of the Case Study The main objective of this Case Study is to complete existing plans, including this polyvalent approach and regarding socioeconomic aspects for its improvement. So that we can achieve this, we need to look at the particular details of this fleet first. And we also need to look into detail at the data of all the species caught, not only the octopus data.
Sector Participation TheFishingSector will take part in this Case Study: Making data about its activities available Providing audiovisual material and traditional knowledge Setting up criteria with stakeholders to define the management unit Stating what are the main management issues Taking an active part in the diffusion of the work developed and the achieved results
Regional Administration Participation TheAdministration will take part in this Case Study: Providing an Official Data Register Taking part in the debate about the new ideas to improve the current plan Contributing to the project with legislation of former plans Drawing up norms to manage in the future
Results and Workload (Work Team) The work was carried after organizing Stakeholders and setting up a Work Team. The Group Members are: Regional Administration Representatives Galician Federation Representative Case Study Coordinator
Results and Workload (Meetings) We held two meetings, one at the begin of the stage and other one later. We made: MEETING PLANNING RESULTS 1º STAGE WP4 Octopus Case Study Report (Fleet Structure) WP5 Octopus Case Study Report (State of the Arts) Report about Octopus legislation ( ) Publication Date for the Octopus Plan 2013: 14/05/13
