PPR Tests to be Eliminated Fall 2011 Effective September 1, 2011, only the PPR EC-12 - #160 will be administered Persons who passed one of the eliminated PPR tests will have until fall 2014 to complete requirements (08-30-2014) and apply for certification (10-30- 2014).

Accountability of EPPs Texas Education Code (TEC) 21.045, passed by the 81st Texas Legislature in 2009, and Texas Administrative Code (TAC) Chapter 229, Accountability System for Educator Preparation Programs, require new standards for accountability of Texas educator preparation programs (EPPs) and the level of preparation provided to future educators.
Accountability Update Standard #1 Certification Examination Pass Rates Academic Year: September 1- August 31 75% pass rate this year (2010-2011) 80% pass rate next year (2011-2012)
Accountability Update Standard #2 Beginning teacher performance based on an appraisal system Principals of beginning teachers were sent a survey to appraise that teacher s performance and preparation Principal survey distributed on May 9 th Over 27,000 principals have responded Standard-setting in July Accountability will go before the board in February
Accountability Update Standard #3 To the extent practicable, as valid data become available and performance standards are developed, the improvement in student achievement of students taught by beginning teachers for the first three years following certification 1 st year teacher survey will be included in teacher metric part of standard #3 Stakeholder meetings to determine other variables to measure Committee to review different models
Accountability Update Standard #4 The results of data collections establishing EPP compliance with SBEC requirements specified in 228.35(f) of this title (relating to Preparation Program Coursework and/or Training), regarding the frequency, duration, and quality of field supervision. Only observations of teaching interns on probationary certificates is recorded in ASEP for TAC 229. Clinical teachers and student teachers still have to be observed per TAC 228, but don t enter them into ASEP. Records of those observations must be kept by the program, where they will be reviewed during compliance visits.
Standard #4 Accountability Update TAC Chapter 229 for the 2010-2011 academic year, the performance standard will be a 90% compliance rate with SBEC requirements as to the frequency, duration, and required documentation of field supervision for each EPP candidate. Field Supervision questions were added to the exit survey as pilot questions.

Rule Review Chapter 230 provide requirements relating to: assessment of educators; certification of educators in general; certificate issuance procedures; Texas educator certificates based on certification and college credentials from other states or territories of the United States; requirements for standard certificates and specialized assignments or programs; permits; educational aide certificate; and induction training for beginning teachers.
Rule Review Chapter 232 provide requirements relating to: types and classes of certificates issued, certificate renewal and continuing professional education requirements, and national criminal history record information review of active certificate holders.
Rule Review Chapter 233 provide requirements relating to: certificate categories within the certificate classes for classroom teachers.
