NSA HR Assessement Application A web based database to record relevant data and report on NSA HR factors. 5

NSA HR Assessment Application Comprehensive: it covers a full range of HR topics with just one central point of access for relevant data; Consistent: it provides a standardised methodology/framework for NSA HR Assessment; Clear-cut: it is easy to use; the updating and maintenance of data is facilitated. Pool of Experts Management Nominee Approval: nominees to a pool of experts can upload their credentials to join a FAB s pool of experts. Their line managers can approve the application online and the database is then updated. View Expertise Available: an NSA in a FAB looking for a specific type of expertise can search the database to see who may be available and make the necessary contact with the NSA concerned. Feedback from Assignments: an expert can give feedback on assignments. Pool of Experts Utilisation: enables a FAB to report on how the pool of experts is being utilised. Pool of Experts Management Efficient: the database is easy to maintain and update; Effective: the latest information is clearly available; Exclusive: as well as maintaining a list of nominees in the pool of experts, a record is kept of how the pool of experts is being utilised. How to Start Using these Applications Access Both applications are available on the OneSky extranet platform to users who have been given access to them. An NSA nominates users by name and access is given for one or both the applications. A user can either see their own State s data only or that of the associated FAB states, if the other FAB States have agreed. Familiarisation Users follow a short familiarisation session which can easily be done via WebEx. Two to three follow-up sessions can be arranged, if required Use Once the familiarisation phase is complete, a State or FAB can work independently with these applications to upload their relevant data, view and then report on the status of their NSA resources. Who has used these applications FAB CE: Austria, Bosnia and Herzegovina, Croatia, Czech Republic, Hungary, Slovak Republic, Slovenia The Application made a significant contribution not only to streamlining the entire process of NSA HR Assessment and the outputs, but it also provided a picture of the status of human resources across the NSAs of the FAB CE member states. That was one of the key benefits and one which was greatly appreciated. Based on experience of this tool, the database can be further improved or expanded according to NSAs needs in the future. Just use it! It gives a good overview of the distribution of the expertise is different domains across FABCE NSA experts. It is also valuable to see perspectives for the NSA itself, where the shortages are and, on the other hand, to see where certain expertise exist in another NSA. It also provides a good basis for future steps within FAB CE towards common audit planning process. Who else has trialled the NSA HR Assessment application? Overall DTCA found the NSA HR Assessment application easy to use and comprehensive. Going forward we would need to consider how this application could be synchronised with other in house databases related to staffing. An important point in the DTCA would be if other departments could be accommodated in the application to ensure one standardised approach throughout the DTCA Flemming CHRISTENSEN, Safety Regulator/Inspector, Danish Transport and Construction Agency Having trialled the NSA HR Assessment application, GCAA has concluded that the application is user friendly, comprehensive and easy to use. It is mature for us to use for our future NSA HR Assessments. We would also like to point out that currently ICAO does not have in place an HR assessment methodology/ standardised approach, however, in the frame of its universal safety oversight audits ICAO requests States to provide evidence on the methodology for determining the staffing needs. From our experience of trialling the NSA HR Assessment application, the methodology used in the application does provide this standardised approach. Levan Karanadze, Deputy Director Civil Aviation Agency of Georgia From trialling the NSA HR Assessment application, LCAA found the application easy to use and it is also comprehensive as it covers all the required information (i.e. not only staffing level but training as well). We also think it is worth considering the feasibility of extending the scope of the application so that it could be used by other CAA departments as currently there is no standardised method or approach.
